(AquaBio) can maintain the health of Red Hill Lake to create an ecologically balanced aquatic system. AquaBio will perform water quality testing, data analysis, aeration services, bioaugmentation, and phytoremediation services, as part of Red Hill lake’s ongoing maintenance. To establish and maintain good water quality, AquaBio will use natural and organic products, including an organic food base UV inhibitor, necessary and beneficial for fish health and depth of water . AquaBio will also remove turtles from the lake system in number of events to bring the number of turtles back down to reasonable levels. These removal events will be at the City’s discretion and billed separately. By reducing the nutrients coming in the form of tu rtle waste, the water column can readjust to a healthy, balanced state. AquaBio has estimated around 30-40 turtles to be present in the lake (although amounts could vary). More removals may be necessary in the future and will be billed separately. In using beneficial bacteria and addressing the influent, AquaBio is able to provide the following benefits within a comprehensive management strategy that coincide with the objectives of Red Hill Lake: Benefits: • Control odor by inhibiting the formation of foul odors in the sediment. • Improve water clarity and watercolor (reduced probability of large water temperature fluctuations). • Reduce the occurrence of Cyanobacteria (decrease excess nutrients). • Do not activate any component of current NPDES permits. • Reduce waterfowl deaths due to Avian Botulism. • Stay in compliance with Total Maximum Daily Loads (TMDLs) for Nutrients. • Stay in compliance with Total Maximum Daily Loads (TMDLs) for Fecal Coliform, Enterococcus and Total Coliform. • Help fish and waterfowl stay healthy and reproduce by creating clean and safe habitats. • Assist bioremediation/phytoremediation process and beautify existing waterscape by maintaining the Floating Islands. • Reduce organic sediment that can become a food source for weeds and algae (biodredging). • Improve water quality leading to fewer weeds, algae, and fish kills. • Reduce nutrient loads coming in from stormwater. • Promote better aeration and circulation (stabilized dissolved oxygen values). AquaBio prides itself in working with nature to create a balanced ecosystem and augmenting biological processes to help stabilize and improve water quality. However, different sources of pollution and the amount of these pollutants must be considered when treating a particular water body. Therefore, there is always going to be a need to manage the body of water with a comprehensive maintenance plan. AquaBio can maintain a stable environment in the lake, so they are better equipped to cope with fluctuations and large inputs of pollution throughout the year. Statement of Qualifications Since 1987, AquaBio’s Urban Watershed Management Division offers Water Habitat Restoration of lakes, rivers, lagoons, or other water bodies by means of “Biomimicry” (Floating Treatment Wetlands), and the latest science to create a balanced ecosystem. Our scientists and engineers are part of our research, technology, watershed restoration, and cleanup staff. We can supply beneficial plants, insects and animals where needed, and allowed. A quaBio has just celebrated 30 years of work in a wide variety of contaminated bodies of water , in the USA and abroad. AquaBio does not activate any component of an NPDES permit. Most contractors maintaining lakes use pesticides that require a report to the Los Angeles Regional Water Quality Control Board (LA RWQCB) under the provisions of a NPDES permit. A quaBio is licensed by the State of California Department of Pesticide Regulation for aquatic applications, but as a company we do not use pesticides. Our approach is to use beneficial bacteria, UV inhibitors, and various forms of phytoremediation and biomimicry. DeAna Vitela-Hayashi – AquaBio's founder and bio-pioneer has been involved in the research, development, and application of non-pathogenic microorganisms for degradation of pollutants for over 30 years. Her specialty is watershed management, wastewater, Waste to Energy, and odor control mitigation using Bioremediation, Phytoremediation, and Biomimicry. Ms. Vitela - Hayashi studied Biology, at California State University, Northridge, and Animal Sciences at Pierce College, CA. When Kat finished a 3-year stint with the Florida Department of Environmental Protection (FDEP) working on the Southeast Florida Coral Reef Initiative (SFCRI), she moved to Puerto Rico and works remotely with AquaBio on lake data analyses and other projects via the internet and in person. With a B.S. in aquatic biology from the University of California, Santa Barbara, Alex has extensive knowledge of both marine and limnic community ecology and restoration. He has condu cted research on the use of top-down and bottom-up controls to assess and manage the health of rivers and lakes in Santa Barbara County. Elisa Brown – Business Operations & Staff Biologist Elisa Brown began her education in watershed and natural habitat management . Currently, she is involved with protecting our native Southern California Sage Scrub and wildlife by working with AquaBio Environmental Technologies Inc. Elisa’s efforts include helping conserve, restore and protect the native environment and wildlife in Southern California using sound environmental science and a background in Ecology from UCLA. Elisa believes the key to benefiting our own immediate habitat and sustainable resources is to reintroduce local natural water and nutrient systems and organisms to our degraded habitats or constructed wetlands with cooperation with local communities. Carlos A. Lopez - began his career with AquaBio providing assistance in the field for the company's local watershed and lake management clients. Mr. Lopez has since assumed the role of Lead Lake Technician and continues to provide vital logistics and field support for AquaBio's varied projects. Certifications: • Qualified Applicator Certification (QAC) - California Department of Pesticide Regulation, (DPR) Agriculture Commission Scope of work: Corrective Action Cleanup (Remediation) – Based on visual inspection and other AquaBio sites, Red Hill can be cleaned and kept healthy using bioaugmentation, bio -controls, a Floating Island and some manual labor. AquaBio: Will identify problematic areas in the water and on the Floating Treatment Wetland. AquaBio: Will maintain the Floating Treatment Wetland, trim and replant when necessary. AquaBio: Will provide all licenses, certificates, and insurances prior to commencement of work. AquaBio: Will perform standard water quality base line sampling to assess current health of lake. AquaBio: Will give yearly report on health of the lake and Observations and Recommendations. Site Assessment An initial site assessment is necessary to understand the entire lake system which will give AquaBio a better idea of how to proceed with our management strategy. AquaBio: Will perform quarterly water quality tests (including a preliminary baseline test) in order to assess treatment effectiveness and adjust accordingly. During the contract period 2 sites per sampling event will be tested.* (*Not included in yearly proposal) Testing parameters (10) include: Dissolved Oxygen-DO Nitrate, Nitrogen- NO3 Nitrogen, Ammonia-NH3 Orthophosphate -PO4 Biological Oxygen Demand- BOD Chemical Oxygen Demand- COD Fecal Coliform pH, water Temperature Secchi Disk (turbidity) *Testing should be done at a minimum of once a quarter, summer, fall, winter, spring to evaluate the progress and health of the lake. AquaBio: Will perform weekly surveys of wildlife population. The turtles’ health will be assessed before being transported off site for quarantine. Following appropriate quarantining, the turtles that are identified and deemed healthy by our biologist will then be moved to a Turtle Sanctuary if room is available and/or pet wholesaler for placement back into the pet industry. All undersized or unhealthy turtles will be quarantined for a longer period until such a time they are deemed healthy, or large enough to be adopted. Rescue groups that wish to take any healthy turtles will be allowed to as per Fish and Wildlife’s recommendation. AquaBio: Will trap and remove turtles from Red Hill Park Lake. AquaBio: Will quarantine, provide care for, and transport captured turtles safely to appropriate adoption agencies. Bimonthly Maintenance Most lakes stabilize within one to two seasons • Clean out skimmer boxes during weekly maintenance cycle. • Basic maintenance (change filter if needed) on aeration system. • Removal of floating and underwater debris (under 25 lbs.). • Maintain the Floating Islands. • Weekly written maintenance report. • Continued bioaugmentation using beneficial microbes, probiotics and bio -controls. The proprietary products listed are included in the maintenance cost. C/F 1002, C/F 1006 and/or C/F 1005 with Probiotics, and/or C/F 1015, C/F 1008, UV inhibitor dyes, and biocontrols when needed. AquaBio will supply Product Bulletins and MSDS’s. AquaBio: Will perform bimonthly maintenance onsite including microb ial product applications, and manual lake weed removal as needed. AquaBio: Will prepare monthly reports outlining treatments, work completed, basic water quality tests (secchi disk turbidity, pH, dissolved oxygen, water temperature), among other visual observations. AquaBio: Will provide basic maintenance (change filter if needed) on aeration system . AquaBio: Will prepare a yearly technical report, including data analysis, observations and recommendations for future work. This document can assist the City of Rancho Cucamonga in developing a management plan for Red Hill Lake. AquaBio: Is able to help with the removal and relocation of invasive turtle species but at an additional cost. City of Rancho Cucamonga: Will see that all aerators are in working condition and kept in working condition to the best of their ability for the health of the fish and the lake. City of Rancho Cucamonga: Will be responsible to provide a trash bin to put debris after debris has been pulled from lake by AquaBio. TOTAL COST: • Baseline, Summer, Fall, Winter, Spring Water Testing = 4 events at $495 each = $1,980 Not included in monthly price.* • Turtle removals are NOT included in the final total and will be billed separately and on the city’s request. * One turtle removal event is $1 ,600. This decrease can be accepted as it does not exceed the maximum amount allowed under the California Uniform Public Construction Accounting Act. All other Terms and Conditions of the original Agreement CO#2025-093, will remain in full effect. IN WITNESS WHEREOF, the parties, through their respective authorized representatives, have executed this Amendment by way of e-signature by both parties and on the date indicated below.
