for the operation of a youth gymnastics studio
at the subject property.
• The proposed hours of operation are 1 :00 PM to

Interdepartmental Review
• The Fire, Engineering and Building Departments
have reviewed the project and have provided
conditions of approval included with this staff
report.
Environmental Review
Staff finds that the project qualifies for a Category 1
CEQA exemption under State CEQA guidelines 15301
— Existing Facilities, as the proposal constitutes the
leasing of an existing warehouse and does not
include any expansion of the existing structure.
Noticing
• Notices were mailed to all property owners within
1500 feet of the project site (72 property owners)
on July 28, 2025, and published in the Inland Valley
Daily Bulletin on July 30, 2025 . Physical notices of
the public hearing were also posted on the subject
site on July 30.
• To date, staff has received no inquiries regarding
this project.
Recommendation
• Staff recommends approval of DRC2025-00101
through the adoption of the subject resolution and
Conditions of Approval .

• The project is categorically exempt from requirements of the California
Environmental Quality Act (CEQA) as a Class 1 exemption under State
CEQA Guidelines Section 15301 — Existing Facilities;
Public Art
• Per Section 17. 124.020 of the Development Code, public art requirements
do not apply to Conditional Use Permit Modifications or places of worship;
• The project is exempt from the public art requirement.
Correspondence
• Notices were mailed to the 79 property owners within 660 feet of the site
on July 29, 2025;
• The site was posted with 2 notices on July 30, 2025;
• The site was legally advertised in the Inland Valley Daily Bulletin
newspaper on July 30, 2025;
Recommendation
• Staff recommends that the Planning Commission adopt Resolution
2025-024 for the approval of Conditional Use Permit Modification
DRC2025-00135, subject to the attached conditions of approval
