Over 18 years ago, I came to Rancho Cucamonga.
It was the opportunity of a lifetime to work for my hometown,
one of the premier communities in Southern California and
the jewel of the Inland Empire.
Fourteen years ago, I was fortunate to interview for and step into the City Manager
role when my predecessor, Jack Lam, retired after several decades of exceptional
leadership. At the time, we were navigating the Great Recession, and the State
faced a multi-year structural deficit. The Redevelopment Agency was about to be
eliminated, and significant change was on the horizon.
In the years since, the City, under the steady hand and thoughtful guidance of
the City Council, has continued to prosper. Central Park has grown with the
addition of the outdoor pavilion, the fitness court, Freedom Courtyard, and
The Bark at Central Park with the iconic big yellow dog. At the Victoria Gardens
Cultural Center, the Randall Lewis Second Story and Beyond® interactive
discovery space opened, and the redesigned outdoor courtyard will soon be
complete. Victoria Gardens continues to thrive as one of the premier outdoor
shopping centers in the country, with new stores and restaurants added regularly.
West Foothill Boulevard has been reimagined into a stunning gateway, and the
former Empire Lakes site is now The Resort, a vibrant new community. Haven
Avenue is evolving into a dynamic mixed-use district, and in the coming years,
Brightline West high-speed passenger rail will arrive at Cucamonga Station.
Now the time has come to pass the torch to a new era.
Elisa Cox, a Rancho Cucamonga resident and long-time
employee, has been named the City’s fourth City Manager.
She brings experience in a variety of cities and departments
and is recognized nationally through her service on the
International City-County Management Association board.
More importantly, President Theodore Roosevelt once said,
“People don’t care how much you know until they know
how much you care.” No one cares more than Elisa, and her
heart for people will be evident in the years ahead.
And so, Rancho Cucamonga, this is my final Grapevine message. Continue to do
what you do, be who you are, and keep working together to make our city one
of the finest communities in California.

Spagnolo 9/11 Memorial Park
Brings Community Together
On Thursday, September 11, the Rancho Cucamonga community came together for
a heartfelt and historic moment — the grand opening of Spagnolo 9/11 Memorial Park.
City leaders, Police and Fire District staff, dignitaries, and residents gathered for a
ribbon-cutting ceremony followed by the City’s annual 9/11 Remembrance Ceremony.
Located at 10597 Town Center Drive, the 1.3-acre park provides a welcoming space
for reflection, remembrance, and connection. The memorial features steel from the
World Trade Center, fragments from Flight 93, and material from the Pentagon —
all carefully arranged to represent the geographic relationship of the three sites at
a scale of 1/4000. A walking path links the sites, leading visitors toward a central
gathering area designed for quiet reflection and community remembrance events.
In addition, the park includes a special monument honoring Rancho Cucamonga’s
Gold Star Service Members who have given their lives since September 11, 2001.
During the ceremony, Fire Chief Mike McCliman
highlighted on the park’s two-decade journey — one
that began back in 2002 when steel from the World
Trade Center first arrived in Rancho Cucamonga for
public viewing. He praised not only the City Council,
both past and present, but also the community
members whose support and dedication helped keep
the vision of the memorial alive. Mayor Dennis Michael
expressed deep appreciation to Senator Eloise Gómez
Reyes for helping secure $3.2 million in state funding to
make the park possible. He also paid tribute to the late
Councilmember Sam Spagnolo, whose passion and
commitment were instrumental in bringing the memorial to life. “This park will stand
for generations as a place of remembrance, unity, and hope,” said Mayor Michael.
The Spagnolo 9/11 Memorial Park is now open, inviting all Rancho Cucamonga residents
to gather, reflect, and honor the lives and legacies that connect us as a community.

Hope Chinese Class
Join instructor Afra Deng for a dynamic class
that sparks curiosity and creativity while
introducing children to the Chinese language
and culture. Using stories, Tang poems, songs,
rhymes, games, and crafts, students learn basic
daily expressions and celebrate traditional
festivals. The course covers Pinyin (simplified
Chinese) and helps students build confidence
in listening, speaking, reading, and writing.
Classes are also available on Saturdays!
TriFytt Sports
Join our instructors at TriFytt Sports for
exciting sports classes, including basketball
camps, multi-sports, and more! It’s a fantastic
opportunity for kids to improve their skills while

Bricks 4 Kidz Lego Classes

Piano Wizard
Musicland instructors will teach students keyboard/
piano basics through creative activities, note reading,
and rhythmic patterns. Parent participation is required
for ages 3 to 5.
Drum 101
Musicland’s drum class sparks creativity with fun and
energy. Explore basic techniques, rhythmic figures,
notations, and develop a unique style.
Sing Out Loud
Musicland instructors teach vocal technique in a small class,

The Fire District offers sandbag materials, free of charge,
to Rancho Cucamonga residents, local businesses and
school campuses.
There is a limit of 25 sandbags per resident, business or
school campus. Note these cannot be used for commercial
purposes. You may have to fill your own sandbags if the
supply of filled sandbags has been depleted.
Each of the stations has a supply of sand, bags, and shovels
for use by residents. Sandbag materials are available at the
following Fire Stations:

Have an AED?
C.O.A.S.T. responds once patrol deputies secure the scene,
then takes over to provide specialized care and coordination.
Team members handle a wide range of mental-health related
situations — from conflict resolution and welfare checks to
substance abuse and suicide threats — using de-escalation
and harm-reduction techniques.
When possible, C.O.A.S.T. also handles transporting clients to
behavioral health providers, crisis stabilization units, or other
community resources, freeing up patrol deputies to return to
their duties.
COMMUNITY OUTREACH AND SUPPORT TEAM
The Rancho Cucamonga Station is launching the
Community Outreach and Support Team (C.O.A.S.T.),
a new mobile crisis response team designed to bring
help, not handcuffs, to community members in crisis.
THIS UNIQUE TEAM COMBINES:
• A Deputy Sheriff
• A Rancho Cucamonga Fire Safety employee with a therapy canine
• A Licensed Mental Health Clinician from the Department of
Behavioral Health
OUR MISSION:
• SUPPORT individuals experiencing mental illness
• OFFER alternative services and better treatment options
• REDUCE repeat 911 calls through outreach and follow-up
• EDUCATE the community and prevent future crises
