The meeting was called to order by Chairman Boling at 7:00 p.m. A. Roll Call Planning Commission present: Chairman Boling, Commissioner Dopp, Commissioner Morales, and Commissioner Diaz - Absent Vice Chairman Daniels. Staff Present: Serita Young, Assistant City Attorney; Jennifer Nakamura, Planning Director; Jared Knight, Associate Planner; Haide Aguirre, Contract Planner; Aracely Estrada, Management Analyst II; Blanca Madrigal, Executive Assistant; Elizabeth Thornhill, Executive Assistant. B. Public Communications Chairman Boling opened the public communications. Hearing no comments from the public, Chairman Boling closed the public communications. C. Consent Calendar C1. Consideration to adopt Regular Meeting Minutes of February 25, 2026. Motion: Moved by Commissioner Morales; seconded by Commissioner Diaz to approve minutes as presented. Absent: Commissioner Daniels. Motion carried 4-0-1. D. Public Hearings D1. TENTATIVE PARCEL MAP – NEO & ASSOCIATES INC. ON BEHALF OF MARK REYNOSO – A request to subdivide an existing 63,360 square foot parcel into two parcels within the Very Low (VL) Residential Zone, Hillside Overlay Zone, and Equestrian Overlay Zone, located at 5451 Moonstone Avenue, generally located northeast of the intersection of Hillside Road and Moonstone Avenue; APN: 1061-251- 32. This item is exempt from the requirements of the California Environmental Quality Act (CEQA) as a Class 15 exemption under CEQA Guidelines Section 15315 – Minor Land Divisions (SUBTPM20985). (Continued from February 25, 2026, HPC/PC meeting). Associate Planner Knight provided a PowerPoint presentation (copy on file). Commissioner Dopp inquired whether the lot meets the minimal lot size requirement. Associate Planner Knight confirmed. Chairman Boling announced that the Public Hearing item has remained open since February 25, 2026, and asked whether the applicant wished to speak. HPC/PC Draft Minutes Page 2 of 4 Applicant Edward Osuch and property owner Mark Reynoso were present and available to answer questions. Resident Larry Weidinger, who owns property below Parcel 2 at the corner of Moonstone and Hillside, expressed concerns that the brick wall is located five feet within his property line. He also stated that the site should remain as a single parcel. Hearing no other comments from the public, Chairman Boling closed the public hearing. Commissioner Morales asked staff to provide an explanation regarding the public comment about the brick wall. Planning Director Nakamura explained that the proposed map is a tentative map, prepared by a surveyor and verified by the Engineering Department. However, there is still another process which is the preparation of the final map. If there are any discrepancies, it will be addressed at that time to ensure that both lots are fully compliant. Commissioner Dopp stated that he appreciates the due diligence of both the applicant and staff in reaching a compromise on Parcel 2. While he values the public comment, he noted that having a 60,000-square- foot lot compared to the rest of the neighborhood, is unfair. He confirmed that the project fits the guidelines and expressed his support for the project. Chairman Boling stated he is grateful to see a project that more clearly conforms to the City’s standards. He inquired about the trees and asked whether staff had received any prior comments or concerns regarding them. Planning Director Nakamura replied that she does not have any past history on the trees; however, the property owner does have the right to request a Tree Removal Permit as appropriate. Motion: Moved by Commissioner Dopp; seconded by Commissioner Diaz to adopt Resolution 2026-007 Tentative Parcel Map SUBTPM20985. Absent: Commissioner Daniels. Motion carried 4-0-1. D2. ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT MAP – DECLIFF PROPERTIES LLC – A request to subdivide two existing lots totaling approximately 39.58 gross acres into five (5) numbered lots and six (6) lettered lots. The project site is located within the Rural Hillside (R-H), Rural Open Space (R-OS), and Rural Flood Control/Utility Corridor (R-FC/UC) regulating zones of the Etiwanda Heights Neighborhood and Conservation Plan (EHNCP). The site is located north of DeCliff Drive, east of Wardman Bullock Road, and west of Ambleside Place (APNs: 0226-061-68 and 0226-061-69). Pursuant to the California Environmental Quality Act (CEQA), this project is consistent with the Certified Etiwanda Heights Neighborhood and Conservation Plan EIR (SCH No. 2017091027), and a compliance memorandum has been prepared pursuant to CEQA Guidelines Section 15183 (SUBTT20653). Contract Planner Aguirre provided a PowerPoint presentation (copy on file). Chairman Boling opened the public hearing. Applicant Kevin Kohan was present and available to answer questions. Commissioner Morales noted that the septic tank is located on the west side of the house and inquired about how access to the tank will be provided. Applicant stated that the issue be addressed during the building plan check process. Planning Director Nakamura clarified that this project involves only the subdivision of land and that residential product types are not being considered at this time, as the project remains in the conceptual stage. Hearing no comments from the public, Chairman Boling closed the public hearing. HPC/PC Draft Minutes Page 3 of 4 Commissioner Morales stated that the Commission is only voting on the specific item before them tonight but if it is approved, he recommended that the applicant follow the fire plan requirements due to the site’s location in a high fire hazard area. Commissioner Dopp commented that this is the first rural project from Etiwanda Heights. He noted that, personally, it was exciting to see the rural conservation area developed in a more rural nature. Commissioner Diaz stated that these are five homes potentially for residents in the community; hopefully, they will be equestrians. She appreciates seeing a project like this properly placed. Chairman Boling stated that, as an organization, the Commission is tasked with ensuring that a sufficient number of housing units are available for current and future residents of Rancho Cucamonga. He noted that there has been an increase in higher-density developments and expressed that it is encouraging to see a balance of two- and three-acre lots in appropriate areas. Motion: Moved by Moved by Commissioner Morales; seconded by Commissioner Dopp to adopt Resolution 2026-009 Tentative Tract Map SUBTT20653. Absent: Commissioner Daniels. Motion carried 4-0-1. E. General Business E1. Consideration to Receive and File the General Plan Annual Progress Report and the Housing Element Annual Progress Report for 2025. Management Analyst Estrada provided a PowerPoint presentation (copy on file). Commissioner Morales expressed his appreciation for the report. He recommended, for transparency and public awareness, that the City features a page in the Grapevine, utilizes its social media platforms, and place a tile on the City’s homepage to highlight progress on housing goals, including a brief explanation of ongoing efforts. He noted that this would help the public gain a clearer understanding. Management Analyst Estrada responded that those are all excellent ideas and stated she would take them back for further discussion with the Planning Director. Commissioner Diaz stated that she appreciated the report, noting that it clearly communicates to the public that the City is not meeting its goal due to existing economic conditions beyond its control, which are limiting the construction of these units. She also expressed support for the steady increase in ADUs, highlighting the importance of multi-generational living for a sense of community. Chairman Boling stated that our community is very well served by earlier staff efforts. He noted that the September 2023 ADU Handbook provides a clear path for property owners to understand the process and access assistance. He acknowledged that the City’s efforts through public meetings are visible and that links on the City’s webpage direct residents to the report being presented tonight. However, he noted that simply making information available does not always ensure public understanding, which presents an ongoing challenge. He commended staff for their transparency and for meeting legal requirements for making these documents accessible, while recognizing that the City cannot compel the public to review them. Chairman Boling added that the report tells a story, and emphasized the importance of presenting it accurately, as failing to do so could allow others to interpret the information differently. Overall, he stated that the report effectively communicates the City’s efforts. Planning Commission received and filed this report. HPC/PC Draft Minutes Page 4 of 4 F.Director Announcements Planning Director Nakamura announced, with a heavy heart, that Commissioner Daniels has resigned from his position effective immediately, to focus on his health and well-being, leaving a vacant seat on the Commission. She added that at the April 8th meeting, the Commission will need to select a new Vice Chair as well as appoint a seated member to the Design Review Committee. G.Commission Announcements Chairman Boling expressed his appreciation for Commissioner Daniels, noting that he brought a high level of professionalism, insight and wisdom to the Commission and that the Commission is very grateful for his contributions. H.Adjournment Motion: Moved by Commissioner Morrales, seconded by Commissioner Dopp to adjourn the meeting.
