The City Council of the City of Rancho Cucamonga held a Closed Session on Wednesday, November
--- 6, 2024—in the Tapia Corder is Center,--l0500 Civic Center-Drive;Ranch
Cucamonga, California. Mayor Michael called the meeting to order at 5:00 PM.
Present were Council Members: Ryan Hutchison, Kristine Scott, Ashley Stickler, Mayor Pro Tern Lynne
Kennedy and Mayor L. Dennis Michael.
Also present were: John Gillison, City Manager; Elisa Cox, Assistant City Manager; Nicholas Ghirelli,

REGULAR MEETING —7:00 PM
CALL TO ORDER—COUNCIL CHAMBERS
The Regular meetings of the Rancho Cucamonga Fire Protection District, Housing Successor Agency,
Successor Agency, Public Finance Authority, and the City of Rancho Cucamonga City Council were held
on November 6, 2024, in the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho
Cucamonga, California. Mayor Michael called the meeting to order at 7:00 PM.
Present were Council Members: Ryan Hutchison, Kristine Scott, Ashley Stickler, Mayor Pro Tern Lynne
Kennedy and Mayor L. Dennis Michael.
Also present were: John Gillison, City Manager; Nicholas Ghirelli, City Attorney; and Linda A. Troyan,
MMC, City Clerk Services Director.
Mayor Pro Tern Kennedy led the Pledge of Allegiance.

B. ANNOUNCEMENTS/ PRESENTATIONS

C. PUBLIC COMMUNICATIONS
Deborah Keedy expressed her concern about an illuminated political sign being displayed at a property
located at 8093 Thoroughbred Street, Rancho Cucamonga, CA 91701. She requested the City enforce
code ordinances regarding political signs. Mrs. Keedy submitted correspondence to be distributed to
Members of the City Council.
Aaron Keedy, spoke about access to the Cucamonga Creek Trail, displayed images of the trail and
requested the County Regional Parks Advisory Commission and City of Rancho Cucamonga open the
locked gate on Turquoise Avenue and Jennet Street. Mr. Keedy provided copies of his presentation to be
distributed to Members of the City Council.

Improvement Securities for Public Improvements Submitted by SC Rancho Development
Corp., Related to Case No. SUBTT20440 (Project), Located on the North Side of 6th Street
Bound Between Cleveland Avenue to the West, Milliken Avenue to the East, and the Rail
Line to the North.An Environmental Impact Report was Certified in Connection with the City's
Adoption of the Resort Specific Plan (SCH#2015041083).The Project is Consistent with the
Resort Specific Plan and the Certified Environmental Impact Report, Therefore, Pursuant to
CEQA, No Additional Environmental Review is Required. (CITY)
MOTION: Moved by Council Member Scott,seconded by Council Member Stickler,to approve the Consent
Calendar Items D1 through D7. Motion carried 5-0.

H1. Quarterly Development Update-Third Quarter 2024. (CITY)
City Manager Gillison introduced Zackary Neighbors, Director of Building & Safety and Matt Marquez,
Director of Planning and Economic Development, who provided the staff report along_with a PowerPoint
presentation for item H1.
City Council received and filed report.

11. COUNCIL ANNOUNCEMENTS
Council Member Hutchison recognized all the candidates that ran for City Council in this year's election
and congratulated re-elected Council Member Ashley Stickler and Mayor Pro Tern Lynne Kennedy.
Mayor Michael congratulated re-elected Council Member Ashley Stickler and Mayor Pro Tern Lynne
Kennedy on behalf of the City Council and noted that the Rancho Cucamonga Municipal Election on
November 5, 2024 is a testament of the community's confidence in the leadership of the City Council.

J. CITY ATTORNEY ITEMS
City Attorney Ghirelli noted that there was no reportable action taken during Closed Session held earlier
that evening.
