The purpose of the meeting was to discuss the tentative agenda for the September 4th joint meeting. It was agreed that the meeting would begin around 8:00 p.m., or as soon as the Design Review Committee meeting concluded that same night. It was also understood that we would allocate approximately one hour for this meeting. This is the suggested outl i ne: I. Introductions II. Wasserman, City Manag During my rec t t Commission discussed future staff needs for the Historic Preservation function. It appears that there is some sentiment to switch the staffing for the Historic Preservation Commission from Community Services, where it has been handled since incorporation, to the Planning staff. It is my preference that the staffing remain as it currently exists, with Community Services providing the primary staff support and Planning staff being available on an "as needed basis" to assist the Commission. The reasoning is based primarily on the fact that the staffing has, in my view, been adequately handled by the Community Services staff. If that level of commitment needs to be increased, Mr. Holley will bring the issue to my attention at the appropriate time when we are reviewing budgetary needs. The decision is also based upon a preference by the Cit7 Manager that we not overload the Planning staff. To change the staffing from Community Services to the Planning Division would, in my view, adversely affect other planning activities which are of equal importance to the City. You have my assurance, as well as a commitment from the City Council, that Historic Preservation activities are a vital part of our City responsibilities. If we find that staffing is inadequate for that purpose, it is an issue which will be discussed by the Director of Community Services during the budget cycle. From a more practical view, as you are undoubtedly aware, because of the size of our Community Development staff, we receive a great deal of criticism that we are "over staffed"- That is another reason for leaving the Historic Preservation Commission with the Community Services Department rather than the Planning Division. If the Historic Preservation Commission would like to discuss this issue personally with me, I would be pleased to attend a future meeting to relay my concerns personally to each of you as well as to hear your views concerning Historic Preservation in our community.
