A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA, CALIFORNIA, GIVING ITS PRELIMINARY APPROVAL OF
CITY ENGINEER'S REPORT FOR STREET LIGHTING MAINTENANCE
DISTRICT NO. 6 (COMMERCIAL AND INDUSTRIAL AREAS)
WHEREAS, on June 17, 1987, the City Council of the City of Rancho
Cucamonga directed the City Engineer to make and file with the City Clerk of
said City a report in writing as required by the Landscaping and Lighting Act
of 1972; and
WHEREAS, the City Engineer has made and filed with the City Clerk of
said City a report in writing as called for pursuant to said Act, which report
has been presented to this Council for consideration; and
WHEREAS, said City Council has duly considered said report and each
and every part thereof, and finds that each and every part of said report is
sufficient, and that said report, nor any part thereof, requires or should be
modified in any respect.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Rancho Cucamonga as follows:
SECTION 1: That the Engineer's Estimate of the itemized costs and
expenses of said work and of the incidental expenses in connection therewith,
contained in said report be, and each of them are hereby, preliminarily
approved and confirmed.
SECTION 2: That the diagram showing the Assessment District referred
to and described in said report, the boundaries of the subdivisions of land
within said Assessment District are hereby preliminarily approved and
confirmed.
SECTION 3: That the proposed assessment upon the subdivisions of land
in said Assessment District in proportion to the estimated benefit to be
received by said subdivision, respectively, from said work and of the
incidental expenses thereof, as contained in said report is hereby
preliminarily approved and confirmed.
SECTION 4: That said report shall stand as the City Engineer's Report
for the purposes of all subsequent proceedings, and pursuant to the proposed
district.

ENGINEER'S REPORT
STREET LIGHTING MAINTENANCE DISTRICT NO. 6
(COMMERCIAL AND INDUSTRIAL AREAS)
SECTION 1. AUTHORITY FOR REPORT
This report is prepared in compliance with the requirements of Article 4,
Chapter 1, Division 15, of the Street and Highways Code, of California
(Landscape and Lighting Act of 1972).
SECTION 2. GENERAL DESCRIPTION
This report deals with the establishment of a Street Lighting Maintenance
District for the Conmnercial and/or Industrial properties within the City
mainly within the Industrial and Foothill Specific Plan areas. Areas to
be included in the work program are the street lights within the
rights-of-way or designated easements of streets dedicated to the City
and are limited to local streets. The work program excludes maintenance
of street lights in rights-of-way of major streets, which will be
included in the Lighting District No. 1 for major streets.
SECTION 3. SCOPE OF WORK
The specific areas to be maintained by the District as defined in the
preceding section, will become part of the active work program at such
time as the specific areas are annexed into the District. The normal
process will be the dedication of the areas to he City, construction of
the street lighting system, and, upon demonstration of satisfactory
'operation, the acceptance by the District no later than the following
July. The Developer Will make a sufficient deposit with the Southern
California Edison Company to provide for up to twelve {12) months of
ordinary and usual maintenance, operation and servicing costs of the
street lights in each development at the time of initial operation of the
lighting system. Upon establishment of assessment effective July 1 of
each year, any remaining deposit shall be refunded to the developer.

** All night energy service per lamp per month including maintenance
costs. All the costs are based on Southern California Edison Company
monthly rates including maintenance. All costs and areas are based
on current estimates and may or may not be valid for future years.
The total cost and unit cost vary as the monthly rate varies and as
additional areas for maintenance are annexed to the District~ The
monthly rate is established by the Southern California Edison Company
and is not currently controlled by the size of an area of any
operation of the developer. The size of the areas being annexed to
the District only has an influence on the total cost. The costs
shown are estimates only, and the actual assessment will be based on
actual cost data.

Work to be provided for, with the assessments establ i shed by the
District, consists of installation, maintenance, operation and servicing
of street 1 ights. Annual Engineer ' s Reports wi 11 be prepared and
approved by the City Council defining the specific work program for each
year and its estimated cost. The plans and specifications for all street
lighting will be prepared by the City or by the developers for the
subdivision improvements and will be approved by the City Engineering
Division.
Detailed maintenance activities on the Street Lighting Maintenance
District include: the furnishing of services and materials for the
ordinary and usual maintenance, operation and servicing of any street
light improvement and the repair, removal, or replacement of all or any
part of any improvement, providing for the illumination of the subject
are a.
SECTION 4. ESTIMATED COSTS
As development proceeds within the and Industrial/Commercial Areas, the
area to be maintained by the District will increase and so will the cost;
however, the number of commercial and industrial developments will also
increase. It is anticipated that the number of convnercial and/or
industrial developments will increase at approximately the same rate as
the maintenance area will increase, thereby keeping the maintenance cost
per acre relatively constant, excluding cost of living increases. Based
on historical data adjusted for inflation, it is estimated that the
quantity of street lights and the maintenance and energy costs for
assessment purposes will be as follows:

formed comprising the 5.5 acres area of CUP 84-37 (PM 8901) and DR
85-37 (PM 9409)

SECTION 5. ASSESSMENT DIAGRAM
A Copy of the proposed Assessment Diagram for the developments that will
comprise the Maintenance District originally is attached to this report
and labeled "Street Lighting Maintenance District No 6". This diagram is
hereby incorporated within the text of this report. The District will
originally comprise CUP 84-37 {PM 8g01) and DR 85-37 {PM 9409).
Additional con~ercial or industrial projects will be annexed into the
District upon individual project approval ~and/or recordation.
SECTION 6. ASSESSMENTS
Maintenance costs for the entire District are found to be of specific
benefit to all developed con~nercial and/or industrial property within the
District in accordance with the following relationship:

Thus estimated annual assessments of $58.25 per each acre of
commercial and/or industrial areas will initially be required for the

Thus, estimated annual assessments of $61.03 per acre of commercial
and/or industrial area is projected to be required at the time of
project compl eti on.
Estimated assessments are for comparison only. Actual assessments will
be set by public hearing each year in June and will be based on actual
energy and maintenance expenses and developed land use summaries.
SECTION 7. ORDER OF EVENTS
1. City Council approves institution of District proceedings.
2. City Council adopts resolution of Preliminary Approval of City
Engineer ' s Report.
3. City Council adopts Resolution of intention to form a District
and sets a public hearing date.
4. City Council conducts public hearing, considers all testimony
and determines to form a District or abandon proceedings.
5. Every year in May, the City Engineer files a report with City
Council.
6. Every year in June, the City Council conducts a public hearing
and approves, or modifies and approves the individual
assessments.
