FIRE PROTECTION DISTRICT CLOSED SESSION MINUTES
[[ A. CALL TO ORDER
The Rancho Cucamonga Fire Protection District held a closed session on Wednesday, November 19,
2003, at the Cucamonga County Water District facilities located at 10440 Ashford Street, Rancho
Cucamonga, California. The meeting was called to order at 5:30 p.m. by President William J. Alexander.
Present were Boardmembers: Rex Gutierrez, Robert J. Howdyshell, Donald J. Kurth, M.D., Diane
Williams and President William J. Alexander.
Also present were: Jack Lam, City Manager; Pamela Easter, Deputy City Manager; James Markman,
City Attorney; Larry Temple, Administrative Services Director; and George Rivera, Administrative
Services Manager.

President Alexander announced the closed session item.

A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, November
19, 2003, at the Cucamonga County Water District Board Room, located at 10440 Ashford Street,
Rancho Cucamonga, California. President William J. Alexander called the meeting to order at 7:18 p.m.
Present were Boardmembers: Rex Gutierrez, Robert J. Howdyshell, Donald J. Kurth, M.D., Diane

amount of $455,922.97.
D5. Approval of Mello-Roos CFD 88-1 Fund 283 Net Monthly Expenditure Report for October 2003, in
the amount of $460,446.13.
D6. Approval to donate a surplus fire engine to Crafton Hills College to be utilized as part of their Fire
Science Program that would serve as a hands-on training tool for fire academy cadets and fire science
students.
D8. Approval of two cost reimbursement grants (known as Part 1 and Part 2) from the Department of
Homeland Security, administered by the State of California and San Bernardino County, for the pumhase
of homeland security related equipment, supplies and associated training in the amount of $147,776; and
authorization to appropriate $147,776 in Acct. No. 1380000-4740 (Grant Income) and $147,776 into Acct.
No. 1380501-5603 (Capita Outlay - Equipment).
Dg. Approval of a Resolution declaring results of a Special Election in Community Facilities District No.
85-1, Annexation No. 03-05 (J.T. Storm Development No. 2, LLC- Tract 16542).

D10. Approval of a Resolution declaring results of a Special Election in Community Facilities District
No. 85-1, Annexation No. 03-6 (KB Homes - Tracts 16454 and 16455).

CUCAMONGA, CALIFORNIA, DECLARING THE RESULTS OF A
SPECIAL ELECTION IN COMMUNITY FACILITIES DISTRICT NO. 85-1,
ANNEXATION NO. 03-6
Dll. Approval to adopt a Resolution of Intention to annex territory referred to as Annexation No. 03-7
(Parcels 0229-311-14 and 15) into Community Facilities District No. 85-1, specifying facilities and
services provided, to set and specify the special taxes to be levied within the annexation and set a time
and place for a public hearing related to the annexation.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO
CUCAMONGA, CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF
COMMUNITY FACILITIES DISTRICT NO. 85-1, ADOPTING A
BOUNDARY MAP SHOWING PROPERTY TO BE ANNEXED TO
COMMUNITY FACILITIES DISTRICT NO. 85-1
MOTION: Moved by Howdyshell, seconded by Kurth to approve the staff recommendations in the staff
reports contained within the Consent Calendar. Motion carried unanimously 5-0.
