CALL TO ORDER The City of Rancho Cucamonga Public Art Committee held a special meeting on Wednesday, January 31, 2024, in the Rains Conference Room at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga, California. Chair Leslie Matamoros called the meeting to order at 5:34 p.m. Present: Committee Members Bryan Dopp, Paula Pachon, Ilianna Salas, Ebony McGee Andersen, and Leslie Matamoros Also Present: Katie Bailey, Management Analyst II and Patricia Bravo -Valdez, Deputy Director of City Clerk Services B. PUBLIC COMMUNICATIONS No public communications were made. C. COMMITTEE BUSINESS C1. Oaths of office for Committee Members Matamoros, McGee Andersen, and Salas MOTION: N/A Patricia Bravo -Valdez, Deputy Director of City Clerk Services, performed oaths of office for Committee Members Ilianna Salas, Ebony McGee Andersen, and Leslie Matamoros. C2. Consideration to approve the minutes of September 5, 2023 MOTION: Moved by Bryan Dopp seconded by Paula Pachon to approve meeting minutes of September 5, 2023. Motion carried 3-0 (AYES: Dopp, Pachon, and Matamoros. NOES: None; ABSTAIN: McGee Andersen and Salas; ABSENT: None) C3. Update on the Status of the Public Art Fund. MOTION: N/A Katie Bailey, Management Analyst II, provided an update on the status of the Public Art Fund balance — a total of $593,799.10 — and let the committee know that the City was working better track development projects and list the public art that has been installed at development sites. C4. Verbal update on current fiscal year public art projects and initiatives. MOTION: N/A Katie Bailey provided updates on the Mini Mural project and the Utility Box Beautification Program. Katie shared that the Mini Mural designs are complete and that the City was working to finalize the site prep so that artists could come on -site to install the artwork in mid to late February and Early March. Katie also shared that the Artist's Designs had been selected for the Utility Box Beautification program and that the City was working with the installation vendor to help the artists finalize designs for printing and installation. Discussion also ensued on when the Public Art Committee should be engaged in art projects outside of the Public Art Trust. Committee members discussed wanting to develop a best practice sheet for developers to be able to reference when deciding on art that they plan to install at their development sites as part of the Public Art Requirement, to ensure that the art is in line with the goals of the RC Public Art Plan. Public Art Committee members also expressed a desire to know ahead of time and be engaged with the selection of art purchased by the City outside of the Public Art Trust Fund. Katie mentioned that there are plans to include a public art piece in the City's Major Project Program to be able to plan out location opportunities and existing project timelines for Public Art Installation. C5. Verbal update on the propossed projects for Fiscal Year 2024/2025. MOTION: N/A Katie Bailey shared a verbal update on the proposed projects for FY 24/25, which include a continuation of the Utility Box Beautification Program and the launch of a Temporary Art Program. Katie also proposed an alternate project, if the City has capacity. The alternate project would be a continuation of the Mini Mural project, with the artist developing and installing murals on and around 4-5 storm drains in the City. Messaging for the murals would focus on the importance of keeping chemicals and waste from traveling into the storm drains due to the threat it poses to wildlife and the environment downstream. The Committee Members said that they are ok with the City moving forward with next steps for these projects which includes planning out the locations and scope for the listed projects. The Public Art Committee also expressed that they would like to see locations and proposed budgets finalized in upcoming meetings. Katie also asked for feedback on two potential future public art projects at the Cultural Center and Cucamonga Station. Staff asked what types of art and art programs the Public Art Committee felt would fit best in those locations. Discussion ensued on the desire to include both physical arts like sculpture and temporary art and art programming, such as an Artist in Residency program, studio classes for youth, and support at community organization events. C6. Verbal update on the next Public Art Committee meeting date. MOTION: N/A Katie Bailey asked if the Committee would like to continue with regular meetings on the First Tuesday in March, June, September, and December at 5.30 pm. All committee members noted that they would be able to make that time and would like to continue with the cadence.
