Proposed Project
•The applicant has proposed to replace 620 square
feet of the existing wood planks used for the
flooring of the porch with “Trex Enhance”
composite decking as an alternative
•“Trex Enhance” is made from 95% recycled plastic
film and reclaimed sawdust and lasts 25 years

•Notices were mailed to all property owners within
660 feet (18 total) on February 25, 2025
•Notices were published in the Inland Valley Daily
Bulletin on February 26, 2025
•The project site was posted with 1 notice on
February 26, 2025
•Staff has not received any public comments
Recommendation
•Staff recommends approval of DRC2025-00040
through the adoption of the subject resolution and
Conditions of Approval.

What is an Annual Progress Report?
General Plan and Housing Element
Annual Progress Report (APR)
• CA Government Code Section 65400 requires that cities and counties prepare an
APR to report on the status and progress of the implementation of the General
Plan and separately, of the Housing Element.
•APRs must be submitted to the California Department of Housing & Community
Development (HCD) and the California Governor’s Office of Land Use and Climate
Innovation (LCI), formally the Office of Planning and Research (OPR).
•Deadline to submit is April 1st of each year.
Differences in Format
General Plan APR Housing Element APR
Summarizes key efforts made on the
progress of the implementation of the
General Plan.
Contains data on housing development
activity and status on the Housing
Element Programs.
LCI does not have a standardized format
which allows for maximum flexibility.
HCD has specific requirements for
completing the APR.
As a result, the APR is prepared in an
easy-to-read format.
HCD provides excel template.
The community can view the APR on the
City of RC website.
All required data must be filled in prior to
submission.
