WHEREAS, Norton Air Force Base is in the process of closing as part
of our nation's def~ reduction, and is therefore being proposed for various
reuse activities under the jurisdiction of the Inland Valley Development
Agency; and
WHEREAS, Norton AFB has housed for several decades, in addition to
flying missions, a large variety of sizeable Air Force support units,
including audit, Inspector Gep~ral, safety, and audiovisual functions; and
WHEREAS, because of this background and many other similar public and
private operations in the general location, the San Bernardino area has an
~ of skilled workers who can respond immediately to the needs of such
an Accounting Center; and
WHEREAS, California State University San Bernardino has a highly
acclaimed undergraduate and graduate program in accounting, with a great many
well-qualified graduates annually, and with other four year and two year
colleges and Universities also providing an ample supply of accounting
technicians at all levels; and
WHEREAS, the area has experienced~ and is continuing to experience,
dramatic and debilitating job losses in a great many occupational sectors, as
a consequence of both defense reductions and the general economic distress;
WHEREAS, other recent and planned job-site closures, both military
and corporate, including George AFB, Kaiser Steel, Lockheed Aircraft, General
Dynamics, and TRW, have similarly devastated the area economically; and
WHEREAS, the San Bernardino area offers an affordable housing market
and many other welcome attributes to new employees, even beyond the sizeable
labor force already available; and
WHEREAS, siting of a Defense Accounting Center at Norton AFB enjoys
enthusiastic county-wide support, because it becomes a major employer and
econo~nic asset throughout our far-flung county and in the multi-county region
while also dramatically reducing long distance comnutes and the air pollution
associated with the wasteful travel; and
WHEREAS, all the jurisdictions in San Bernardino County will find
themselves and their workforces similarly benefitted by the location of such a
center.
NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby support and endorse the proposal by the Inland Valley DeveloFm~_nt
