A RESOLUTION OF THE CITY OOUNCIL OF ~E CITY OF RANC~0
CUCAMONC~, ~, APPROVING G~NERAL PLAN AM~IP~qT
93-02B, PAR~ A, AM~qDING ~HE G~q~AL PLAN TO ADD A
LAND USE ~ OF 'q~EATIONAL CC~M~%CIAL," AND
A. Recitals.
(i) M~_~i Partners has filed an application for General Plan
Amendment No. 93-02B, Part A, as described in the title of this Resolution.
Hereinafter in this Resolution, the su~ect~l PlanAmendment is referred
to astb~ "application."
(ii) On February 9 and 23, 1994, the Planning C~,~,,~ssion of the City
of Rancho Cucamonga conducted duly noticed public hearings on tb~ application
and, following the conclusion of said public hearings, adopted Resolution No.
94-08, thereby rec~m,~_nding to this City Council that said application be
approved.
(iii) On April 6, 1994, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing on the application and
concluded said hearingonthatdate.
(iv) All legal prerequisites prior to the adoption of this Resolution
have occur red.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined, and resolved by the
City Council of the City of Rancho Cucamonga as follows:
1. ~nis Council hereby specifically finds that all of the facts set'
forth in the Recitals, Part "A," of this Resolution are true and correct.
2. ~/kis Council hereby finds and certifies that the project has
been reviewed and considered in compliance with the California Environmental
Quality Act of 1970, and further, this Council hereby issues a Negative
Declaration.
3. Based upon the substantial evidenoe presented to this Council
during the above-referenced public hearing, including written and oral staff
reports, this Council hereby finds and concludes as follows:
a. That the subject property is suite_Die for the uses
permitted in the proposed district in terms of access, size, and compatibility
with existing land use in the surrounding areas; and
b. That the proposed amendment would not have significant
adverse impacts on the environment and the surrounding properties; and
c. That the proposed amendment is in conformance with the
General Plan.

d. The RanchoCucamongaAdult Sports Park, located onthew~st
side of Rochester Avenue, south of Foothill Boulevard, was cc~pleted in 1993,
features year-round sports activities, including a minor league baseball
stadium with appr~tely 5,500 seats, and represents a significant
alteration of the land use characteristics of the immediate area; and
e. The intersectic~ of Foothill Boulevard and Rochester Avenue
has been designated as an activity oenter to promote concentrated activity;
f. The application is consistent with the objectives of the
Rancho Cucamonga General Plan for the following reasons:
(1) The application contemplates regionally oriented uses
within one mile of the 1-15 Freeway and Foothill Boulevard /nterchange; and
(2) The application as proposed would create a land use
category which recognizes the imp rtanoe of Foothill Boulevard as the City's
primary c~,~ercial corridor; and
(3) The application contemplates regionally oriented uses
along Foothill Boulevard, a major regional transportation corridor; and
(4) The application wouldcreateaRecreational C~u~rcial
land use designation intended to promote recreation and retail uses
surround/ngtheRanchoCucamongaAdult Sports Park; and
(5) The application would encourage future c~,m~rcial
activities in planned, organized concentrations to promote non-motorized modes
of tra~m~:~cation.
4. The City Council of the City of Rancho Cucamonga hereby approves
General Plan Amendment 93-02B, Part A, to add the new land use category
'~%ecreational C~tercial" (see Exhibit "A").
5. The City Clerk sb~11 certify to the adoption of this Resolution.

Recreational C~.,ercial:
Development of recreation facilities and retail uses shall be er~ along
Foothill Boulevard surroundin~ the Rancho Cucamonga Adult Spozt Park near the
intersection of Rochester Aver~_e. The )')~.~=4'"x~l 1 stadium ar~ year-round s~
activities in the Sports Park create a unique opportunity to provide se~
region-serving speciality retail uses that are not mjor general merchandise
depaz-~nt stc~es or food or drug stc~es. They generally use ~tely
3,500 - 55,000 square feet of gross leasable area and re~ire sites with high
visibility and high traffic counts. These centers typically have cc~Nenient
freeway acoess and draw their ~ from within a five to ten mile
radius. Uses in this category are regional in nature and not normally found
in neighborhood c~.,~rcial centers. ~ese types of occupancies could include
discount retailers, such as sporting goods, apparel, electronics, furniture,
and appliances.
