SUBJECT: REVIEW OF CONDITIONAL USE PERMIT 92-08 - THE HENRY ALBERT HOUSE - A
local landmark, located at 10323 19th Street.
BACKGROUND: The lessees of the historic Henry Albert House desire to operate
a small boutique, encompassing approximately 612 square feet, in part of the
bottom floor of the two-story structure. The City's Development Code
conditionally permits such low-intensity uses within landmark buildings lying
in a residential zone. Commission staff has worked with t1fe project planner,
Steve Hayes, as well as with Engineering Division's staff in the initial
processing of this application (see Exhibit "HPC-1," the Uniform Application
for the CUP) . Because the applicant proposes no physical changes to the
landmark at this time, a Landmark Alteration Permit is not required; although
as part of the Conditional Use Permit process, the Commission should review
the project.
ANALYSIS: The application for the Conditional Use Permit has been deemed
complete by Planning and Engineering staff and it appears the requested
requirements will not have a discernable impact on the historic structure.
After reviewing the "Preliminary Conditions" placed on the CUP (see Exhibit
"HPC-2"), staff does have a comment. The condition requiring the applicant to
construct a garage with an approved Landmark Alteration Permit within five
years seems a fair proposal. In general, it seems that all the other
conditions, as written, allow for sufficient review by the Planning
Division. Thus, the Historic Preservation Commission's staff will approve the
final configuration of the slightly expanded circular driveway, the
landscaping plans, and the appearance and location of all signs.
1 The Historic Preservation Commission Ordinance details a "Landmark Change
of Use Procedure -- Special Use Permit Requirements" (Section 2.24. 110).
However, this section is not consistent with the more recently approved
Development Code that specifies the Conditional Use Permit process be
utilized for such use requests in landmarks and not a Special Use
Permit. In the past, it seems that such instances were handled jointly,
if informally, by the Planning Commission and the Historic Preservation
Commission. In the future, the process should be better defined and
included in the updated Ordinance.

A condition by the Engineering Division (Issue No. 1 ) that deals with the
modification of the site's northern boundary wall should be refined. Staff
would like to see the existing block wall altered in a way that is sympathetic
to the character of the historic site and not for instance, be a color or
configuration that detracts from the structure. Highly "decorative wrought
iron" in a color would not blend well with the home's Queen Anne style.
If it appears to staff that at any time during the process a change occurs
that could potentially impact the site or structure or would require further
review by the Commission, staff will bring the CUP back for further input.
RECOMMENDATION: In staff's opinion, the Historic Preservation Commission
should forward a recommendation of approval to the Planning Commission of the
specified use of the Henry Albert House as defined in the application for CUP
92-08 and of the preliminary conditions specified by the Planning and
Engineering Divisions with the following addition:
Engineering Division, Issue No. 1 , should include language conditioning
commencement of the requested use to approval of the final design and
specifications of the wall by the Planning Division.

DOTE: This information is provided to assist in preparation for the
Historic Preservation and Planning Commission meetings. Additional
conditions may be applied based an current Code requirements and
Commission policies prior to the Planning Cammiission hearing.
I. Planning Division:
A. Technical Issues - The following preliminary technical issues
are minimum code requirements which must be satisfied in
conjunction with potential Planning Commission approval of the
project:
1. A "parking area" shall be constructed directly adjacent to
the circular driveway to accommodate visitors of the shop
at a ratio of one space for 250 square feet of floor area
utilized for the gift shop. The design of the parking
area shall conform to current code requirements including-
stall size, striping, manuevering area and landscaping.
The specific parking lot design shall be reviewed and
approved by the City Planner, and shall be constructed
prior to utilizing the residence as a gift and flower
shop.
2. in a five year period from the date of Planning Commission
approval, a minimum two (2) car garage shall be provided
that emulates the architecture of the Albert House. The
plans for the garage shall be reviewed and approved by the
Historic Preservation Cosmission prior to issuance of
building permits for the garage. A Landmark Alternation
permit shall be filed in conjunction with the garage
addition.
3. Street trees and ground cover shall be provided along 19th
Street in accordance with the 19th Street master plan.
Detailed landscape/irrigation plans depicting conformance
with the master plan shall be submitted for review and
approval of the City Planner and City Engineer prior to
installation. Prior to cosmencinq the proposed
gift/flower shop use, said landscaping and irrigation
system shall be installed in conformance with the approved
plans.
4. Any signs(s) shall be reviewed and approved by the
Planning Division prior to installation. Said sign(s )
shall reflect the architectural character of the Albert
House, as determined by the City Planner.

S. The proposed use shall not commence until such time as all
Uniform Building Code and Uniform Fire Code regulations
have been complied with. Prior to occupancy, plans shall
be submitted to the Rancho Cucamonga Fire Protection
District and the Building and Safety Division to show
compliance. The building shall be inspected for
compliance prior to commencement of the new use.
6. The Conditional Use Permit shall be reviewed by the
Planning Commission in 5 years from the date of approval
to ensure compliance with the condition of approval
requiring a 2 car garage.
II. Engineering Division:
A. Issues: The following items shall be conditions of approval
and shall be constructed prior to comise ncement of use:
1. The number of vehicles using the driveway will increase
due to the commercial enterprise. Therefore, to insure _
the safety of pedestrians on the sidewalk, the existing -
block wall shall be modified to improve visibility by
replacing that portion of wall not used for retaining
purposes with a decorative wrought iron fence not
exceeding 4 feet in height across the entire 19th Street
frontage.
2. Sidewalk shall be contracted on the Hamilton Street
frontage.
3. One driveway shall be assigned as an "Entrance Only" and
the other an "Exit Only".

SUBJECT: BUDGET REVIEW FOR FISCAL YEARS 1992-94 - GOALS AND WORK PROGRAM
WORKSHOP
BACKGROUND: At the Commission's last meeting on February 6, 1992, staff was
directed to return to the next meeting with the work program materials. Staff
has completed a draft of the proposed 1992-94 Work Program. At the workshop,
staff will include suggestions for long-range, five-year goal setting as
requested by the Commission.
ANALYSIS:
Work Program: The Historic Preservation Work Program is presented on a two
fiscal year basis from 1992-94. This formatting is in conformance with the same
format utilized for the Planning Commission - Planning Staff's Work Program.
Programs are grouped in three areas: the first area is "Programs We Can
Accomplish With Current Staffing"; the second group is "New or Continued Programs
We Must Accomplish, But Need More Staff"; and the third group is "Programs We
Would Like To See Accomplished, But Need More Staff." The actual work program
summary is contained in Exhibit "HPC-2." In addition, a list of detailed
descriptions for each program is contained in Exhibit "HPC-3."
Last year's Historic Preservation Commission budget is included and can be
discussed at the workshop. Given the current economics, staff anticipates no
increase in the Commission's 1992-93 budget.
RECOMMENDATION: Staff recommends that the Commission review and comment on the
Draft Budget and Work Program contained herein with emphasis placed on
formulating a long-range goal process.

I. HISTORIC PROPERTIES INVENTORY LIST UPDATES: 12.0
This item involves the continuing update of the Historic
Properties Inventory List. This list is the
comprehensive summary data on all sites that have
received a completed historical survey. The subject
list is organized by Assessor's Parcel Numbers and is
updated continuously with new information as regards to
new sites, sites that have received an updated survey,
or have received an upgrade in historic level of
significance.
2. LANDMARK DESIGNATION AND/OR ALTERATION APPLICATION 10.0
PROCESSING, REVIEW, AND MONITORING:
This item involves the processing of applications for
Landmark Designations and/or Alterations, as well as the
monitoring and follow-up of such actions. Such
applications may be generated by either the City
Council, Historic Preservation Commission, or the
property owner. This area of the work program is
difficult to predict in terms of the need for staff
resources, however, it should be noted that Current
Planning staff will be trained further in the area of
Historic Preservation and they may be able to absorb
some of the requests that occur beyond the allocated 10
project work weeks spread over the next two years.
3. MILLS ACT CONTRACT PROCESSING AND MONITORING: 4.4
This work program item involves processing of property
owner requests for Mills Act Contract. This activity
represents a major incentive to property owners to
request landmark designation of their properties in
order to secure significant property tax reductions. In
addition, these property tax reductions are intended to
secure some additional level of maintenance and/or
improvements to historical resources within the City.
The City has processed one previous Mills Act Contract
and staff is currently undergoing discussions with
property owners considering two to three others.
Inasmuch as the Mills Act Contract language has been
standardized and through the approval of the first Mills
Act Contract, a policy processing direction has been
established. Staff believes that the hours allocated,
although low, will be adequate.

4. PUBLIC INFORMATION PROCESSING REQUESTS: 15.8
This service is to provide information to the public at
the counter and over the telephone. A significant
amount of staff time is utilized conducting this Very
valuable function. The public information contacts
contained in this work program item may or may not
result in the filing of appropriate historic
preservation applications.
5. STAFF TRAINING AND ASSISTANCE: 6.2
Staff training and assistance involves in-house staff
development of a cultural resources management training
program. Staff will conduct an ongoing educational
series for the Planning Division in order to integrate
the cultural resources review into the rest of the
City's required CEQA Environmental Review. It is the
intent to have each project planner within Current
Planning trained and versed in Cultural Resources
Management to manage consultants contracts and judge
submitted reports. Project planners would then be
responsible for producing staff reports and other
documentation as needed for presentation of reports and
development related applications for landmarks and
landmark alteration permits.
6. ORAL HISTORY PROGRAM: 11.0
The oral history program began under the 1990-91
budget. The intent of this program is to train
volunteers and to conduct, with in-house staff, a
limited number of additional oral history interviews and
to continue the library cataloging of these
interviews. The 1990-91 Oral History Program was funded
through additional contributions by the Rancho Cucamonga
Cultural Foundation. If additional funds become
available through this or other revenue sources, this
program may be further expanded and accelerated.
7. ARCHIVES PROGRAM: 12.0
The archives program was established to archive
important City department records under the 1989-90
Budget. The archives program will continue utilizing
in-house staff and to train volunteers. The manual has
been completed and approved. At this time, volunteers
are being sought and many have expressed interest in the
program. Volunteer workshops and training sessions are
in the development stages currently.

8. UNRBINFORCED MASONRY BUILDING ORDINANCE. MOITORING 4.4
Continue to monitor and provide liaison assistance to
the Building and Safety Division staff for those
buildings of Historical Significance.
9. HISTORIC BUILDING REHABILITATION PROGRAM: 7.4
This program is intended to provide funding for a
variety of historic preservation activities. Within
this program, funds are provided by the CDBG allocation
from two prior years (90-91 & 91-92) amounting to
approximately $40,200. These funds are to be used for a
variety of activities including rehabilitation of
blighted historic structures and historic preservation
planning in Old Alta Loma. Current projects include the
Chaffey-Garcia house and the G.P. Ledig House
restorations.
10. OLD ALTA LOMA NEIGHBORHOOD PLAN: 22.0
This program involves the preparation and processing of
a neighborhood plan for the rehabilitation and
revitalization of the Old Alta Loma area. XY features
of the plan would include rehabilitation of the
commercial buildings including the American King Company
Citrus Packing House Complex, the Billings Store, the
Old Alta Loma Volunteer Firefighters Building, and many
other structures in the area. Rey components of the
plan would include an economic market study to determine
potential compatible aQmssroial ,uses ,4 .:<I c =µ
revitalization- of -the area Ift ,addition, -dem _ i ng
those buildings and facilities which need rehabilitation
and the identification of implementation resources.
During Fiscal Year 1990-91, $5,670 was used to fund a
half-time planning intern position to complete the
process of conducting detailed survey and analysis.

Provide liaison assistance to the Redevelopment Agency
on various low-moderate income housing projects,

review and update may have to be primarily conducted by
Current Planning Division staff because of the limited
availability of Historic Preservation Commission staff.

1. HERITAGE WALKWAY: 4.5
This item was initiated by the Historic Preservation
Commission during Fiscal Year 1990-91. To date, the
project has resulted in the selection of a Park and
Recreation and Historic Preservation Sub-committee.
Details concerning what the Heritage Walkway may entail
has not been determined and in addition, a funding
source has not been identified.
2. HISTORIC PRESERVATION COMMISSION ORDINANCE UPDATE: 4.0
This item would involve updating the Historic
Preservation Commission . Ordinance to reflect the
Planning Division's role versus the Community Services
Department's role in staffing the Historic Preservation
Commission as well as other technical amendments
requested by the Commission.
3. NORTH TOWN SURVEY UPDATE: 18.0
This is a new program item brought on through concern of
staff that the historical inventory record for the
structures in the North Town area is not adequate or
sufficient. It is therefore staff's recommendation that
an update of the Historical Inventory Survey be
conducted within this area at a future date.
4. HISTORIC AGRICULTURE LAND PRESERVATION PROGRAM: 10.0
Staff feels that the rapidly disappearing remains of the
area's agricultural past demands preservation. The
Commission has expressed concerns over the incorporation
of vineyards and groves into a detailed policy on such
land retention. Staff would first survey the City and
locate potential lands, then develop a viable land
use/preservation program, and finally work towards its
implementation.

SUBJECT: PROGRESS REPORT ON OLD ALTA LOMA NEIGHBORHOOD PLAN (OALNP)
BACKGROUND: This report is intended to apprise the Commission on the
status of projects currently influencing the future of the Old Alta Loma
area. In addition, the report provides a tentative schedule of the
processing of the subject neighborhood plan. No formal action is
required by the Commission at this time.
As you are aware, the creation of a Neighborhood Plan has been a goal of
the General Plan for many years. In the General Plan, this community is
defined as an "area where the village of Alta Loma started and contains
older residences as well as newer community office buildings . . .
bounded by Base Line Road, Southern Pacific Railroad, Monte Vista
Street, Archibald and Hellman Avenues" (page III-89) . The Neighborhood
Plan as defined in the General Plan included the retention of a historic
feel and neighborhood character of the area by the creation of a special
streetscape design as well as standards and guidelines for future
pedestrian oriented commercial development (page III-91) .
ANALYSIS: As part of the Commission staff's work program, the
development of the OALNP began last year with a complete resurvey of the
target area. Along with the survey, the other catalyst for the
commencement of work on the OALNP comes in the form of the Redevelopment
Agency's proposed rehabilitation of the Alta Loma Heights Citrus Packing
House (more recently the home of the American National Can plant) .
After the Agency received the initial feasibility study from the
consultants, Architectural Resources Group, escrow closed on the site in
late fall of 1991. The consultants recommended the rehabilitation of
the City's oldest surviving packing house complex for a mixed-use/low-
income senior housing project after an in-depth study. Their
investigation revealed that currently and in the future a market will
exist for affordable housing for the City's maturing population and that
the packing house is structurally and geographically a fitting location
for such units. Other uses in combination with housing were
recommended, including selected retail/commercial venues and a permanent
community services facility. Staff is now reviewing the firm's
suggestions and will commence project development after receiving
approval from the City Council/Redevelopment Agency Board.

CONCLUSION: Staff would like to make every effort to integrate the
development of the Alta Loma Heights Citrus Packing House rehabilitation
project with the creation of the Old Alta Loma Neighborhood Plan. The
approximately four-acre mixed-use project could spearhead renewed
interest in the historic core of that community. Thus, an in-house team
composed of both current and advance planning staff have begun work on
the plan. You will find attached for your review and assessment a
tentative schedule for the drafting and finalization of the plan that
the team has compiled. The Commission will be an integral part of the
Plan's development and will have numerous opportunities for input and
participation, including the workshop to be jointly held with the
Planning Commission that has been tentatively set for April 29, 1992.
The target date for completion of the Old Alta Loma Neighborhood Plan is
late November of this year.
