A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA, CALIFORNIA, ORDERING THE WORK IN CONNECTION
WITH ANNEXATION NO. 20 TO STREET LIGHTING MAINTENANCE
DISTRICT NO. 2 AND ACCEPTING THE FINAL ENGINEER'S REPORT
FOR TRACT NO. 10349
WHEREAS, the City Council of the City of Rancho Cucamonga did on the
1st day of July, 1987, adopt its Resolution of Intention No. 87-351 to order
the therein described work in connection with Annexation No. 20 to Street
Lighting Maintenance District No. 2, which Resolution of Intention No. 87-351
was duly and legally published in the time, form and manner as required by law,
shown by the Affidavit of Publication of said Resolution of Intention on file
in the office of the City Clerk; and
WHEREAS, after the adoption thereof, notice of the passage of said
Resolution of Intention, headed "Notice of Improvement", was duly and legally
posted in the time, form, manner, location, and number as required by law, as
appears from the Affidavit of Posting said notices, on file in the office of
the City Clerk; and
WHEREAS, after the adoption thereof, notices of the adoption of the
Resolution of Intention were duly mailed to all persons owning real property
proposed to be assessed for the improvements described in said Resolution of
Intention No. 87-351, according to the names and addresses of such owners as
the same appears on the last mail ing or as known to the City Clerk of the City
of Rancho Cucamonga, which said copies were duly mailed in the time, form, and
manner as required by law, as appears from the Affidavit of Mailing on file in
the office of the City Clerk; and
WHEREAS, said City Council having duly received considered evidence,
oral and documentary, concerning the jurisdiction facts in this proceeding and
concerning the necessity for the contemplated work and the benefits to be
derived therefrom and said City Council having now acquired jurisdiction to
order the proposed work.
SECTION 1: It is hereby resolved by the City Council of the City of
Rancho Cucamonga that the public interest and convenience requires the
annexation to the District and the ordering of the work, and said City Council
hereby orders that the work, as set forth and described in said Resolution of
Intention No, 87-351, be done and made; and
SECTION 2: The Report filed by the Engineer is hereby finally
approved; and

SECTION 3: The assessments and method of assessment in the Engineer's
Report are hereby approved.
SECTION 4: The assessments shall not begin until after 60 percent of
said tracts have been occupied.

Engineer's Report for
Street Lighting Maintenance District No. 2
Annexation No. 20
Tract 10349
SECTION 1. Authority for Report
This report is in compliance with the requirenents of Article 4, Chapter
1, Division 15 of the Streets and Highways Code, State of California
(Landscaping and Lighting Act of 1972).
SECTION 2. General Description
This City Council has elected to annex the tracts enmnerated in Exhibit
"A' into Street Lighting Maintenance District No. 2. The City Council has
determined that the street lights to be maintained will have an effect upon
all lots within said tracts as well as on the lots directly abutting the
street 1 ights.
Work to be provided for with the assessments established by the district
are:
The furnishing of services and materials for the ordinary and usual
maintenance, operating and servicing of street light improvements on
local residential streets. Improvement maintenance is considered of
general benefit to all areas in the District and cost shall be
divided on a per lot basis. In the case of condominions with
airspace ownership only,, and apartments, a dwelling unit shall be
considered to benefit the same as a lot.
SECTION 3. Plans and SpecifiCations
The plans and specifications for street lighting have been prepared by the
developers. The plans and street lights are as stipulated in the conditions
of approval for the development and as approved by the City Engineering
Division. Reference is hereby made to the sulXJect tract map or development
plan and the assessment diagram for the exact location of the street lighting
areas. The plans and specifications for street lighting improvement on the
individual development ts-.hereby made a part of this report to the same extent
as if said plans and specifics were attached hereto.
Detailed maintenance activities on the street lighting district
include: the repair, removal or replacement of all or any part of
any improvement, providing for the ill~nination of the subject area.

SECTION '4. Estimated Costs
No costs wi 11 be incurred for street 1 ighti ng improvement
construction. All improvements will be constructed by developers. Based
on available data, it is estimated that maintenance costs for assessment
purposes will be as indicated below. These costs are estimated only,
actual assessments will be based on actual cost data.
The estimated total cost for Lighting Maintenance District No. 2
including Annexation No. 20 comprised of 4219 units is shown below:

SECTION 5. Assessment DIagram
Copies of the proposed Assessment Dtagrams are attached to this
report and labeled "Street Lighting Maintenance Otstrict No. 2",
Annexation No. 20. These dtagrams are hereby incorporated within the
text of this report.

SECTION 6. Assessment
Improvements for the District are found to be of general benefit to all
dwelling units within the District and that assessment shal] be equal for each
unit. Where there ts more than one dwelltng unit per lot or parcel of
assessable land, the assessment for each lot or parcel shall be proportional
to the ngnber of dwelling units per lot or parcel.
It is proposed that all future development sha]l be annexed to the
Dt strict.
SECTION 7. Order of Events
1. City Counct] adopts resolution instituting proceedings.
2. City Counctl adopts Resolution of Preliminary Approval of City Engtneer's
Report.
3. City Counctl adopts Resolution of Intention to annex a Dtstrlct and sets
pub1 tc hearing date.
4. Ctty Counct 1 conducts pub11c heart rig, const ders al I testimony and
determines to fore a District or abandon the proceedings.
5. Every year tn May, the Ctty Engtneer files a report with the City Council.
6. Every year in june, the Ctty Counctl conducts a public hearing and
approves, or modtftes and approves the individual assessments.
