Embracing Change, Maintaining Stability
“There is nothing more certain and unchanging
than uncertainty and change.”
- John F. Kennedy
As we enter the second half of 2025, Rancho Cucamonga finds
itself in a period of careful and deliberate transition. The broader
economic landscape—from shifting federal policies to ongoing
state budget challenges—continues to evolve, bringing both uncertainty and potential
opportunity. Your City Council is keenly aware of the promise and peril that comes
with these dynamic circumstances.
The Inland Empire continues to be a beacon of stability and, along with the Central
Valley, one of two key drivers of California’s growth. One of the cornerstones of
the Inland Empire locally is Rancho Cucamonga. As the Inland Empire evolves from
warehousing and logistics to health care, information science and hospitality,
Rancho Cucamonga is doubling down on its commitment to economic diversification.
While our logistics sector continues to play a role, we are actively growing industries
like food and pharmaceutical manufacturing, encouraging small office development,
and expanding our hospitality base with new luxury offerings for hotels and restaurants.
With our amazing schools and best in California public safety, the City continues
to be a destination of choice for families, and that is despite high mortgage rates.
Our city continues to invest in essential infrastructure, with one of our key 2025-26
projects being the next phase of the Advanced Traffic Management System (ATMS).
Building on the successful implementation along Haven Avenue, this next phase is
expected to reduce traffic congestion by 15% or more on our major arterial roads.
The City Council has also expanded its public safety efforts by hiring several new
deputies and fully implementing the best-in-class Community Outreach and Support
Team (COAST). This team supports our multifaceted approach to aiding individuals
experiencing homelessness, mental health challenges, and other vulnerable
populations, including seniors. The Rancho Cucamonga Fire District is investing in
the replacement of several 12- to 15-year-old fire engines and in the upgrade and
expansion of a 30- to 40-year-old fire station.
As always, fiscal stability remains a core priority. The City continues to plan responsibly,
ensuring investments do not exceed projected economic growth while preparing
for future needs. Grounded in our award-winning General Plan and guided by the
City Council’s forward-thinking leadership, Rancho Cucamonga is navigating change
with resilience and purpose.
Rancho Cucamonga’s legacy of conservative growth and long-term planning has
served us well for nearly 50 years—and it will continue to do so as we move into
the future, ensuring our community remains the crown jewel of the Inland Empire.
Sincerely,
John R. Gillison, City Manager

The City of Rancho Cucamonga, through its Safe Routes to School
(SRTS) Program, partners with a different school each year to organize,
host, and actively participate in their Walk to School Day (WTSD) event.
This provides a great opportunity for local elected officials, regional
representatives, City staff, and other community stakeholder groups to
come together and rally behind the host school to bring awareness to the
importance of physical activity and pedestrian safety, as well as the benefits
of WALKING, BIKING, or ROLLING to school.
Students are encouraged to walk or bike to school from a designated
location, and parents are welcome to join the supervised “walking school
bus” groups. School staff, City staff and officials, the Police Department (RCPD),
Fire District (RCFD), parents, and volunteers accompany and lead the walking groups to the
school destination. By participating, students can practice and learn more about road safety,
such as how to use the crosswalk and follow traffic signs.
Other community stakeholder groups such as Caltrans, San
Bernardino County Superintendent of Schools, and San
Bernardino County Department of Public Health also join
the celebration by providing additional resources and
tools to the school community.
While the City generally only has the capacity to partner
with one school each year, its SRTS Program can still
offer additional support to ensure that other schools
successfully host their own WTSD events. Furthermore,
schools that have hosted WTSD events in the past are
highly encouraged to host their events independently.
WTSD events are usually held during the first
Wednesday in October, but schools
are welcome to celebrate any day in
October that best fits their schedules.

This investment couldn’t come at a more critical time. Rancho Cucamonga’s northern edge is classified as a Very High Fire
Hazard Severity Zone, where Santa Ana winds and rugged terrain increase the likelihood and speed of wildfire spread. The
area has endured several notable blazes over the years, including the 2003 Grand Prix Fire and the 2020 Thorpe Fire.
The $1.9 million funding also covers ongoing training, system maintenance, and implementation support.
As the program proves its value, the City plans to expand the network further, adding more cameras.
By combining innovation with preparedness, Rancho Cucamonga is strengthening its wildfire defense—
and safeguarding its neighborhoods, natural landscapes, and future.
Nestled along the foothills of the San Gabriel Mountains, Rancho Cucamonga faces a growing wildfire risk—
one that city leaders are now tackling head-on with cutting-edge technology. Thanks to a $1.9 million state
allocation championed by former Assemblymember Chris Holden (District 41), the City has launched an
Early Wildfire Detection System aimed at quickly identifying and responding to potential fire threats before
they escalate.
Rancho Cucamonga Steps Up Wildfire Defense
with Early DetectionTechnology
In spring 2025, the City installed nine FIREBird camera units along its northern wildland-urban interface,
covering vulnerable areas near the Alta Loma and Etiwanda neighborhoods. These cameras can detect
flames as small as 5x5 feet from up to 900 feet away, typically within just two minutes. This rapid response
capability allows local fire crews to act quickly, often stopping wildfires before they can spread.Developed by
Lindsey FireSense LLC.

Grandparent Scam This scam is effective because it exploits
people’s emotions. The caller pretends to be a grandchild, they may ask
“Hi Gram, do you know who this is?” In this scam, the “grandchild” will
pretend to be in distress and ask for help with “car repairs,” “late rent,”
a “medical emergency,” or even “bail money” to get out of “jail.”
Financial Services Scam These scams work because they
appear to come from a legitimate source such as a bank, mortgage
company, or debt collection agency. They may claim your account has
been compromised and ask you for personal information such as a
password, SSN, or other sensitive information to “secure” the account.
Tech Support Scam These scams prey upon the doubts and
discomforts that people may have around computers. Typically, a
person’s computer or phone screen will freeze or go blank. A pop-up
message will appear with a phone number to dial for help. When the
user calls, the scammer on the other end will ask permission to log onto
the device remotely. This fake “tech support” representative also may
demand a fee to repair the “issue.”
Government Impersonation Scam In these scams, callers
pretend to be from the IRS, Social Security Administration, or Medicare.
They may threaten to arrest or deport the person if they do not pay
their “unpaid taxes.” Or they may threaten to cut off their Social Security
or Medicare benefits unless they provide their personal data. The
information provided can then be used to commit identity theft.
Romance Scam As more people turn to online dating, scam artists
are seizing the opportunity. The scammers create social media profiles
and use them to gain trust and steal money. In some cases, these
scammers may be overseas. They may ask their victims to pay for visas,
medical emergencies, and travel expenses to come to the U.S.

Rancho Cucamonga Launches
Community Camera Registry Program,
a forward-thinking initiative designed to enhance
public safety through collaboration between residents, businesses, and the
Rancho Cucamonga Police Department.
At its core, the program is simple: voluntary camera registration. Residents and
business owners who own private security cameras are invited to confidentially
share the location of their exterior cameras with law enforcement. This registry
will serve as a valuable investigative tool, helping officers identify potential
video evidence more quickly when a crime occurs or for other investigations
such as a missing person case—without ever needing your live video feed.
Why launch a community camera registry?
• DETER CRIME by increasing the perceived likelihood of detection.
• SPEED UP INVESTIGATIONS by reducing the time officers spend
canvassing neighborhoods for footage.
• ENHANCE EMERGENCY RESPONSE in critical incidents such as
missing persons or natural disasters.
• STRENGTHEN COMMUNITY-POLICE PARTNERSHIPS by fostering
shared responsibility for safety.
SAFER TOGETHER:
Your Camera. Our Community. We know our residents care deeply about
keeping their neighborhoods safe. This
program gives people a way to contribute
meaningfully to public safety without
compromising their privacy.
- RCPD Captain Smith
Privacy and transparency are top priorities:
• VOLUNTARY PARTICIPATION Only those who choose
to register will be included.
• NO LIVE ACCESS Law enforcement will never have
direct access to your cameras.
• NO STORED FOOTAGE The registry only logs camera
locations and owner contact details, not video footage.
• OPT-OUT ANYTIME Registrants can update or remove
their information at any time.
Participating in the program takes just minutes. Once
registered, you’ll only be contacted by law enforcement if
a crime occurs in your vicinity and officers believe your
camera might have captured helpful footage.

If you’ve driven through Rancho Cucamonga recently and
noticed a splash of unexpected color at a street corner, you’re
not alone. The city’s Utility Box Beautification Program is back
for a third round. Launched by Rancho Cucamonga’s Public Art
Program, this creative initiative aims to transform plain traffic
signal boxes into unique works of art. The goal? To infuse the
everyday cityscape with color, character, and community spirit.
The new set of utility box artworks debuted in April 2025 and
feature four more stunning designs at locations across the city,
thanks to the talents of Cheyne Ellett, Kimberly Duran, Carissa
Hugo, and Brandon Carn. Each artist brings a distinct style
to the table, guided by core themes that reflect Rancho
Cucamonga’s unique identity: the area’s topography, native
plants and animals, rich history, and the deep sense of unity
that binds the community together.
It’s about turning ordinary infrastructure into something meaningful—art you can stumble upon while walking your dog
or waiting at a crosswalk. With each new round, the city adds fresh energy and visual interest to its streets while providing
local artists with a high-visibility platform for their work. As Rancho Cucamonga continues to grow, programs like this help
ensure that its heart and creativity remain visible—literally—on every corner.
So next time you’re stopped at a red light, look around. You might just spot a little masterpiece in the making.
Visit CityofRC.us/PublicArt for updates.
More than just a beautification effort, this project
represents Rancho Cucamonga’s ongoing commitment
to public art that inspires, connects, and engages.

Carissa Hugo
Carissa Hugo artfully
incorporates the
Ceanothus Moth, native
to Southern California,
into the Carnelian St.
and Lemon Ave. location.
Hugo is inspired by local
biodiversity and seeks to
foster an appreciation
for the natural world.
Brandon Carn
Brandon Carn takes a historical lens,
honoring the past with bold imagery
and thoughtful details. His design,
located at the corner of Red Hill
Country Club Dr. and Foothill Blvd.,
features a nostalgic nod to Route 66,
with the iconic Cucamonga Service
Station in the foreground, surrounded
by colorful citrus groves.
Cheyne Ellett
“My design, Rancho Notebook, incorporates a playful spin on my take of the region. Located
at the corner of Golden Oak Rd. and Fourth St., it is intended to be viewed as a classic
composition notebook cover with stickers on it. Each sticker represents a different element
of my view of Rancho Cucamonga—mountains (geography), homes (suburbs), grapes and
oranges (history), flowers, records and music notes (Dr. Strange Records), and a U.S. postage
stamp (pride)—all connecting to RC’s rich culture.”
Kimberly Duran
Kimberly Duran invites viewers
to notice the often-overlooked
beauty growing right outside
their windows. Located at the
corner of Etiwanda Ave., and
Base Line Rd., Duran’s piece
is also a playful, vibrant tribute
to Rancho Cucamonga’s
iconic citrus industry and
its profound impact on the
region’s culture and traditions.
