As fall approaches, we are beginning to reap the rewards
of some prior smart decisions. Many years ago, the City
invested in growing the hospitality sector of our local
economy and enhancing our transportation infrastructure.
As we move into the middle of this decade, those prior
decisions are now bearing fruit. Brightline West, a project over a decade in the
making, broke ground this spring in Las Vegas on high-speed rail to connect Las
Vegas and Rancho Cucamonga and the existing Cucamonga Station/Metrolink area.
That project will begin locally next year and wrap up before the 2028 Olympics.
Ancillary to Brightline West is the West Valley Connector Bus Rapid Transit (BRT),
which will provide high-speed, minimal stops, bus connections from Pomona
to Ontario-Rancho Cucamonga and tie in the Ontario International Airport and
Victoria Gardens including stops at Cucamonga Station. This project is under
construction now. A nearby cycle track on 6th Street will soon give added bicycle
options to residents living in The Resort.
The City’s long planned West Foothill Improvement Project is under construction
and will conclude before year end. With a repaved Foothill, re-aligned Red Hill
Country Club Drive, new bike lanes, new sidewalks and center median
improvements, this project will transform the western gateway to Rancho
Cucamonga. At the same time, this area just saw a brand new Arco gas station
open, and Sycamore Heights will bring several hundred for sale condominiums to
West Foothill providing needed entry-level housing for first time home buyers.
Finally, the City is moving into the next phase of our Advanced Traffic Management
System. Phase 1 brought a nearly 50% reduction in wait times and improved traffic
flow to the Haven Avenue corridor. Phase 2 will expand those improvements to
multiple other arterial corridors. With high speed communication and AI assisted
signal timing, the City is on the cutting edge of reducing traffic congestion.
Even as these good decisions bear fruit, the City is working hard on planning
for the future. Our first luxury hotel, Sanctity, is opening. A potential increase
in the City’s Transient Occupancy Tax rate, paid by hotel guests, will be on the
November 2024 ballot and, if approved, will help fund additional public safety,
senior services, and park improvements. Finally, by leveraging grant funds, the
City is working on multiple other bike corridor improvements.

Join us for a spooktacular evening! Show off your costume as you trick-or-treat
at our community trunks, win prizes at our various carnival games, decorate
your mini pumpkin and trick-or-treat bag, and burn off your sugar high
by participating in the jumpers and class booth activities.
$10 wristbands are required for the carnival games and fun zone.
This October, we highlight conserving energy, reducing
waste, and embracing eco-friendly practices. Preserving our
environment for future generations begins with small steps in
our daily lives. By collectively taking action, we can significantly
reduce our carbon footprint and cultivate a greener, more
sustainable cityscape. Here are a few ways you can keep your

will write, draw, and color their own four-page

expert instructors offering piano, guitar, drum, and
recorder. Students explore and find their favorite
instrument in class. Instruments are provided.
Piano Wizard
Musicland instructors will teach students keyboard/
piano basics through creative activities, note
reading, and rhythmic patterns. Parent participation
is required for ages 3-5.
Sing Out Loud
Musicland instructors teach vocal technique in
a small class, developing healthy singing voices
through popular songs. No experience needed;
sing big, loud, and with style.
Mexican Folklore Dance
Maria Elena Alvarez instructs Mexican Folklore dance,
fostering discipline, self-challenge, and competition.
Learn social and cultural skills, suitable for all dance levels.
Music in Motion
Monica Flores leads a toddler (2-4 years) parent-and-me
class with energetic dance, music, and rhythm,
strengthening the parent-child bond and providing
exciting movement experiences.
Parent and Me Preschool
Parents get to engage with their children while combining
education, fun, and bonding time with instructor Monica Flores through this
parent-and-me class. Children will learn phonics, numbers, letters, color, and more.
Barbie Dance Club – Ballet I
Welcome to Ballet 1 with instructor Polaris Education Foundation! Designed for young
dancers ages 6-12, this club embarks on a graceful journey into the world of ballet.

friends and learn some new skills.
Skills and Drills
iWillHoop offers advanced basketball group sessions
led by skilled coaches, focusing on improving
dribbling, ball handling, and offensive moves for
competitive play.
Storytimes
are a great way for children and families to learn about
best practices in early literacy, gain helpful tips for reading
at home, and enjoy time together as a family.

Lil Ballers
Join iWillHoop Basketball, led by Wilson Fiallos, for group sessions
introducing basketball basics: dribbling, passing, shooting, teamwork,
and most importantly, fun!
Preschool Drawing
Young Rembrandts’ Preschool Drawing class is tailored for young
learners, fostering a positive, nurturing environment to learn drawing
skills for kindergarten readiness. New lesson each session.
Hope Chinese Class
With instructor Afra Deng, the course covers Pinyin (simplified Chinese),
listening, speaking, reading, and writing. It explores history, humanities,
science, society, folklore, festivals, and daily life, with activities to
promote Chinese culture.
Ballet/Jazz
Dancers are taught Ballet and Jazz isolations and stretches, basic
traveling across the floor movements, and both Ballet and Jazz center
work with experienced instructors from Dance Terrific.
Ballet/Tap
This class provides an exciting introduction into the fundamentals of
Ballet & Tap. Dance Terrific Instructors will teach warm-ups, basic across
the floor (traveling) movements, and center floor training.
Hip Hop
Dance Terrific’s Hip Hop class teaches fun moves to energetic music,
enhancing coordination and rhythm. Session ends with a recital on the

The City of Rancho Cucamonga, through its Safe
Routes to School (SRTS) Program, partners with a
different school each year to organize, host, and
actively participate in their Walk to School Day (WTSD)
event. This provides a great opportunity for local
elected officials, regional representatives, City staff,
and other community stakeholder groups to come
together and rally behind the host school to bring
awareness to the importance of physical activity and
pedestrian safety, as well as the benefits of WALKING,
BIKING, or ROLLING to school.
Students are encouraged to walk or bike to school
from a designated location, and parents are welcome
to join the supervised “walking school bus” groups.
School staff, City staff and officials, the Police
Department (RCPD), Fire District (RCFD), parents, and
volunteers accompany and lead the walking groups
to the school destination. By participating, students
can practice and learn more about road safety, such as
how to use the crosswalk and follow traffic signs.
Other community stakeholder groups such as Caltrans,
San Bernardino County Superintendent of Schools,
and San Bernardino County Department of Public
Health also join the celebration by providing additional
resources and tools to the school community.
While the City generally only has the capacity to
partner with one school each year, its SRTS Program
can still offer additional support to ensure that other
schools successfully host their own WTSD events.
Furthermore, schools that have hosted WTSD events
in the past are highly encouraged to host their events
independently. WTSD events are usually held during
the first Wednesday in October, but schools are
welcome to celebrate any day in October that best
fits their schedules.

Inclusive
Playground
at Beryl Park East
Creating opportunities for
all children to play together.
Incorporating the Seven Principles of
Inclusive Playground Design, the Inclusive
Playground at Beryl Park breaks down
barriers so all kids can play together. The
playground is designed with features like
ramps and sensory activities to include
children with different abilities. By making
play accessible, these playgrounds help
every child feel like they belong and boosts
their confidence. But these playgrounds
aren’t just about physical access, they also
teach empathy. When kids with different
abilities play together, they learn to
appreciate each other’s strengths and
challenges. This builds empathy, compassion,
and respect for differences. Inclusive playgrounds are places where kids
from all backgrounds can have fun together. No matter their abilities,
language, or culture, kids can make friends and have a great time.
Play isn’t just fun; it’s also important for both physical and mental health. Inclusive
playgrounds offer lots of different activities to meet a child’s needs. Whether it’s
climbing, swinging, or using their imagination, children can enjoy play that helps
them grow physically and mentally.
Other project elements include accessibility enhancements to the restrooms and
parking lot, as well as a new crosswalk at Beryl Street and Highland Avenue.
This project is funded in part by the State of California Department of Parks and Recreation Proposition 68
Parks and Water Bond Act and City of Rancho Cucamonga.

In schools today, School Resource Officers (SROs) are like everyday heroes, quietly
working behind the scenes to make campuses safer and friendlier places. They’re not
just about enforcing rules; they’re all about building a positive rapport with students, staff,
and families and creating a safe environment where everyone feels welcome.
Their primary responsibilities include acting as counselors, engaging in conversations with
students and staff to provide guidance and support. They also serve as educators, delivering
presentations in classrooms, facilitating staff development, and hosting informational sessions for parents.
In addition, they serve as a bridge to social services connecting students, parents, and staff with necessary
resources and services. Lastly, when necessary, they fulfill their role as law enforcement professionals,
intervening or making arrests when all other options have been exhausted or the situation calls for it.
Focusing on public safety, SRO’s strive for positive student interactions, where connections are fostered
between caring adults on campus and invaluable mentorship, guidance, and access to vital services.
The City of Rancho Cucamonga strives to
maintain safety, security, and a high quality of
life for all who live, work, and visit here.
One of the fiscal means to maintain this quality
and character is the Transient Occupancy Tax
(TOT), also known as a “hotel visitor tax.” This
tax is paid by hotel, motel, and short-term
rental guests staying in Rancho Cucamonga
and provides a reliable source of funding for
various City services, such as public safety
and infrastructure, without imposing any tax
burden on local residents. The City’s TOT was
first implemented in 1983 by a City ordinance at
a rate of 10%. However, it has not been raised
since and has not kept pace with rising costs.
On the November 5, 2024 ballot,
all registered voters in Rancho Cucamonga
will be able to vote on the measure.

This year’s Mini Mural Project marks the first cycle
of this initiative.
Five wayfinding markers along the intersections of the Pacific Electric
Trail were identified by the Public Art team. The City held in-person
canvassing on the trail and released a survey to garner the public’s
input of what they would like to see on the markers. This round of

LANDSCAPE MAINTENANCE DISTRICTS
Service Levels and Funding
A Landscape Maintenance District (LMD) is a funding tool the City uses to cover costs for
neighborhood improvements like parks, playgrounds, landscapes, sidewalks, and trees. It is
not a separate entity from the City. Property owners in these areas pay for the construction
and upkeep of these improvements through assessments.
LMDs are created when property owners vote for them during the development of
residential or commercial projects. This is done under the Landscaping and Lighting
Act of 1972. The Act allows the City to charge an annual fee for maintaining community
improvements, which property owners pay through their property tax bills.
Due to budget challenges, the landscape maintenance service level in LMD 1 changed from
Service Level C to Service Level F effective July 1, 2024. This change was due to a stagnant
assessment rate since 1993 and rising landscape maintenance costs. The City aims to
maintain each district at the best possible service level with available resources.
City policy ensures the General Fund supplements LMDs fairly. While districts like 4R, 6R, 9,
and 10, which have costs built in to adjust incrementally on an annual basis or replacement
districts, can maintain higher service levels, LMD 1 must work within its current budget.
Despite concerns about landscape aesthetics, safety remains a top priority. Hazard removal
and safety measures will still be addressed promptly. However, residents may notice less
manicured parkways and median landscapes. Parks within LMD 1 will remain at a service
level C for now, as some minor adjustments to maintenance have reduced costs. This
adjustment reflects financial realities, not neglect. The City is committed to ensuring the
long-term financial sustainability of LMD 1 and fair resource distribution across all districts.
To improve the service levels in other Districts, property owners
passed Proposition 218 ballots in June 2013 for LMD 2, in December
2009 for LMD 4-R, and in September 2009 for LMD 6-R. In 2014,
Rancho Cucamonga began implementing cost-cutting measures to
address a $1 million deficit in the west-side districts. At that point,
the City cut a little over $1 million a year in expenditures to balance
the budget. Anticipating that inflation would eventually surpass
LMD 1’s revenues, Measure A was placed on the ballot in 2015 to
modernize the district and ensure it had sufficient resources to
maintain service levels. However, voters did not pass Measure A,
with 77% voting it down.
The City encourages residents to participate in discussions
about budget priorities and explore solutions to address
funding constraints while maintaining essential
services and neighborhood beauty.
