Hartig, Associate Planner SUBJECT: LANDMARK ALTERATION PERMIT 91-03 - EDWARD CAPPARELLI Consideration of a request to add two windows to the Alta Loma Fire Hall, a local landmark, located at 9493 Lomita Drive (and 7125 Amethyst Street) - APN: 202-083-05. BACKGROUND: The Alta Loma Fire Hall, constructed by the local community in 1938 as both a social hall and firehouse, became a landmark on February 15, 1989. Since that time, owners Mr. and Mrs. Capparelli and their daughter and son-in-law have created living and working spaces from the rooms in which fire trucks once parked and community dances were once held. Alterations completed on the building prior to the Capparelli's ownership and before the landmark designation covered two window and two fire truck door openings on the north side with vertical wooden siding; and a new single door was put into the eastern truck bay. The covering of the door and window on the eastern facade with stucco was completed by the Capparellis before the structure received its designation. PROJECT DESCRIPTION: The Capparellis wish to remove the vertical wood siding from the east side of the northern facade and put in two new, wood-framed, one-over-one double hung windows and in place of the existing single door install two new doors (side-by-side) (please refer to Exhibit HPC-1 for the Landmark Alteration Permit Application and also to the single-sheet plan enclosed separately in your packet). It was in this area that originally two large garage doors existed to allow the fire trucks access. Mr. Capparelli has indicated the exposed wall would be recovered with stucco to match the original texture of the Fire Hall. The existing door would also be replaced with two multi-panelled wood doors. It is also planned that the entire exterior would be repainted in a cream or off-white color. Mr. Capparelli feels these alterations would allow more light into the interior space, allow for the movement of large-format artwork, and provide better emergency exiting options. The proposed changes would also partially restore the original continuity of that elevation. ANALYSIS: Due to its prominence in and importance to the historic fabric of the Old Alta Loma area, any alterations to the Fire Hall deserve a careful review. Ideally, the most desirous option for the structure would be the restoration of the north and east elevations to their original fenestration patterns and access configurations (please ITEM A HISTORIC PRESERVATION COMMISSION STAFF REPORT LAP 91-03 - EDWARD CAPPARELLI December 5, 1991 Page 2 see Exhibit "HPC-2" for historic photographs) . In this scenario, the fire truck doors could perhaps be only partially operable to allow access and the restored windows would bring light into the corner room. There are, however, a number of issues that seem to prohibit such a project. The demands of the owners for use of the interior space, for example, hanging large-scale artwork and needing ample wall space, have dictated the exterior appearance to date, and they have not expressed a willingness to restore the facades. Since a significant alteration has already occurred to the east facade, namely the covering of one original window and one door, it does not appear prudent at this time to continue to urge for a reversion of this change. Nor is it feasible to uncover the openings and to reconstruct the truck entrance doors, according to the owners. Staff is not completely in favor of creating two new openings and enlarging another, as it is likely that the original windows will be revealed once the the vertical sliding is removed. However, on the interior, these two historic openings have been covered to allow for the hanging of large canvases. Thus, no clear answer emerges when trying to determine the best course for the Fire Hall's future. The Capparellis have been very involved in the preservation of both this building and the Roth Store and Post Office and have worked with staff in combining their needs with those of our preservation program's. Staff is convinced that the best course of action is a reversible alteration that would not preclude the future complete restoration of the Fire Hall. FACTS FOR 'FINDINGS: Per Chapter 2.24. 120 of the Rancho Cucamonga ' Municipal Code, the Commission must consider the "historic architectural value and significance of the landmark" when reviewing the proposed alterations. Therefore, staff recommends that the following findings be made: FINDING: The action proposed is consistent with the purposes of this Ordinance. FACT: The proposed alterations do not pose a great threat to the historic integrity of the structure. The desired changes will remodel a portion of the building that has previously undergone insensitive alterations, and thus will bring the structure closer to its original appearance. FINDING: The action proposed will not be detrimental to a structure or feature of significant aesthetic, cultural, architectural, or engineering interest or value of an historic nature. FACT: On its northern elevation, the structure's historic and structural elements have previously been diminished. This remodelling will partially, but not completely, restore that portion of the Fire Hall. HISTORIC PRESERVATION COMMISSION STAFF REPORT LAP 91-03 - EDWARD CAPPARELLI December 5, 1991 Page 3 ENVIRONMENTAL ASSESSMENT: These relatively minor alterations are exempt from CEQA under Section 15301. CORRESPONDENCE: This item has been advertised in the Inland Valley Daily Bulletin as a public hearing, the property was posted, and notices were sent to all property owners within 300 feet of the project site. RECOMMENDATION: Staff, therefore, endorses the approval of Landmark Alteration Permit 91-03 with the following modifications: 1. Alterations and rehabilitation shall comply with the Project Description included in this report. Historic Preservation staff shall review and approve final building plans prior to issuance of building permits. 2. Approval shall expire, unless extended by the Historic Preservation Commission, if building permits are not issued within 24 months from the date of approval. 3. The Historic Building Code shall apply to this project if the Building Official concurs. 4. All material samples (paint colors, door and window specifications, etc. ) shall be submitted to the Historic Preservation staff prior to the issuance of building permits. 5. The applicant will allow staff to inspect the structure after the removal of the vertical siding to determine the extent to which the original framing exists. Staff will at that time decide if there remains enough historic fabric to require the restoration of that portion of the Fire Hall. At the very least, framing for the new openings will avoid unnecessary demolition or damage to the remaining framing, if any, that remains from the original construction. A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, APPROVING LANDMARK ALTERATION PERMIT NO. 91-03 FOR THE ALTA LOMA FIRE HALL, 9493 LOMITA DRIVE AND 7125 AMETHYST STREET - APN: 202-083-05. WHEREAS, the Historic Preservation Commission held a duly advertised public hearing to consider all comments on the proposed Landmark Designation. WHEREAS, the Historic Preservation Commission has received and reviewed all input regarding said Landmark Alteration Permit. WHEREAS, all legal prerequisites to the adoption of this Resolution have occurred. NOW, THEREFORE, the Historic Preservation Commission hereby specifically finds, determines, and resolves as follows: SECTION I: The application applies to the building located at Assessor's Parcel Number 202-083-05. SECTION II: The proposed landmark alteration meets the following criteria established in Chapter 2.24. 120 of the Rancho Cucamonga Municipal Code: FINDING: The action proposed is consistent with the purposes of this Ordinance.
