DISCUSSION OF FUTURE FUNDING RESOURCES FOR HISTORIC PRESERVATION
BACKGROUND: At the Historic Preservation Commission meeting on March 9, 1994,
Commissioner Tolstoy requested that staff prepare a report on possible future
funding resources for Historic Preservation. Staff has conducted a review of
the City's budget for the previous two years and the proposed draft budget for
1994-95, the Redevelopment Agency's Budget, and both State and private grant
funding. The direction of this report is limited to a discussion of funding
resources to assist in preservation projects similar to the G. P. Ledig House
Rehabilitation, Chaffey-Garcia House Rehabilitation, and possible future
projects such as the Fisher House on Etiwanda Avenue.
ANALYSIS: In previous years, the major source of funding has come from the
Redevelopment Agency, with some assistance from the Community Development
Block Grant Program. The majority of funding from the Agency has been from a
land bank rehabilitation account that budgeted approximately $50,000 per year
in Fiscal Years 1990-91 and 1991-92. These funds made possible the recent
completion of the rehabilitation effort on the G. P. Ledig House, located at
the southwest corner of Hellman and Wilson Avenues. Unfortunately, because of
the changes in redevelopment law and the State fiscal crisis, such funding
will not be identified in the 1994-95 Agency or City budget. However, it
should be possible to utilize the Redevelopment Housing Set-Aside Funds on a
limited basis in specific instances similar to the Guidera and DiCarlo Homes
being moved to Main Street in Northtown. It should be noted that this is a
very limited situation in that they must be habitable single family
residential structures that are made available, and at the same time a lot
must be procured within the target area of the Redevelopment Agency.
In terms of the use of Community Development Block Grant funds, the City of
Rancho Cucamonga did utilize $30,000 to assist in the G. P. Ledig House
rehabilitation. Unfortunately, because of the unprecedented demands for
infrastructure and public facility rehabilitation within targeted low-income
areas and groups, it has not been possible to budget additional funds for
either Fiscal Year 1993-94 or the proposed 1994-95 budget year. Should the
economy recover in the near future, to the level similar to development
activity experienced in the past, it may be possible to once again program a
limited amount of funds from the Community Development Block Grant area for
historic rehabilitation since this is an eligible activity under the federal
program.

A limited amount of competitive funds are available through the State Office
of Historic Preservation for those jurisdictions with certified local
government historic preservation programs. This year those funds are
projected to be $125,000 for the entire State. The use of these funds is
unlikely in the City of Rancho Cucamonga for two reasons. The first is that
the City does not currently have a certified local government historic
preservation program in place. Secondly, the funds are of a limited nature
and competition for them is highly protracted and would, when qualified, go
only to those instances of National Register Eligible level projects.
For the reasons indicated previously, it is highly unlikely that any of the
City's General Fund dollars would be available for historic preservation
projects within the immediate foreseeable future except for staffing and some
publications.
The development of mitigation policies that provides a funding source will
continue to be a possibility. However, it is expected that this resource will
most probably be limited in scope and effectiveness. It is staff's
conclusion, in this area, that there will not be any significant and ongoing
private development projects that involve historical resources within the
foreseeable future. Therefore, the opportunity to generate funding sources
through our mitigation policy is limited.
SUMMARY: The prospect for significant historic preservation rehabilitation
funding in the immediate near future is unlikely. However, staff will
continue to look for creative opportunities to encourage public and private
participation incentives and techniques whenever possible. Lastly, staff
intends to, within the limited resources available, support private historic
preservation activities and fund-raising efforts.
