7:00 p.m.
The regular Joint meeting of the Historic Preservation Commission and Planning Commission was held on
September 11, 2024. The meeting was called to order by Chairman Morales at 7:00 p.m.
A. Roll Call
Planning Commission present: Chairman Morales, Vice Chairman Boling, Commissioner Dopp, Commissioner
Daniels and Commissioner Diaz.
Staff Present: Katherine Reed, Assistant City Attorney; Matt Burris, Deputy City Manager; Matt Marquez,
Director of Planning and Economic Development; Jennifer Nakamura, Deputy Director of Planning; Tanya
Spiegel, Manager of Economic Development; Flavio Nunez, Management Analyst; Carina Campos,
Management Analyst; Paige Eberle, Management Analyst; Elizabeth Thornhill, Executive Assistant.
Vice Chairman led the Pledge of Allegiance and requested a moment of silence in recognition of 9/11.
B. Public Communications
Chairman Morales opened the public communications.
Public Comment by Brandie Arrington, resident, expressed her concerns about a pedestrian crosswalk being
hazardous located at Elm Ave and Town Center Drive. She said due to no signs at this crosswalk, drivers have
come very close to hitting pedestrians due to it not being clearly marked. She hopes the crosswalk can be
made more visible to drivers for the safety of others.
Hearing no other comments, Chairman Morales closed the public communications.
Chairman Morales recessed the meeting at 7:20 p.m. The meeting reconvened at 7:35 p.m.
C. Consent Calendar
C1. Consideration to adopt Regular Meeting Minutes of August 28, 2024.
Executive Assistant Thornhill requested an amendment to the minutes be corrected to reflect the
statement made by Vice Chair Boling.
When he asked Fire about specialized chemicals equipment or training, he said does it not make sense
to have the applicant pay for those types of specialty equipment.
The minutes need to be amended to reflect that correction.

Motion: Moved by Vice Chairman Boling; seconded by Commissioner Daniels. Motion carried 5-0 approved
the minutes as amended.
D. Public Hearings
D1. Consideration to Receive and File the Economic Development Strategy Annual Progress Report for 2023.
Director of Planning and Economic Development Marquez provided a presentation, along with Tanya Spiegel,
Manager of Economic Development; Flavio Nunez, Management Analyst; Carina Campos, Management
Analyst; and Paige Eberle, Management Analyst presented a PowerPoint presentation (copy on file).
The report provided an overview of what was done to implement the Economic Development Strategy in year
one.
Commissioners expressed their appreciation to staff for their time and efforts putting this report together.
Planning Commission received and filed report.

Motion: Moved by Vice Chairman Boling, seconded by Commissioner Dopp to adjoin the meeting. Hearing
no objections, Chairman Morales adjourned the meeting at 9:10 p.m.
