A. Call to Order
The meeting of the Design Review Committee held on March 19, 2024. The meeting was called to order
by Jennifer Nakamura, Staff Coordinator, at 6:00 p.m.
Design Review Committee members present: Commissioners James Daniels and Vice Chair Al Boling.
Staff Present: Sean McPherson, Principal Planner; Bond Mendez, Associate Planner.
B. Public Communications
Staff Coordinator opened the public communication and after noting there were no public comments,
closed public communications.
C. Consent Calendar
C1. Consideration to adopt Regular Meeting Minutes of May 16, 2023.
Motion carried 2-0 vote to adopt the minutes as presented.
D. Project Review Items
D1. DESIGN REVIEW – ELECTRIC PICKLE - A request to construct a 14,678 square-foot building for a
restaurant/bar with outdoor patio dining; 10 pickle-ball courts; and a 1,771 square-foot building with a coffee
bar, restrooms, and storage within the Urban Neighborhood General Plan designation and The Resort
Specific Plan, located at the northwest corner of 4th Street and Resort Parkway - APN: 0210-102-07 (Design
Review DRC2023-00248).
Staff presented the item to the Design Review Committee. Following staff’s presentation, the applicant, Paul
Frederick, gave background on the development of the project and how he has worked with Staff to provide
the proposed project as presented. The commissioners discussed the three design items as requested by
staff and provided input regarding the fencing and walls, the building elevations, and the shade structures.
Regarding fencing and walls, both commissioners agreed that the placement of the solid walls would be
supported and encouraged to reduce noise from the site and use of the outdoor stage. They also agreed
that the wall with the water fountain feature would be supported as a positive design element. The
commissioners discussed the building elevations, particularly the west elevations of both buildings as both
have less articulation to break up the overall massing. After additional discussion, the conceptual landscape
plan was determined sufficient to help break up the massing in consideration of tree placement, and the
distance of the smaller building to Cleveland Avenue would not make the massing seem as prominent. The
commissioners appreciated the applicant’s response to Staff’s comment requesting shade structures in the
outdoor recreational area. They agreed that the inclusion of shade structures over the courtside seating
areas would be a positive design element for the outdoor use.
Vice Chair Boling asked about the location of the on-site bike racks and Staff clarified the location had been
revised from being placed the street frontage between the east parking lot and the primary structure. He
expressed his appreciation of the change as the effort is to reduce potential for theft of personal property.
The Committee took the following action:
Recommend approval to PC. 2-0 Vote.
D2. DESIGN REVIEW – FOOTHILL LOFTS, LLC – A request to construct a mixed-use development
comprising 385 residential units and 6,216 square feet of commercial lease area on approximately 8.41 acres
of land at the southeast corner of Foothill Boulevard and Elm Avenue. The project area has a General Plan
land use designation of City Corridor – High. APN: 0208-961-05, -06, and -07 (Design Review DRC2022-
00162).
Staff presented the item to the Design Review Committee. Following staff’s presentation, members of the
applicant team (Foothill Lofts, LLC), including their architect and legal counsel, gave additional background
and detail on the project. Following the presentation and the applicant’s initial sharing of additional detail,
discussion ensued over various aspects of the project.
Staff sought the Design Review Committee’s recommendation on differing iterations between city staff and
the applicant on Class IV bicycle improvements along the project’s Foothill Boulevard frontage wherein staff
recommended a 7-foot bike lane and 4 foot raised median, and the applicant proposed a 5-foot bike lane
and 4-foot raised median. Notably, staff’s recommendation necessitates improvements to the center median
within Foothill Boulevard, whereas the applicant’s proposal involves no such improvements to the center
median.
At the meeting, staff sought feedback from the committee in the following areas: 1) Did the DRC prefer a 9-
foot or 11-foot frontage configuration area; 2) a preference on the bicycle median configuration
(bollards/raised/movable planters); and 3) whether the committee members recommend prioritizing the width
of the bicycle lane or width of the bicycle median. After much discussion, the committee members were
comfortable with a 9-foot frontage configuration area, a preference for a raised median, and the prioritization
of the width of the bicycle lane over the width of the bicycle median.
Aside from this topic, committee members also brought up various topics such as the location of the dog
park, the linear roof line, and a preference for another material other than perforated metal where it occurs
throughout. Committee members also expressed that the project seemed to provide fewer amenity spaces
when compared to other recent projects. In response, the applicant and their architect highlighted the
“Southern California Contemporary” design theme and explained how these design elements are all intended
to work together, providing a linear design aesthetic throughout. Regarding the dog park, the applicant cited
site constraints for the reason of the location of the dog park. Lastly, in response to the perceived lack of
amenities, the applicant cited market trends.
The Committee took the following action:
Recommend approval to PC. 2-0 Vote.

DESIGN REVIEW – WESTERN SPIRE – A request for a site plan and design review of a mixed-
use development consisting of 176 residential units (including 2 live-work units), 7,870 square
feet of commercial lease area, and 1,400 square feet of live-work commercial lease area on 1.8
acres of land at the northeast corner of Red Oak and Spruce Avenues in the Center 2 (CE2) Zone.

Site Characteristics and Background: The dimensions of the project site are approximately 276
feet along the north property line and 301 feet along the west property line. The site slopes from
north to south from approximately 1,205 feet along the north property line and 1,193 feet at the
south property line for a grade change of approximately 13 feet. Curb and gutter have been
installed along the adjacent public streets.
The existing Land Use, General Plan, and Zoning Designations for the project site and adjacent
properties are as follows:
Project Design and Layout:
The project is comprised of a 7-story building wrapped around an 8-story parking garage with a
rooftop deck. The site faces two public streets (Red Oak and Spruce Avenues) along the east
and south elevations, a private drive aisle along the north elevation, and an existing office building
along the west elevation. Access to the parking garage will be from Red Oak Avenue and will
provide parking to both the residential and commercial units. Sidewalks are provided along each
building elevation in keeping with the General Plan’s emphasis on connectivity. Development
Code Chapter 17.134 (Public Open Space) requires that projects less than 3 acres in area provide
1 open space type. The project is providing a mid-block tree-lined paseo along the west property
line that includes a 10-foot-wide sidewalk. The existing all-stop intersection at Red Oak and
Spruce will be replaced by a roundabout with new pedestrian crossings and median landscaping.
Public seating areas will be provided adjacent to the east and south elevations along with two
small public plazas.

Architecture:
The project’s exterior has a contemporary design theme with wide private decks and a flat roof.
The 8th story of the parking garage is incorporated into the overall building and includes the
extensive use of glazing on the north, south, and west elevations of the clubhouse Building
materials include stucco, fiber cement siding, brick veneer, laminate wood look panels, and metal
and glass railings carried to each elevation. The façade of the commercial units includes the
extensive use of glazing framed by brick support columns.

Unit Composition and Floor Plans:
The project is comprised of 176 elevator-served residential units that are all single-level except
for the live-work units which have the living area above a commercial space. There are three
standalone commercial units totaling 7,870 square feet and two live-work units with a total of
1,400 square feet of commercial lease area. The commercial units face Spruce Avenue and the
live-work units face the access driveway along the north elevation. The table below summarizes
the number of residential units and square feet of commercial lease area:

Recreational Amenities:
Recreational amenities include a courtyard with an open lawn area, a dog park, an outdoor
kitchen, and seating on the ground level along the west elevation. Ground-level public outdoor
seating areas along the west and south elevations. Outdoor seating areas with BBQs on the 6th
and 7th levels and a pool, spa, seating areas, clubhouse, and fitness building on the roof.

The project is required to provide 362 parking spaces, of which 176 must be in the form of a
garage or carport. Required parking includes tenant and guest parking for the residential portion
of the development and the ground floor commercial/live-work units. The 9,270 square feet of

The project provides a total of 339 parking. The applicant is requesting a Minor Exception for the

Staff Recommendation: The project meets the City’s vision for a mixed-use development within
the underlying zone in terms of walkability, pedestrian connections, the public realm, and
providing a mix of uses. The project is 6.3 percent (23 spaces) deficient in complying with the
required parking for all proposed uses. The applicant has provided a parking study/parking
management plan which concludes that there will be adequate parking based on a shared parking
analysis between the residential and commercial components of the project.

DESIGN REVIEW – FORE PROPERTY (FOOTHILL AND GROVE MIXED USE) – A request to
construct a mixed-use development comprising 308 residential units and 14,704 square feet of
commercial lease area on 9.15 acres of land at the northeast corner of Foothill Boulevard and
Grove Avenue in the Center 1 (CE1) Zone. APN: 0207-011-35, 36, 41, 43, 44, and 45 (DRC2022-
00379).
Site Characteristics:
The 9.15-acre project site is located at the northeast corner of Foothill Boulevard and Grove
Avenue. There is an existing agricultural use with associated structures on the project site that
are proposed to be removed as part of this project. The dimensions of the roughly square project
site are approximately 550 feet from north to south and 816 feet from east to west. The site gently
slopes from north to south from approximately 1,204 feet along the north property line and 1,190
feet at the south property line for a grade change of approximately 14 feet.
Background and Legislative Context:
The applicant submitted an SB 330 preliminary application on October 7, 2022 (followed by a
timely full application), which vested the project to applicable development standards in place at
the time in accordance with state law.
The Land Use, General Plan, and Zoning Designations for the project site and adjacent properties
are as follows:

In addition to the SB 330 application, the applicant also proposes to utilize State Density Bonus

households. Pursuant to State Density Bonus Law (SDBL), the applicant is requesting waivers
from various development standards. A full discussion of waivers will be provided to the Planning
Commission at the appropriate time.

Project Design and Layout:
The project is comprised of a total of six buildings: four 4-story residential buildings, one 2-story
building for on-site amenities, and one 2-story commercial building. Two of the residential
buildings contain interior courtyards while the site also includes a pool, lounge area, a dog park,
and two pocket parks. Parking is provided in surface lots, private garages on the first floor of the
residential buildings, and off-street parking along Red Hill Country Club Drive, Foothill Boulevard,
and Grove Avenue. The new on-street parking creates a buffer between the units, the pocket
park/retail area, the public sidewalk, and vehicle traffic.

Architecture:
The project’s exterior design is considered contemporary, when comparing to other developments
in Southern California of similar size. All proposed buildings contain flat roofs with varying
rooflines and undulating building facades to help break up the building massing and provide visual
interest. Building materials include stucco, porcelain tile, ceramic tile, metal railings on balconies,
and metal awnings carried to various elevations. Additional building materials include perforated
metal panels and large shade structures for the retail facades.

Regarding parking, the project proposes 535 parking spaces to serve the residential units and
commercial areas of the project. As a result of parking reductions afforded to the project through
SDBL, these 535 parking spaces exceeds the minimum number of required parking spaces for

Foothill Boulevard/Red Hill Country Club Drive/Grove Avenue Off-Street Parking:
Staff also notes that the applicant is providing 57 off-street parking spaces, in addition to the on-
