HISTORIC PRESERVATION COMMISSION MINUTES
Regular Meeting
October 13, 1992
Acting Chairman Bob Schmidt called the Regular Meeting of the City of Rancho
Cucamonga Historic Preservation Commission to order at 5: 12 p.m. The meeting
was held in the Council Chamber at Rancho Cucamonga Civic Center, 10500 Civic
Center Drive, Rancho Cucamonga, California. Acting Chairman Schmidt then led
the pledge of allegiance.

APPROVAL OF MINUTES

OLD BUSINESS
A. UPDATE ON PEARSON FILLING STATION AND GARAGE, LOCATED AT THE NORTHEAST
CORNER OF ETIWANDA AVENUE AND FOOTHILL BOULEVARD - APN: 1100-161-02 -

Mr. Brad Buller, City Planner, spoke with the Commission regarding the resu:,s
of the City Council meeting. He commented that the Council continued the i `Pm
for 60 days so the Planning and Engineering Departments could check
additional information on the potential National Landmark status and ot` Pr
options regarding the project. He stated that the Wattson Company ',A,;
indicated that they are prepared to have the HABS/HAER drawings done for r'-
canopy. He asked if anyone remembered if there was another concrete bui 11 i - I
near the filling station.
Commissioner Cooper indicated that there was a small school building ne,3 r '
that had to be removed when the aquaduct went through the area.

Mr. Larry Henderson, Principal Planner, stated that landmark designation does
not prevent demolition of a structure, but it does require (through CEQA) a
certain level of analysis be done. He further stated that if it is determined
that it is not economically feasible to retain the structure, the Commission
would then determine mitigations and a statement of overriding considerations
for the site.
Commissioner Tessier asked if the verification had come through from the
insurance company stating the canopy was unsafe.
Mr. Buller stated it has not and the Council did not ask for the verification.
NEW BUSINESS
B. ANNUAL FOUNDER'S DAY PARADE ON NOVEMBER 14, 1992 - "15 YEARS OF LIFE IN
THE TRI-COMMUNITIES" - Consideration of Historic Preservation Commission
Participation
Mr. Henderson stated that each year the Community Services Department asks all
the Commissions to consider representation at the Annual Founder's Day
Parade. He commented it is up to the Commission to determine if they want to
be in the parade and to decide what they want to do in the parade.
The Commission discussed the parade and determined that they would not
participate this year; they decided they would like to put together a study
committee for next year.

C. DISCUSSION OF THE ANNUAL HISTORIC PRESERVATION COMMISSION LETTER TO
OWNERS OF LANDMARK PROPERTIES AND POSSIBLE ALTERNATIVES
Mr. Henderson talked about the current Historic Preservation letter that goes
out to landmark owners. He stated he did not think the letter reallj
accomplishes the HPC's goals as far as public outreach is concerned. He
suggested putting together an annual newsletter containing information on wh,i
is going on in preservation locally, nationally, etc. He explained that rt,�
Commission could write articles for the newsletter and staff could compile the
information, add graphics, publish and distribute it. He said staff caulA
send it out to local landmark owners and it also could be available as j
handout at both the counter and other City facilities.
The Commission concurred that they would prefer to do an annual newsle-*--
rather than the current letter.

D. STATUS OF HISTORIC PRESERVATION PROJECTS - Oral Report
Mr. Henderson updated the Commission on the Ledig House. He stated the
contracts and building permits have been issued to begin the rehabilitation of
the Ledig House and the construction has been started. He commented that the
contractor has done construction projects in the City of Industry and other
cities; the contractor will also be doing the reconstruction of the Chaffey-
Garcia House, which should also begin shortly.
Commissioner Arner asked about the status of the Stoebe House.
Mr. Henderson stated that the Building Department and the Code Enforcement
Departments have both been in contact with the owner to start clean up on at
least the outside of the house. He said staff will continue to work on
resolving the problems with the owners even while the house is in probate.
Mr. Henderson stated the Chaffey-Garcia barn has been approved by the Planning
Commission and the developer has donated the money. He commented that staff
is awaiting a completed plan and the project should go out for bid shortly;
the barn should be completed about the same time as the house.
Mr. Henderson stated that the Main Street Houses (the Carlo and Guidera homes)
are complete and have been moved to Main Street. He said they are scheduling
an open house/ribbon-cutting ceremony sometime next week.
Mr. Henderson commented the Lord House landscaping improvements are complete
and they have a potential buyer for the house.
E. PRESENTATION OF SLIDE SHOW AND RESULTS OF THE CALIFORNIA PRESERVATION
FOUNDATION CONFERENCE HELD IN EUREKA, CALIFORNIA
The slide show was presented.
ANNOUNCEMENTS
Mr. Henderson mentioned the California USA Route 66 Group is having a Route 66
event to commemorate the 66th anniversary of Route 66 at the Santa Monica Pier
on November 15 at noon; its an all day festival, classic car show, free public
concert, and displays of photos and memorabilia.
Mr. Henderson announced that the 1993 California Preservation Foundation
Conference will be held in Long Beach April 22-25, 1993. He stated the
National Conference will be in St. Louis, Missouri, but available funding is
doubtful. He also commented that money will be available for state and local
conferences.

H.W. Minor residence, 10304 19th Street, and the Alta Loma
Egg Ranch, located on the north side of 19th Street,
between Mayberry and Cartilla Avenues - APN: 1076-131-01
and 1076-141-02. Related File: Tree Removal Permit
No. 92-20.
ABSTRACT: The purpose of this review is to consider the historic
significance of the H.W. Minor residence, located at 10304 19th Street,
and all related structures associated with the Alta Loma Chicken and Egg
Ranch. Currently, the site has been surveyed, but the structure's
significance has not been determined.
The applicant (Hix Development) is proposing to subdivide this site,
which contains an egg ranch and a decaying citrus grove, into 30 lots
for the future development of single family residences. The applicant
is proposing to preserve the Minor residence in place on 1 of the 30
lots. All other structures (the Egg Ranch Store, the detached garage
and the chicken coops) are proposed to be demolished.
BACKGROUND: The H.W. Minor residence, constructed in 1929, is a single
story bungalow with several low gables and wide overhanging eaves. Many
modifications to this structure, including a patio enclosure and
horizontal aluminum siding, have been completed over the years. A
detached two-car garage, that closely emulates the architecture of the
house, was constructed thereafter. It appears that a portion of the
citrus grove on the property was replaced with the egg ranch sometime
after 1949. Further details about the site, and any structures thereon,
can be found in the attached Caltrans Evaluation form, completed in 1988
(Exhibit "C").
ANALYSIS: Although the application has yet to be deemed complete by
Planning and Engineering staff, the applicant has clearly shown that
they propose to preserve the Minor residence in place and remove all
other structures associated with the egg ranch. In order to enhance the
visibility of the residence from 19th Street, staff is encouraging the

applicant to use open perimeter fencing in front of the structure. Full
width improvements to Mayberry Avenue may require a Variance for the
residence since it may be located less than the 27 feet from the face of
the Mayberry Avenue curb.
Staff concurs with the State historians who determined that the Minor
House 's architectural significance has been diminished by numerous
alterations, especially by the aluminum siding and replacement of wood
framed windows with aluminum sliding windows. Since the Minor family
contributed to the history of the Alta Loma area, the house merits a
Point of Historic Interest designation. Because many of the alterations
are reversible, if the house is ever restored to its original condition,
a Landmark designation could be pursued.
After reviewing all preliminary conditions, staff feels that the
applicant's request to preserve the residence in place is acceptable.
In addition, the significance of the egg ranch and citrus grove should
be documented on-site by incorporating a plaque or similar historic
monument, with text subject to staff review and approval, near the
intersection of 19th Street and Mayberry Avenue.
RECOMMENDATION: The Historic Preservation Commission should forward a
recommendation to the Planning Commission to preserve the H.W. Minor
residence and to designate it as a local Point of Historic Interest. If
the Commission concurs, the designation process can be initiated
immediately. In addition, the Commission should forward a
recommendation to the Planning Commission and City Council to remove all
other structures on-site providing that mitigations, such as historic
documentations and plaques, are completed prior to demolition.

I. Planning Division:
A. Completeness Items - Additional information that must be
submitted prior to finding the application complete:
1 . An arborist report shall be submitted that accesses the
overall health and preservation potential of- all trees on
the property protected by the City's Tree Preservation
Ordinance. Staff will contract with an independent
arborist to prepare a study consistent with the City's
established guidelines. Staff will. notify you oncstan
arborist has been selected to deposit estimated amount for
the study. Once the study is leted to the
satisfaction of staff, the arborist will be paid.
2. An acoustical analysis shall be submitted that addresses
the noise generated by the future Route 30 freeway and
19th Street and measures to mitigate noise to acceptable
levels (both interior and exterior) . See attached
guidelines.
3. A 4-foot by 8-foot "Notice of Filing" sign shall be placed
along the frontage of 19th Street per the attached
Supplemental Notice Reqpirements.
4. Due to infill nature of the project an expanded
notification area is required. Please provide three
additional sets of typed, gushed labels for properties
beyond the minimum 300 foot radius shall be submitted Eor
the lots highlighted in the attached assessors parcel map

S. Submit any correspondence from CALTRANS relative to th-3
proposal.
6. Label the future freeway right-of-way as a Lot "A" on -.'ie
Tentative Tract Map.
7. Provide cross lot drainage easements across Lots > >
through 15 on the Tentative Tract Map.
8. On the Grading Plan, accurately depict the amount of slope
area on the rear of Lots 2 through 5. It appears that the
area of 2 to 1 slope will be much greater than shown,
Possibly encroaching into the required 15 foot flat
issuable rear yard area.
9. Due to the infill nature of the project, 3 neighborhood
Meeting shall be conducted prior to the Planning
Commission meeting. This meeting will benefit the
development team and staff as to the neighbors concerns
associated with this project.
B. Technical Issues - The following preliminary technical issues
are minimum code requirements which must be satisfied before
the project can be recommended for approval to the Planning
Commission. It is recommended that these issues be addressed
in the revised plans:
1 . Due to the potential historical significance of the Minor
residence and the egg ranch, the project shall be reviewed
by the Historic Preservation Commission prior to Planning
Commission consideration. This item has been scheduled
for the November 10, 1992, Historic Preservation
Commission Agenda. Staff will be recommending:
a> A new detached 2 car minimum garage be constructed
that closely emulates the architecture of the Minor
residence, to the satisfaction of the City Planner;
and
b) Open fencing be provided on the perimeter of Lot 30
(the Minor residence) to provide views of structure
from 19th Street; and
c ) Documentation of all removed structures shall be
provided to the satisfaction of the City Planner prior
to demolition.
2. Perimeter walls shall be setback to a minimum of 5 feet
from the back of sidewalks to provide 4 landscape area
sufficient for mature tree growth between the sidewal -s
and walls.

feet and an average of 18 feet from the face of t ,P

required for all lots. Verify that this can be achieved
on 2, 3, 22, 23, and 26 through 30.
5. A minimum corner side yard setback of 27 feet shall be
provided on all corner lots. If the Minor house is to
remain in place, a Variance will be required for the
setback from Mayberry Avenue.
C. Design Issues - The following are preliminary design issues
that are recommended to be addressed in the reversed plans:
1. The pad elevations of Lots 24 and 27 should be lowered by
providing an undersidewalk drain to 19th Street.
2. In order to increase views of the historic residence from
19th Street, open fencing should be used.
3. Mature citrus trees should be selectively preserved to be
sensitive to the historic significance o£ that site.
II. Engineering Division:
A. Completeness:
1. The project proposed to take access faow 19th Street which
is a State Highway and is located adjacent to the future
Route. 30 Freeway; , therefore, writtew caomsnts Errxn

2. Private, cross-lot drainage easements shall be shown on the
Tentative Map.
3. Provide, a street section for 19th Street on the Conceptual
Gradin; Plan. Show the perimeter wall locations on the
street sfactions for Mayberry Avenue and 19th Street,
similar to Section C-C. Highlight the existing sidewalk
locations on the Grading Plan for the project side of 19th
Street and across the street on Mayberry Avenue and
Morocco Street.
4. Label 19th Street and Mayberry Avenue on the Site
Utilization Map.
H. Issues:
1. Sidewalks adjacent to walls shall be 5 feet wide.
2. Slopes in public maintenance areas shall be 3: 1 maximum.
3. Make Lot 31 a lettered lot for dedication to CALTRANS.
4. Offset the reduced radius turnaround proposed at the end
of Morocco Street as shown in the attached sketches, to
minimize disruption of the existing curb, gutter, sidewalk
and drive approaches on the east side of Morocco.
5. Mayberry Avenue only needs to be widened to 36 feet of
pavement (curb to curb) with a 12-foot parkway, since
projected traffic does not warrant collector street
standards. Reconstruct to the centerline so that a tilt
section is not created.
6. The following items tend to make the hydrology report
conservative. We will discuss the findings at Technical
Review.
a) Future SR30 right-of-way should be treated as
undeveloped, since construction of that facility will
not increase Elows to local streets:
b) The Fin value for subarea H-1 should be single family
(2-4 dwelling units per acre) not Commercial.
Subareas H-3 and H-4 should both have condominium ( 4-9
dwelling units per acre) Fm values.
c) Subarea Q's should be confluenced, rather than adder
at nodes 54, 55, and 1251
d) Exhibit "E" uses the Mayberry/19th slope wit
Cartilla/19th flow rate (page El) ; and
e) The cross slope on 19th Street is 2 percent.

This complex faces 19th Street, but the orange grove extends into the proposed freeway right-of-way south of
Highland Avenue. The property is a citrus and chicken ranch with on-site egg sales;the use of the property for egg
production is a relatively We addition lo an older citrus ranch. The house, built in 1929, is a singlo-story bungalow
with a roof of several intersecting low gables with wide overhanging eaves. The front porch projects from the mas,
of the building under a low gable rod;the cobblestone rail and battered piers with their concrete caps are still dee
evident, but the porch has now been enclosed with siding and large aluminum framed windows. Fenestration
consists of a mix of double hung windows of varying shapes; a cottage window in the front elevation has a
multi-paned upper portion, flanked by two narrow double hung windows. The formerly recessed side porch on the
west has been enclosed, as has a balk comer porch. The entire building in encased in horizontal aluminum siding.

This complex is a working egg ranch, ran in the oorrtext at the beef community where suburbanaation is now
replacing the former agricultural landscape. Egg rancNng in conjunction with citrus growing is along-standing
tradition in Alta Loma. However,the egg production aspect of this property is comparatively recons. as the property
appears to have been a small citrus ranch throughout most of its history, with a portion of the grove removed for

7bflrMAy describe the present PHYSICAL CONDITION of the efts or structure and describe any major
alterations from Its original condition:
Northeast of the house is a two-car garage which appears to be contemporary with the house;it is similar in styling,
with a low gable roof and wide overhanging eaves. it is dad in horizontal wood siding. and has a sliding garage
door in the gable and. Directly north of the house is an older wood frame outbuilding with beveled siding, now
remodeled to serve as a Was room for eggs and convenience groceries. Behind the sales room stand the
structures associated with on production, including several metal feed hoppers,a corrugated metal shed, and
seven chicken houses with corrugated metal roofs. Farther north is an old wooden shed, a new (or substantially
remodeled older) house on a concrete foundation, and a circular water tank on a cobblestone base which is located
at the northwest comer of the property. Historic aerial photos (1930)show the house in Its present location with the
garage directly behind:the south half of the property contained a citrus grove, while the north half was still bars. By
1936, the citrus grow on the north hath appeared newly planted. The improvements associated with the chicken
ranch are more recent than the grow, as they still did not appear on aerial photographs of the property in 1949;the
only improvements shown were the house and garage and a second house in the southwest corner at the north five
acres. The remaining citrus groves.primarily lemon,occupy the property to the north and east of the chicken
houses. The garage appears to have been moved to its present location northeast at the house after 1949, and the
present sales room constructed upon or moved to the former garage she;this was probably done to allow
constriction of the circular driveway around the house. providing a separate one-way entrance and exit for egg
sales traffic.

the site):
Wilbur Minor was a butcher in the Cucamonga and Alta Loma areas. According to The Histoni of Arta Loma_ Minor
was associated with a market in Cucamonga as early as 1912, and drove a wagon to deliver fresh most to residents
in the community. He was later associated with the 4 A. Billings Groovy in Alta Loma, renting the north half of the
building for a meat market. He also continued his home mean delivery by buck.with his routs extending as far as
Etiwanda and San Antonio Canyon. By 1927 he was show, as the owner of the subject property, two five-acre lots
in Aka Loma;county records show a small assessment for frees Nines'which may indicate citrus acreage. The
property had no structural improvements until Assessment Year 1930.when a substantial improvement was taxed,
indicating that Minor built his house in 1929. The presence of the house on the lot in 1900 is confirmed by aerial
phots. His association with this property an be documented until 1945,when it was Unit ad to Ivy Minor, whc
was shown as the sole owner in subsequent years. The property was later sold b Millard and Rhoda Harr, he was
a teacher and his wife was a nurse. Now retired,they continue b own this propsnty,but no longer live onsite.
The house has been substantially altered in recent years, and no longer reteins Its hlsbrlC appearance. While the
combination an ranch and c:iann grow function is naRable,it Is a modern use which developed after 1949.
Although Wilbur Minor was widely known in the area, he does not appear b have made major contributions to the
history or development of the community. In summary,the property does not appear to be associated with persons
or events significant in the history of the local community, nor does 4 retain sufficient architectural interest to quality
it for National Register elgibiflly.
