A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCA~NGA, CALIFORNIA, ORDERING THE WORK IN CONNECTION
WITH ANNEXATION NO. 24 TO STREET LIGHTING MAINTENANCE
DISTRICT NO. 2 AND ACCEPTING THE FINAL ENGINEER' S REPORT
FOR TRACT NO. 12873
WHEREAS. the City Council of the City of Rancho Cucamonga did on the
18th day of November, 1987, adopt its Resolution of Intention No. 87-628 to
order the therein described work in connection with Annexation No. 24 to Street
Lighting Maintenance District No. 2, which Resolution of Intention No. 87-628
was duly and legally published in the time. form and manner as required by law.
shown by the Affidavit of Publication of said Resolution of Intention on file
in the office of the City Clerk; and
WHEREAS. after the adoption thereof. notice of the passage of said
Resolution of Intention. headed "Notice of Improvement", was duly and legally
posted in the time, form, manner, location. and number as required by law, as
appears from the Affidavit of Posting said notices. on file in the office of
the City Clerk; and
WHEREAS, after the adoption thereof° notices of the adoption of the
Resolution of Intention were duly mailed to all persons owning real property
proposed to be assessed for the improvements described in said Resolution of
Intention No. 87-628, according to the names and addresses of such owners as
the same appears on the last mailing or as known to the City Clerk of the City
of Rancho Cucamonga, which said copies were duly mailed in the time, form, and
manner as required by law, as appears from the Affidavit of Mailing on file in
the office of the City Clerk; and
WHEREAS, said City Council having duly received considered evidence.

concerning the necessity for the contemplated work and the benefits to be
derived therefrom and said City Council having now acquired jurisdiction to
order the proposed work.
SECTION 1: It is hereby resolved by the City Council of the City of
Rancho Cucamonga that the public interest and convenience requires the
annexation to the District and the ordering of the work. and said City Council
hereby orders that the work, as set forth and described in said Resolution of
Intention No. 87-628, be done and made; and
SECTION 2: The Report filed by the Engineer is hereby finally
approved; and
SECTION 3: The assessments and method of assessment in the Engineer's
Report are hereby approved.

SECTION 4: The assessments shall not begin until after 60 percent
of said tracts have been occupied.

Engtneer's Report for
Street Lighting Maintenance District No. 2
Annexation No. 24 for
Tract No. 12873
SECTION 1. Authority for Report
This report is in compliance with the requirements of Article 4,
Chapter 1, Division 15 of the Streets and Highways Code, State of
California (Landscaping and Lighting Act of 1972).
SECTION 2. General Description
This City Council has elected to annex all new develol~nts into
Street Lighting Maintenance District No. 2. The City Council has
determined that the street lights to be maintained will have an effect
upon all lots within said developments as well as on the lots directly
abutting the street lights.
Work to be provided for with the assessments established by the
district are:
The furnishing of services and materials for the ordinary and
usual maintenance, operating and servicing of street light
improvements on major streets (arterial and certain collector
streets) as shown on the Lighting District Altas Map which is
on file with the City Engineer. Improve~nt maintenance is
considered of general benefit to all areas in the District and
cost shall be assessed on a per unit basis.
SECTZON 3. Plans and Spectftcatfons
The plans and specifications for street lighting have been prepared
by the developers. The plans and street lights are as stipulated tn the
conditions of approval for the developeent and as approved by the City
Engineering Division. Reference is hereby made to the subject tract map
or development plan and the assessment diagram for the exact locatton of
the street lighting areas. The plans and specifications for street
lighttrig teproveeent on the individual developcent is hereby made a part
of this report to the same extent as if said plans and specifics were
attached hereto.
Oetatled maintenance activities on the street 11ghttng dlstrtct
tnclude: the repair, teeoval or replaceeent of all or any part of
any improvement, providing for the Illumination Of the subject area.

SECTXON 4. Estimated Costs
No costs will be incurred for street 11ghttng improvement
construction. All Improvements wtll be constructed by developers. Based
on available data, ttts estimated that maintenance costs for assessment
purposes will be as Indicated below. These costs are estimated only,
actual assessments wtll be based on actual cost data.
Street Ltghttng Iqalntenance D1strtct No. 2 has been deearcated into
two zones. Zone 1 is comprised of street light improvements on major
streets for restdentlal improvements (stngle faetly, eult1-faetly,
condoetntues and apartments) throughout the City. Each dwelling untt tn
this zone will be assessed as one assessment untt for the operation of
the District.
Zone 2 fs comprised of all ~ndustrtal, coemeerc~al and institutional
projects throughout the City. It has been determined that one acre of
land fn industrial, commercial and institutional areas derives the same
benefit as two assessment untts Jn Zone 1.

SECTION 5. Assesscent Diagram
Copies of the proposed Assessment Dtagraes are attached to this
report and labeled "Street Lighting Maintenance District No. 2",
Annexation No. 24. These diagram are hereby incorporated within the
text of this report.
SECTZON 6. Assessment
Zeproveeents for the District are found to be of general benefit to
all units within the District and that assessment shall be equal for each
unit. klhen units are based on acreage, assesseent wtll be 2 units per
net acre.
SECTZON 7. Order of Events
1. City Counctl adopts Resolution of Prelteinary Approval of City
Engtneer's Report.
2. City Counctl adopts Resolution of Zntentton to annex a Dtstrict and
sets publtc hearing date.
3. City Council conducts publtc hearing, considers all testteony and
determines to form a Dtstrict or abandon the proceedings.
4. Every year in le4y, the Ctty Engtneer files a report with the City
Counc11.
5. Every year tn June, the Ctty Counctl conducts a public heartrig and
approves, or eodtftes and approves the Individual assessments.
