Historic Preservation Commission
June 7, 1984 - 7:00 p.m.
Regular Meeting
Meeting was called to order by Chairman Strane at 7:04 p.m. Call to Order
Pledge of Allegiance was led by Chairman Strane. Pledge of Allegiance
Present were Commissioners Arner, Billings, Cooper, Kilmurray, Roll Call
Schaff and Strane. New Commission member, Marsha Banks, was
welcomed to the Commission.
Minutes of May 3, Regular Meeting, were reviewed. Minutes 5/3/84
Motion: Moved by Cooper, seconded by Billings, that minutes of
May 3, regular meeting, by approved as posted. Motion carried
unanimously.
Announceme nts
Commissioner Billings reported on the success of the Historic Historic Homes
Homes Landmark Tour, held on May 6. Net proceeds from ticket Tour
sales to be split one-third to each the Etiwanda Historical
Society, Rancho Cucamonga Historical Society and the Rancho
Cucamonga Historic Preservation Commission.

HPC minutes
6/7/84 - Regular Meeting
In addition to the above amount, the Rancho Cucamonga Historical
Society submitted a check in the amount of $40 to the
Preservation Commission for purchase and re-sale of brochures.
Grand Total to be deposited in the special fund for Historic
Preservation is $1,393.77.
Commissioner Billings reported on the 75th anniversary of the Stone Church
Stone Church and presented the Commission with a book on the
history of the Cucamonga United Methodist Church for the
archives.
Commissioner Banks reported on her recent contact with a person Chaffey-Garcia
wishing to donate antique rose draperies to the Historical House
Society. Commissioner Banks reported on her desire to accept
the draperies for future use at the Chaffey-Garcia house.
Discussion was held on how to obtain an appraisal for the
draperies.
Commission Items
The historic significance of the Stobe House, located on the Stoebe Home
south/west corner of 19th Street and Beryl Avenue, was discussed
by Commission.
Motion:Moved by Kilmurray, seconded by Billings, that a Public
Hearing be set for July 5, 1984, at 7:00 p.m. Purpose of this
hearing shall be to consider a recommendation to Council for a
City Historic Landmark designation for the Stoebe House. Motion
carried 7-0. Staff to handle legal notifications regarding the
Public Hearing.
Staff Items
Staff reported that Council has awarded the construction bid for RCNC
the Rancho Cucamonga Neighborhood expansion project.
Construction to the 4000 sq. ft. addition to begin soon.
Expected completion date is January, 1985.

Dear Commission Members~
Although the County of San Bernardino ovms the property
the Rains House stands on the Casa de Rancho Cucamonga
Historical Society has carried the financial and physical
responsibilities of its restoration and maintenance. As
restoration nears completion the Board would like the Com-
mission to be aware of the part its citizens have played
in making the Casa the "jewel of the Museum satellites".
The Vandalized Rains House and 1 acre of land was pur-
visors i s i c for $10,000 in December, 1971.
The Casa de Rancho Cucamonga Historical Society was
formed as a chapter of the San Bernardino County Museum
Association on B~arch 19, 1972. A short time later the Society
was granted non-profit organization status, at which time it
became self-governing and self-supporting.

Dear MPs. Stephens:
It is a pleasure to welcome your group as the newest Chapter of the
San Berna~dino County Museum Association. Minutes of the March 9, 1972,
meeting of the Association's Board of Directors read as follows:
"The Casa de Rancho Cucamonga Society requested to be accepted as a
Chapter of the San Bepnardino County Museum Association. Motion was made
by Bernard Muffley, seconded by Levi Dickey, and carried to accept the
Casa de Rancho Cucamonga Society as'~ Chapter, to abide by the By-Laws of
the San Bel~na~dino County Museum Association.
'LDr. Schuiling summarized that the Rains house already-is county prop-
erty, and the Casa de Rancho Cucamonga Committee was organized to restore
it. The County Board of Supe~vlsors indicated they would not expend funds
for r~storation work. The Museum Association offered whatever support
could give. But essentially the responsibility of restol'ation Pests with
and has been taken by the Casa de Rancho Cucamonga Society."
A Chapter of the San Bernardino County Museum Association is not an
incorporated body and therefore cannot own property. Because of the legal
liability of the San Bernardino County Museum Association, a California
non-profit corporation, it is necessary that all property, aPtifacts
material acquired by the Chapter be given to the Museum Association or to
the County with the stipulation that it is to be used for the Pestoration
of the Rains house. It will be stored at the Museum until it can be used
at the Rains house.
A11 money collected ~y the Chapter should~ be given to the San BernaP-
dino County Museum Association with the stipulation that it be deposited
in the San Bernardino County Museum Association 's fund for Casa de Rancho
Cucamonga to be used only for pPeservation and Pestoration of the Rains
house. The Museum Association will not keep a record of the Society's mem-
berships but will consider all money it receives as donations to the fund
as outlined above. Authoriz_ation for_withdraw_al of money should_be a wPi_t-
te~ request signed by two authorized members of the Society, together with
the bills to be paid. Payments will be made direct to the Payee and the
bill filed for the Auclitor's inspection. Monthly recurring bills, such as
the water bill will be tyaid automatically without authorization f-~Dm the

One of the frustrations suffered hy
the Museum Commission and the Associa-
tion Directors is to helplessly watch
the erosion of funds to the County
bureaucracy from grants or state bond
monies.
One case alone will illustrate the
point. $15,000 was allocated from the
1974 State Bond money for additional
land acquisition and grounds develop-
ment at the Reins House (Casa de Ren-
cho Cucamonga). That figure appeared
to be sufficient when estimates were
first made a few years ago. The land
was purchased, and the owner of the
property received $6,300, as was pre-
viously estimated. However, the Real
Property Division of the County took
an additional $1,900 to cover the
costs of negotiating the purchase.
That, by any standards, is a "fat"
commission, especially when you are
negotiating a sale to yourself.
This doesn't leave much money for
grounds development.
But wait! Now the County Public
Works Agency~ which must contract
for the work, indicates that it will
charge an additional $4,000 to cover
preliminary costs (surveys, tests,
etc.) before any actual work can be
done. And the longer the delay, the
greater the costs.
This is why the grown men (and
women) who run the Museum, and who
are trying to l~rovide the maximum of
public service at a minimum cost,
have been known to cry!
