R~EAS, it is the intentic~ of the City of Rancho Ok~i,~{~3~ to o~tzuct
certain improveman~ in the City of Rammbo O~amonga.
~REAS, the City of Ranoho O~onga has prepared plans and
specifications for the c~t~x~tic~ of oertain imp~- -v~sfcs.
NC~, THEREFORE, BE IT RESOLVED that the plans and specificaticms
presented by the City of Rancho aK~,~3a be and are hereby approved as the
plans and specifications for the "(~S~3CYfiON OF TRAFFIC SI~%LS AND SAFETY
LIGHTING AT THE INTERSECTIC~ OF MlV,T.TK~N AV~Nt~E AND F~ WAY."
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as requ{red by law for the receipt of sealed bids or
prop~ls for doing the work specified in the aforesaid plans and
specifications, which said advert~.~m~nt shall be su~etarfcially in the
following words and figures, to wit: ~
Pursuant to a Resolution of the Council of the City of Rancho O~monga,
San Bernard/no COunty, California, d~recting this notice, NOTICE IS ~
GIVEN that the said City of Rancho C~a~aga will receive at the Office of the
City Clerk in the offices of the City of Rancho O~monga, c~ or before the
hour of 2:00 o'clock P.M. on the 9~{ day of ~ 199--3, sealed bids or
propoeals for the "CC~~ON OF ~,C SIGNALS AND SAFETY LIGHTING AT THE
INTERS~"ITON OF M~.LTK~N AVt~V3E AND F~ WAY" in said City.
Bids will be opened and publicly read imneliately in the office of the
City Clerk, 10500 Civic Oenter Drive, Ran~ Cucamonga, California 91730.
Bids must be made on a form provided for the purpose, addressed to the
City of Rancho Cucamonga, Califc~nia, marked, "Bid for ~ion of
the "00NSTRUCTION OF TRAFFIC SI6~LS AND SAFETY LIGHTING AT
OF M~.TR]~AV~FOEANDF~WAY ".
PREVA//2/~G WAGE: Notice is hereby given that in acooxdarx~e with the
provisions of California Labor Oode, Division 2, Part 7, Chapter 1, Articles 1
and 2, the Contractor is required to pay not less than the general prevailing
rate of per diem wages for w~rk of a. similar character in .:the locality in
which the public work is performed, and not less than the general prevailing
rate of per diem wages for holiday and overtime work. In that regard, the
Director of the Department of Industrial Relaticaus of the State of California
is re~red to and has determired____ such general prevailing rates of per diem
wages. Copies of such prevailing rates of per diem wages are on file in the

office of the City Clerk of the City of Rancho O~nga, 10500 Civic Center
~rive, upper level, Rancho O~m~,~3~, California, and are available to any
interested party c~ request. ~he Oxfcracting A~ency also shall cause a oopy
of suc~ determinations to be posted at the job site.
The O0ntractor shall forfeit, as penalty to the City of Rancho (~,
twenty-five dollars ($25.00) for each laborer, workman, or mechanic employed
for each calendar day or portion thereof, if such laborer, workman, or
mechanic is paid less than the general prevailing rate of wages hereinbefore
stipulated for any work done ~r the attached cc~fcract, by him or by any
subu~actor under h/m, in violation of the provisions of said Trebor COde.
In acoordanoe with the provisions of Section 1777.5 of the Labor COde as
~ by ~ 971, Statutes of 1939, and in accok-dance with the
regulatic~ of the California Appx~Tciceship Council, properly in~fcured
a~/r~ioesmaybeemployed in theprosecutionofthework.
Attention is directed to the provisions in Sections 1777.5 and 1777.6 of
the Labor Code cc~cernin~ the employment of apprentices by the Oontra~ or
Section 1777.5, as amended, requ/res the COntra~ or subco~Lractor
employing ~n in any apprenticeable occupation to apply to the joint
apprenti~p c~,.,,~ttee nearest the site of the public works project and
which adm/nisters the apprenticeship program in that trade for a certificate
of approval. The certificate will also fix the ratio of ap~ices to
journeymen that will be used in the performanoe of the contract. The ratio of
~hen une~pl~ in the area of ooverage by the joint apurentioeship
o~m,~ttee ~b~.~ exoeeded an average of 15 peroent in the 90 days prior to
the request for certificate, or
When the number of apprentices in traLning in the area exceeds a ratio
of one to five, or
When the trade can show that it is replacing at least 1/30 of its

than one a~x~ice to eight journeymen.
The Oontractor is required to make contributi0~s to funds established for
the administration of apprenti~p programs if he employs registered
appr~oes or journeymen in any ~oeable trade on such co~tra~ and if
other Cc~tractors on the public wozks site are making such contributions.

The O0~cractor and subo~fact~r under him shall cc~ply with the
rec~(~ of Sections 1777.5 and 1777.6 in the emplo~ of a~ar~ices.
Information relative to apprenticeship standards, wage sdmedules, and
other re~,(~ may be obea(~ frc~ the Director of Industrial Relations,
ex-officio the /~fu~tstratc~ of A~x~ioeship, San Francisoo, California, or
frc~ the Division of Apprenticeship Standards and its '~-anch offices.
Eight (8) hours of labor shall comstitute a legal day's ~ for all
w~rkmen employed in the execution of this cc~tract ar~ the C~fcractc~ and any
subo~actor _unde___r him shall c0~ply with and be ~DuexT~d by the laws of the
State of California having to do with w~rking hours as set forth in Division
2, Part 7, Chapter 1, Article 3 of the Labor Code of the S~ate of California
The ~actnr shall forfeit, as a penalty to the City of Rancho

him, u~0c~ any of the work hereinbefore mentioned, for each caler~ day during
which said laborer, workman, or mschanic is required or permi~ to labor
more than eight (8) hours in violation of said T~hor Code.
Contractor agrees to pay travel and subsistence pay to each workman
ncccled to execute the work required by this contract as such travel and
agreements filed in accordance with Labor Code Section 1773.8.
~he bidder must submit with his proposal cash, cashier's check, oertified
check, or bidder's bond, payable to the City of Rancho O~mo~ja for an amount
equal to at least ten percent (10%) of the amount of said bid as a guarantee
that the bidder will enter into the proP0sed~ oontract if the same is awarded
to him, and in event of failure to ent~_r into such contract said c~mh,
cA.~hier's check, certified check, or bond shall become the property of the
City of Rancho Cucamonga.
If the City of Rancho Cucamonga awards the contract to the next lowest
bidder, the amount of the lowest bidder's security shall be applied by the
City of Rancho Cucamonga to the difference between the 1~ bid and the second
lc~est bid, and the surplus, if any, shall be returned to the lc~est bidder.
The amount of the bond to be given to secure a faithful performance of
the contract for said work shall be one hundred percent (100%) of the contract
prioe thereof, and an additiomal bo~d in an amount equal to fifty percent
(100%) of the contract price for said work shall be given to secure the
payment of claims for any materials or supplies furnished for the performanoe
of the work contracted to be dkx~ by the Contractor, or any work or labor of
any kind done thereon, and the Contractor will also be required to furnish a
certificate that he carries compensation insurance covering his employees upon

said City of Rancho Cucamonga for the c~t~uction of said work.
No proposal will be co~si__~ered frc~ a Contractor whom a proposal form has
not ~ issu~ by the City of Rm~ho ~.
(kxfcractor shall possess a Class "A" License (General ~gineering
Cuntra~) in aooo~dance with the provisions of the (kaltractor's License Law
(Califo=nia Business and Professic~ Oode, Section 7000 et. seq.) and rules
and regulations adouted pursuant thereto at the time this contract is awarded.
The work is to be done in accordance with the profiles, plans, and
specifications of the City of Rancho O~a~gnga on file in the Offioe of the
City Clerk at 10500 Civic Center Drive, Rancho Cucamonga, California. Copies
of the plans and specificatior~, available at the office of the City Engineer,
will be furnished upon application to the City of Rancho O~a~z3a and payment
of $35.00, said $35.00 is nc~re~kmdable.
Upon written request by the bidder, copies of the plans and
specifications will be mailed when said request is acc~anied by payment
stipulated above, together with an additional nonre~le payment of
$15.00 to coverthecostofmailingchargesandoverhead.
The successful bidder will be required to enter into a contract
satisfactorytot he City of Rancho O~monga.
In accordanoe with the req~ire~fcs of Section 902 of the General
Provisions, as set forth in the Plans and Specifications regarding the work
Cc~tractor,s request and at the Cc~tractc~,s sole cost and expense, substitute
authorized securities in lieu of monies withb~ld (performance retention).
The City of Rancho Cuca~a, California, reserves the right to reject
any and all bids.
