LANDMARK ALTERATION PERMIT 94-04 - CAMPOS - Consideration of exterior
alterations, generally consisting of access ramps, landscaping, hardscape changes,
parking areas, and outdoor furniture, in conjunction with the conversion of four single
family residences to commercial uses, located at 9618, 9626, 9634, and 9642 Foothill
Boulevard - APN: 208-153-08 through 11. Related File: Development Review 93-15.
BACKGROUND
On August 10, 1994, the Historic Preservation Commission considered a Landmark Application to
designate the four single family residences located at 9618, 9626, 9634, and 9642 Foothill Boulevard
as local landmarks. While individually the structures do not represent a significant architectural
contribution, the Commission determined the homes derive their significance from the setting and
context in which they are located. This block represents one of the last remaining tracts of housing
from the 1910s and 1920s that has not_been demolished and a remnant of"Old Cucamonga." In
addition, this area was within the sphere of influence of John Klusman, a prominent local
businessman. The Commission recommended approval of the Landmark designation to the City
Council. On October 5, 1994, the City Council approved the Landmark designation.
ANALYSIS
Alteration Description: The applicant has submitted a Development Review application
requesting the construction of a 1,600 square foot care and the conversion of the single family
residences to commercial uses. As part of the conversion of the houses to commercial uses,
various improvements are being required to bring the site into conformance with the Foothill
Boulevard Specific Plan (FBSP):
The site is located within the activity center designation of the FBSP. The activity center
encourages buildings to be located closer to the street to create a pedestrian atmosphere.
Hardscape (concrete and pavers) are used from the curb to the building fronts. Formal tree
plantings are provided within tree wells across the property frontage. Also, pedestrian scale
amenities (lights, trash cans, benches, etc.) will be provided across the frontage.

2. A drive aisle and parking area will be provided at the rear of the site to meet the needs of
the commercial users.
3. A driveway will be provided on the east side of 9642 Foothill Boulevard.
4. Walkways will be provided between structures to allow access from the rear parking area
to the street frontage.
5. Removal and/or relocation of several mature trees.
6. Access ramps will be provided for the structures to meet current State and Federal
requirements.
7. Removal of the fireplaces and chimneys for Houses No. 3 and 4.
8. Removal of a window and replacement with a door on north elevation of House No. 1.
Alteration Significance: Because the four houses were designated as Landmarks based on their
context and the setting of the neighborhood, any alterations to that setting have a bearing on the
houses' significance. In this case, the improvements required will have a large impact on the
homes. The area will be transformed from a residential character to a more urban commercial
feel. Staff, however, does not believe the improvements will be detrimental to the historic
context of the structures for the following reasons:
The Historic Preservation Ordinance and the FBSP encourage the adaptive reuse of historic
structures. The activity center effectively integrates the more contemporary streetscape
design with the historic nature of the structures.
2. The activity center concept provides amenities at a pedestrian scale more appropriate to the
single story design of the structures.
3. By reusing the residential structures, public spaces will be created between the units to
foster the concept of pedestrian scale.
The access ramps are located at the rear of Houses No. 1, 2, and 4. The access ramp for
House No. 3 is located on the southeast comer of the building. In all cases, the ramps are
relatively low and landscaping can be used adjacent to the ramps to obscure visibility from
public view.
5. The mature trees to be removed will be replaced with like specimens or the largest nursery
grown stock available.
6. The applicant will be rehabilitating/restoring the units consistent with their original
construction.

During the December 20, 1994, Design Review Committee meeting, the Committee
(Lumpp, Melcher, Coleman) expressed concern about the removal of the chimneys
proposed by the applicant. While chimneys were not uniformly provided on bungalows, the
Committee felt that providing chimneys on Houses No. 3 and 4 was important to maintain
the historic context of the structures. As a result, a condition of approval has been
incorporated into the Resolution.
ENVIRONMENTAL ASSESSMENT: An Initial Study was completed as part of the Development
Review application. Based upon that review, staff is recommending issuance of a mitigated
Negative Declaration for the project. That mitigated Negative Declaration will adequately address
the environmental impacts associated with the Landmark Alteration Permit. No further
environmental review is necessary with this application.
RECOMMENDATION: Staff recommends that the Historic Preservation Commission approve
Landmark Alteration Permit 94-04 through adoption of the attached Resolution.

RESOLUTION NO.
A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF THE
CITY OF RANCHO CUCAMONGA, CALIFORNIA, APPROVING LANDMARK
ALTERATION PERMIT 94-04 FOR EXTERIOR CHANGES IN CONJUNCTION
WITH THE ADAPTIVE REUSE OF FOUR SINGLE FAMILY RESIDENCES TO
COMMERCIAL USES, LOCATED AT 9618, 9626, 9634, AND 9642
FOOTHILL BOULEVARD - APN: 208-153-08 THROUGH 11.
WHEREAS, the Historic Preservation Commission has held a duly advertised
public hearing to consider all available comments on the proposed Landmark
Alteration Permit.
WHEREAS, the Historic Preservation Commission has received and reviewed
all available input regarding said Landmark Alteration Permit.
WHEREAS, all legal prerequisites prior to the adoption of this
Resolution have occurred.
NOW, THEREFORE, the Historic Preservation Commission hereby specifically
finds, determines, and resolves as follows:
SRCTION I: The application applies to the buildings located on
Assessor's Parcel Number 208-153-08 through 11.
SRCTION II: The proposed Landmark Alteration meets the following
criteria established in Chapter 22.24.120 of the Rancho Cucamonga Municipal Code:
FINDING: The action proposed is consistent with the purposes
of this Ordinance.
FACT: The Ordinance encourages the adaptive reuse of historic
structures to preserve their longevity and viability within
the community.
FINDING: The action proposed will not be detrimental to a
structure or feature of significant aesthetic, cultural,
architectural, or engineering interest or value of an historic
nature.
FACT: The installation of the improvements will result in a
pedestrian scale more appropriate for the single story
structures. The ramps will be located at the rear or side of
the structures and can be easily screened from the public
street. The improvements will integrate the structures into
the Foothill Boulevard Specific Plan activity center while
maintaining the historical significance of the area.
SRCTION III: This Landmark Alteration Permit is exempt from CEQA
(Article 10, Section 15301).
SRCTION IV: Based on the substantial evidence reviewed by this
Commission and based on the findings set forth above,
NOW, THEREFORE, BE IT RESOLVED, that the Rancho Cucamonga Historic
Preservation Commission does approve Landmark Alteration Permit 94-04 for
alterations to 9618, 9626, 9634, and 9642 Foothill Boulevard as described in the
Staff Report dated January 11, 1995, with the following conditions:

The access ramps shall be designed using materials
consistent with the building designs. The final plans
shall be reviewed and approved by the City Planner prior
to building permit issuance.
Landscaping shall be installed adjacent to the ramps to
minimize their visibility from public view. The final
plans shall be reviewed and approved by the City Planner
prior to building permit issuance
The units shall be restored using materials, details, and
workmanship consistent with the original design and era
of construction. The final plans shall be reviewed and
approved by the City Planner prior to building permit
issuance.
Chimneys shall be provided on Houses No. 3 and 4
consistent with the original design. The final plans
shall be reviewed and approved by the City Planner prior
to building permit issuance.
Alterations and rehabilitation shall comply with the
plans submitted and provided with the Staff Report dated
January 11, 1995, and consist of modifications that will
match the existing materials and finishes of the
structures.
Signs, no more than 4 square feet in area, shall be
provided to identify and educate the public regarding
these historic structures. The final design, location,
and wording shall be reviewed and approved by the City
Planner prior to issuance of building permits.
Any signs shall be designed compatible with the
architectural style of the structures.
Approval shall expire, unless extended by the Historic
Preservation Commission, if the structures are not
altered as approved within 24 months from the date of
this approval.
APPROVED AND ADOPTED THIS 11TH DAY OF JANUARY 1995.
