A. PUBLIC COMMUNICATIONS
This is the time and place for the general public to address the Library Board of Trustees
on any item listed or not listed on the agenda. State law prohibits the Library Board of
Trustees from addressing any issue not on the agenda. Testimony may be received and
referred to staff or scheduled for a future meeting.
Comments are to be limited to three (3) minutes per individual. All communications are to
be addressed directly to the Library Board of Trustees and not to the members of the
audience. This is a professional business meeting and courtesy and decorum are
expected. Please refrain from any debate between audience and speaker, disorderly or
boisterous conduct that disturbs, disrupts, or otherwise impedes the orderly conduct of
the meeting. For more information, refer to the Rules of Decorum and Order (Resolution
No. 2023-086) located in the back of the Council Chambers.
B. CONSENT CALENDAR
The following Consent Calendar items are expected to be routine and non-controversial.
They will be acted upon by the Library Board of Trustees at one time without discussion.

This is the time for the Library Board of Trustees to identify the items they wish to discuss
at the next meeting. These items will not be discussed at this meeting, only identified for
the next meeting.
F.ADJOURNMENT
I, Jennifer Palacios, Executive Assistant II of the City of Rancho Cucamonga Public
Library, or my designee, hereby certify under penalty of perjury that a true, accurate copy
of the foregoing agenda was posted on Friday, August 30, 2024 at least seventy-two (72)
hours prior to the meeting per Government Code 54954.2 at 10500 Civic Center Drive,
Rancho Cucamonga, California and on the City’s website.

CALL TO ORDER
The regular meeting of the Library Board of Trustees was held on Thursday, August 1, 2024, in
the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga,
California. President Riley Wells called the meeting to order at 6:00 p.m.
Present were Members DeVries, Diepenbrock, Miller, Rice and Wells.
Also present were: Wess Garcia, Library Director, Cara Vera, Deputy Director of Library Services,
Linda Troyan, City Clerk Services Director, Margo Mullen, Head of Museum Services,
Tristin Sessler, Museum Services Librarian and Jennifer Palacios, Executive Assistant II.
A.PUBLIC COMMUNICATIONS

B.ITEMS OF BUSINESS WITH NEWLY APPOINTED OFFICIALS
B1. Administration of Oath of Office to Board Members William Diepenbrock, Eva Miller and
Riley Wells administered by Linda Troyan, City Clerk Services Director.
City Clerk Services Director Linda Troyan administered the Oath of Office to William
Diepenbrock, Eva Miller and Riley Wells.
President Pro-Tem DeVries rejoined the meeting at 6:03 p.m.
C.CONSENT CALENDAR
C1. Consideration of Meeting Minutes for the Regular Meeting of June 6, 2024.
MOTION: Moved by Member Diepenbrock, seconded by Member Miller, to approve
Consent Calendar Item B1. Motion carried 5-0-0.
D.LIBRARY DIRECTOR’S STAFF REPORTS
D1. Verbal Report - General Library Update. Presented by Wess Garcia, Library Director.
Library Director Garcia presented an oral library services update report.
D2. Verbal Report - Children’s Services, Adult Services and Library Programming. Presented by
Cara Vera, Deputy Director of Library Services.
Deputy Director of Library Services Vera presented an oral report about upcoming library
service programs.

D3. Library Use Metrics Report. Presented by Cara Vera, Deputy Director of Library Services and
Margo Mullen, Head of Museum Services.
Deputy Director of Library Services Vera and Head of Museum Services Mullen presented
shared information from the Library Use Metrics for April– June 2024.
E1. Election of Officers for FY 2024-2025 as mandated by Library Board of Trustees Bylaws.
Presided over by Riley Wells, Library Board President.
President Wells called for nominations for the office of President Pro-Tem.
Member Miller recommended Member DeVries, seconded by Rice.
The Board closed the floor for nominations.
The Board voted unanimously for Member Christine DeVries to serve as the Library Board
of Trustees President Pro Tem.
President Riley called for nominations for the office of President.
Member Riley recommended himself, seconded by Member Diepenbrock.
The Board closed the floor for nominations.
The Board voted unanimously for Member Riley Wells to serve as the Library Board of
Trustees President.
E2. BOARD MEMBER ANNOUNCEMENTS. (Comments to be limited to three minutes per
Board Member.)
President Pro-Tem DeVries expressed enjoyment of participating in a community puzzle
while visiting another library.
President Wells will be absent at the September 5, 2024, Library Board of Trustees
meeting.
