A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCliO
CUCAMONGA ORDERING THE WORK IN CONNECTION WITH ANNEXATION
NO. 6 TO STREET LIGHTING MAINTENANCE DISTRICT NO. 3 AND
ACCEPTING THE FINAL ENGINEER' S REPORT FOR TRACT NOS. 13279
AND 13443 (VICTORIA)
WHEREAS, the City Council of the City of Rancho Cucamonga did on the
18th day of November, 1987, adopt its Resolution of Intention No. 87-630 to
order the therein described work in connection with Annexation No. 6 to Street
LiShtins Maintenance District No. 3, which Resolution of Intention No. 87-630
was duly and leaally published in the time, form and manner as required by law,
shown by the Affidavit of Publication of said Resolution of Intention on file
in the office of the City Clerk: and
WHEREAS, after the adoption thereof, notice of the passaSe of said
Resolution of Intention, headed "Notice of Improvement", was duly and leaally
posted in the time, form, manner, locations and number as required by law, as
appears from the Affidavit of Postins said notices, on file in the office of
the City Clerk= and
WHEREAS, after the adoption thereof, notices of the adoption of the
Resolution of Intention were duly mailed to all persons ownins real property
proposed to be assessed for the improvements described in said Resolution of
Intention No. 87-630 accordins to the names and addresses of such owners as the
same appears on the last mailins or as known to the City Clerk of the City of
Rancho CucamonSa. which said copies were duly mailed in the time, form, and
manner as required by law, as appears from the Affidavit of MailhS on file in
the office of the City ClerkI and
WHEREAS, said City Council hayins duly received considered evidence,
oral and documentary, concernins the jurisdiction facts in this proceedins and
concernins the necessity for the contemplated work and the benefits to be
derived therefrom and said City Council hayins now acquired jurisdiction to
order the proposed work.
SECTION 1: It is hereby resolved by the City Council of the City of
Rancho CucamonSa that the public interest and convenience requires the
annexation to the District and the orderins of the work, and said City Council
hereby orders that the work, as set forth and described in said Resolution of
Intention No. 87-630, be done and madel and
SECTION 2: The Report filed by the EnSineer is hereby finally
approved~ and
SECTION 3: The assessments and method of assessment in the EnSlneer's
Report are hereby approved.

SECTION 4: The assessments shall not begin until after 60 percent
of said tracts have been occupied.

Engineer's Report for
Street Lighting Maintenance District No, 3 (Victoria)
Annexation No, 6 for
Tract Nos. 13279 and 13443
SECTION 1. Authority for Report
This report is in compliance with the requirements of Article 4,
Chapter Z, Division 15 of the Streets and Highways Code, State of
California (Landscaping and Lighting Act of 1972).
SECTION 2. General Description
This City Council has elected to annex all new developments tnto
Street Lighting Maintenance District No. 3. The City Council has
determined that the street lights to be maintained will have an effect
upon all lots within satd developments as well as on the lots directly
abutting the street lights.
Work to be provided for with the assessments established by the
district are:
The furnishing of services and materials for the ordinary and
usual maintenance, operating and servicing of street light
improvements on major streets (arterial and certain collector
streets) as shown on the Lighting District Altas Map which is
on file with the City Engineer. Improvement maintenance is
considered of general benefit to all areas in the District and
cost shall be assessed on a per unit basis.
SECTION 3. Plans and Specifications
The plans and specifications for street lighting have been prepared
by the developers. The plans and street lights are as stipulated in the
conditions of approval for the development and as approved by the City
Engineering Division. Reference is hereby made to the subject tract map
or development Man and the assessment diagram for the exact location of
the street lighting areas. The plans and specifications for street
lighting improvement on the individual development is hereby made a part
of this report to the same extent as ff satd plans and specifics were
attached hereto.
Detatled maintenance activities on the street 11ghttng dtstrfct
include: the repair, removal or replacement of all or any part of
any improvement, providing for the illumination of the subject area.

SECTION 4. Estimated'Costs
No costs will be incurred for street lighting improvement
construction. All improvements will be constructed by developers. Based
on available data, ttts estimated that maintenance costs for assessment
purposes will be as indicated below. These costs are estimated only,
actual assessments will be based on actual cost data.
Street Ltghttng Iqatntenance DIstrict No. 3 has been demarcated into
two zones. Zone ! ts comprised of street light improvements on major
streets for residential improvements (single family,
condomfntums and apartments) throughout the City. Each dwelling unit
this zone wt}l be assessed as one assesmaent unit for the operation of
the District.
Zone 2 ts comprised of all industrial, co~rctal and institutional
projects throughout the City. It has been determined that one acre of
land tn industrial, commercial and institutional areas derives the same
benefit as two assessment units tn Zone 1.

SECTION 5. Assessment Diagram
Copfes of the proposed Assessment Diagrams are attached to this
report and labeled Street Ltghttng Maintenance District No. 3',
Annexation No. 6. These diagrams are hereby incorporated with1n the text
of this report.
SECTION 6. Assessment
Improvements for the District are found to be of genera] benefit to
all units within the District and that assessment shall be equal for each
untt. When units are based on acreage, assessment wtll be 2 units per
net acre.
SECTION 7. Order of Events
1. City Counct1 adopts Resolution of Preliminary Approval of City
Engtneer's Report.
2. Ctty Council adopts Resolution of Intention to annex a Dtstrtct and
sets public hearing date.
3. City Counctl conducts public hearing, considers all testimony and
determines to fom a District or abandon the proceedings.
4. Every year tn Nay, the City Engineer ffles a report with the Ctty
Councf1.
5. Every year fn June, the C(ty Council conducts a public hearing and
approves, or modifies and approves the tnd~v(dual assessments.
