A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCliO
CUCAMONGA, CALIFORNIA, APPROVING THE FOOTHILL BOULEVARD
SPECIFIC PLAN
A. Recitals.
(i) On April 30, 1987, May 18, 1987, June 24, 1987, July 8, 1987 and
July 22, 1987 the Planning Commission of the City of Rancho Cucamonga conducted
duly noticed public hearings concernin~ the recommended adoption of the
Foothill Boulevard Specific Plan (hereinafter referred to as the "FSP"). On
July 22, 1987, following the conclusion of the continued public hearing, the
Planning Commission adopted its Resolution No. 87-120, thereby recommending
that this Council adopt and approve the FSP.
(ii) The FSP comprises approximately 560 acres located generally
adjacent to Foothill Boulevard between the westerly city limits on Grove Avenue
to the Deer Creek Channel and between the 1-15 Free~ay and the easterly city
limits, all as referenced on the Land Use Plan Map, Section 9.0, of the FSP
text.
(iii) Attached hereto, marked as Exhibit "A" and incorporated herein
by this reference, is a full, true and correct copy of the FSP.
(iv) On September 16, 1987, this Council conducted a duly noticed
public hearing to consider the adoption of the FSP and said public hearing was
concluded prior to the adoption of this Resolution.
(v) All legal prerequisites prior to the adoption of this Resolution
have occurred.
B. Resolution.
NCK4, THEREFORE, it is found, determined and resolved by the City
Council of the City of Rancho Cucamonga as follows:
1. In all respects as set forth in Recitals, Part A, of this
Resolution.
2. Prior to the adoption of this Resolution, this Council has
reviewed, certified and adopted a resolution with findings stating that the
Final Environmental Impact Report for the Foothill Boulevard Specific Plan and
General Plan Amendment No. 87-03B has been completed in compliance with the
California Environmental Quality Act of 1970, as amended, and the Guidelines
Resolution No. 87-505

promulgated thereunder and, further, that this Council has reviewed and
considered the information contained in said Environmental Impact Report in
conjunction with the adoption of the FSP.
3. Prior to the adoption of this Resolution, this Council has adopted
a resolution approving General Plan Amendment No. 87-03B. With the adoption of
said General Plan Amendment, the FSP is in conformance with all elements of the
General Plan of the City of Rancho Cucamonga.
4. This Council hereby finds that the FSP has been drafted to
include, in text and accompanying diagrams, all of the information as follows:
a. The distribution, location and extent of the land uses, including
open space, within the area covered by the FSP;
b. The proposed distribution, location, extent and intensity of major
components of public and private transportation, sewage, water,
drainage, solid waste disposal, energy and other essential facilities
proposed to be located within the area of the FSP and needed to
support the land uses described in the FSP;
c. The standards and criteria by which development will proceed for
land uses within the FSP and standards for the conservation,
development and utilization of natural resources where applicable
within the area of the FSP; and
d. A description of the program of implementation measures, including
regulations, programs, public works projects and financing measures
necessary to carry out those provisions referenced in subparagraph a.,
b. and c. above, within the area of the FSP.
5. This Council hereby adopts the Foothill Boulevard Specific Plan,
marked as Exhibit "A," attached hereto and incorporated herein by this
reference.
6. The City Clerk of the City of Rancho Cucsmonga shall certify to
the adoption of this Resolution.
