A. PUBLIC COMMUNICATIONS
This is the time and place for the general public to address the Library Board of Trustees
on any item listed or not listed on the agenda. State law prohibits the Library Board of
Trustees from addressing any issue not on the agenda. Testimony may be received and
referred to staff or scheduled for a future meeting.
Comments are to be limited to three (3) minutes per individual. All communications are to
be addressed directly to the Library Board of Trustees and not to the members of the
audience. This is a professional business meeting and courtesy and decorum are
expected. Please refrain from any debate between audience and speaker, disorderly or
boisterous conduct that disturbs, disrupts, or otherwise impedes the orderly conduct of
the meeting. For more information, refer to the Rules of Decorum and Order (Resolution
No. 2023-086) located in the back of the Council Chambers.

The following Consent Calendar items are expected to be routine and non-controversial.
They will be acted upon by the Library Board of Trustees at one time without discussion.

The following items have been requested by the Library Board of Trustees for discussion.
They are not public hearing items, although the President may open the meeting for public
input.

This is the time for the Library Board of Trustees to identify the items they wish to discuss
at the next meeting. These items will not be discussed at this meeting, only identified for
the next meeting.

CALL TO ORDER
The regular meeting of the Library Board of Trustees was held on Thursday, February 1, 2024, in
the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga,
California. President Riley Wells called the meeting to order at 6:01 p.m.
Present were Members De Vries, Diepenbrock and Rice.
Also present were: Wess Garcia, Library Director, Angelica Trummell, Library Services Manager,
Jason Castellanos, Technology Supervisor and Jennifer Palacios, Executive Assistant II.
A. PUBLIC COMMUNICATIONS
None.
B. CONSENT CALENDAR
B1. Consideration of Meeting Minutes for the Regular Meeting of December 7, 2023.
MOTION: Moved by Member Diepenbrock, seconded by Member Rice, to approve
Consent Calendar Item B1. Motion carried 3-1-1 with Member DeVries abstain and
Member Miller absent.
C. LIBRARY DIRECTOR'S STAFF REPORTS
C1. Verbal Report - General Library Update. Presented by Wess Garcia, Library Director.
Library Director Garcia presented an oral library services update report.
C2. Verbal Report - Children's Services, Adult Services and Library Programming. Presented by
Angelica Trummell, Library Services Manager.
Library Services Manager Trummell presented an oral report about upcoming library
service programs.
C3. Library Use Metrics Report. Presented by Jason Castellanos, Technology Supervisor.
Technology Supervisor Castellanos presented shared information from the Library Use
Metrics for October— December 2023.

CALL TO ORDER
The regular meeting of the Library Board of Trustees was cancelled on Thursday, March 7, 2024,
in the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga,
California.
Present were Jennifer Palacios, Executive Assistant 11.
A. PUBLIC COMMUNICATIONS
Jennifer Palacios, Executive Assistant 11 announced the regular Rancho Cucamonga Public
Library Board of Trustees meeting scheduled for Thursday, March 7, 2024, in the Council
Chambers, located at 10500 Civic Center Drive, Rancho Cucamonga, California has been
cancelled. The next regular meeting is scheduled for Thursday, April 4, 2024, at 6:00 p.m.
Said meeting will be held at 10500 Civic Center Drive, Rancho Cucamonga, California.

SUBJECT: Consideration and Discussion Regarding Updates to the
Unaccompanied Child Policy
RECOMMENDATION:
Staff recommends the Library Board of Trustees adopt the proposed changes to the Library's
Unaccompanied Child Policy.
BACKGROUND:
In April 2019, an update to the Unaccompanied Child Policy was approved by the Library Board
of Trustees. The current policy addresses access to general library services for minors. The policy
identifies age limits for children to safely visit library spaces and safety protocols for staff.
ANALYSIS:
As Second Story and Beyond' (SSAB) services launch in May 2024, the revisions identify age
limits required for admission to the SSAB space. Due to the types of play, admissions to the space
require a waiver of liability to be acknowledged and accepted by adults/parents/caregivers for
themselves and on behalf of children/youth in their party through the ticketing system.
Acknowledgment and acceptance/approval of the waiver of liability must be completed by an
adult/caregiver.
The recommended updates include changes that will have a positive impact on Second Story and
Beyond' services and update the current Unaccompanied Child Policy.

The Rancho Cucamonga Public Library is committed to providing a safe and welcoming environment
for all Library users.
Library facilities are public buildings that are open to all. Parents and caregivers should use the same
precautions for ensuring a child's safety as in any other public location. Parents and caregivers are
solely responsible for the welfare and behavior of children using the Library.
Children under age 12 must always be accompanied by a parent or responsible caregiver(age 14 and
older) while in the Library.
If the children's area and adult area are separate or on separate floors, the caregiver must stay with
the child.
When staff become aware that a child under the age of 12 has been left unsupervised in the Library,
staff will stay with the child while they attempt to locate the child's caregiver. If Library staff cannot
locate the child's parent or caregiver, the Sherriff's Department will be notified and asked to assume
care of the child.

For their safety, when visiting the Second Story and Beyond', children under 18 years of age must
be accompanied by parent/caregiver. Adults 18 years of age and over, must be accompanied by a
child 12 years of age and younger. Exceptions may apply for classes and summer camps; to be
determined by staff.
