FIRE PROTECTION DISTRICT CLOSED SESSION MINUTES
The Rancho Cucamonga Fire Protection District held a closed session on Wednesday, May 19, 2004, in
the Tapia Room of the Civic Center located at 10500 Civic Center Drive, Rancho Cucamonga, California.
The meeting was called to order at 5:30 p.m. by President William J. Alexander.
Present were Boardmembers: Rex Gutierrez, Robert J. Howdyshell, Diane Williams and President
William J. Alexander.
Absent was Boardmember: Donald J. Kurth, M.D.
Also present were: Jack Lam, City Manager; Pamela Easter, Deputy City Manager; James Markman,
City Attorney; Larry Temple, Administrative Services Director; and George Rivera, Administrative
Services Manager.

II A. CALL TO ORDER I
A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, May 19,
2004, in the Council Chambers of the Civic Center located at 10500 Civic Center Drive, Rancho
Cucamonga, California. President William J. Alexander called the meeting to order at 7:10 p.m.
Present were Boardmembers: Rex Gutierrez, Robert J. Howdyshell, Diane Williams and President
William J. Alexander.
Absent was Boardmember: Donald J. Kurth. M.D.

D2. Approval of General Fund 281 Monthly Expenditure Repeal for April 2004, in the amount of
$1,004,993.05.

D3. Approval of Mello-Roos CFD 85-1 Fund 282 Monthly Expenditure Report for April 2004, in the
amount of $361,472.00.
D4. Approval of Mello-Roos CFD 88-1 Fund 283 Net Monthly Expenditure Report for April 2004, in the
amount of $135,826.64.
D5. Approval of Resolution authorizing the implementation of the provisions of Internal Revenue Code
Section 414(h)(2) and allowing District employees to participate in the Pre-Tax Payroll Deduction Plan for
the purpose of purchasing CaIPERS service credit.
RESOLUTION NO. FD 04-009
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO
CUCAMONGA, CALIFORNIA, AUTHORIZING THE IMPLEMENTATION
OF THE PROVISIONS OF INTERNAL REVENUE CODE SECTION
414(h)(2) AND ALLOWING DISTRICT EMPLOYEES TO PARTICIPATE
IN THE PRE-TAX PAYROLL DEDUCTION PLAN FOR THE PURPOSE
OF PURCHASING CalPERS SERVICE CREDITS
D6. Approval for the purchase of one (1) portable steel flashover container training system for the Fire
District from Swede Survival Systems, Inc. of Encinitas in the amount of $80,876.00 funded $60,000.00
from 2505-801-5602, and approval for an appropriation of $20,876.00 from Fund 3281-510-5602.
D7. Approval of Amended Fiscal Year 2003/04 appropriations.
MOTION: Moved by Howdyshell, seconded by Williams to approve the recommendations in the staff
reports contained within the Consent Calendar. Motion carried unanimously 4-0-1 (Kurth absent).

El. CONSIDERATION OF APPROVAL OF FIRST READING OF AN ORDINANCE CONTINUING THE
ANNUAL SPECIAL TAX RATES FOR FISCAL YEAR 2004/05 IN MELLO ROOS COMMUNITY
FACILITIES DISTRICT NO. 85-1

President Alexander opened the meeting for public hearing. There being no response, the public hearing
was closed.

COUNTY, CALIFORNIA, AUTHORIZING THE LEVY OF THE SPECIAL
TAX IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1
FOR FISCAL YEAR 2004/05
MOTION: Moved by Gutierrez, seconded by Howdyshell to waive full reading and set second reading of
Ordinance No. FD 41 for the next meeting. Motion carried unanimously 4-0-1 (Kurth absent).

E2. CONSIDERATION OF A RESOLUTION CONTINUING THE ANNUAL SPECIAL TAX RATE TO BF

President Alexander opened the meeting for public hearing. There being no response, the public hearing
was closed.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO
CUCAMONGA, CALIFORNIA, ESTABLISHING THE ANNUAL SPECIAL
TAX FOR COMMUNITY FACILITIES DISTRICT NO. 88-1 FOR FISCAL
YEAR 2004/05
MOTION: Moved by Williams, seconded by Gutierrez to approve Resolution No. FD 04-010. Motion
carried unanimously 4-0-1 (Kurth absent).
