A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANC~O
CUCAMONGA, CALIFORNIA, DENYING A REQUEST. TO AMEND THE LAND
USE ELEMENT OF THE GENERAL PLAN, AMENDMENT NO. 87-04B,
REQUESTING A CHANGE IN THE LAND USE DESIGNATION FROM
OFFICE TO NEIGHBORHOOD COMMERCIAL FOR 3.58 ACRES LOCATED
ON THE SOUTHWEST CORNER OF LOMITA COURT AND ARCHIBALD
AVENUE- APN: 202-151-33
A. Recitals.
(i) Weirick Properties has filed an application for the General Plan
Amendment No. 87-O4B as described in the title of this Resolution. Hereinafter
in this Resolution, the subject General Plan Amendment request is referred to
as "the application".
(ii) On Septenber 23, 1987, the PlanninE Commission of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the application,
and issued Resolution No. 87-169 recommending to the City Council that said
application be denied.
(iil) On October 21, 1987, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing on the application and
concluded said hearing on that date.
(iv) All legal prerequisites to the adoption of this Resolution have
occurred.
B. Resolution.
NOW, THEREFORE, IT IS HEREBY FOUND, DETERMINED AND RESOLVED by the
City Council of the City of Rancho Cucamonga as follows:
1. This Council hereby specifically finds that all of the facts set
forth in the Recitals, Part A, of this Resolution are true and
correct.
2. Based upon substantial evidence presented to this Council durinE
the above-referenced public hearing on October 21, 1987 including
written and oral staff reports, together with public testimony, this
Commission hereby specifically finds as follows:
(a) The application applies to property located at the southwest
corner of Loreira Court and Archibald Avenue with a street
frontaEe of 523 feet and lot depth of 298 feet and is presently
vacant; and

(b) The property to the north of the subject site is vacant; the
property to the south of that site consists of a neighborhood
commercial center; the property to the east is apartments and
neighborhood commercial center; and the property to the west is
senior housing.
3. Based upon the substantial evidence presented to this Council
during the above-referenced public hearing and upon the specific
findings of facts set forth in paragraph 1 and 2 above, this Council
hereby finds and concludes that the proposed amendment change is not
in conformance with the goals, objectives and policies of the General
Plan as follows:
(a) The Base Line/Archibald intersection is already saturated
with existing commercial centers at all four corners. To expand
the commercial designation, as proposed with this application,
beyond its existing limits would not be in the best interests of
the Community.
(b) There is a need in this locality for the provision of office
and support services to service the needs of adjacent residents.
The existing designation would maximize the site's potential to
provide for these office/professional service uses.
(c) The existing Office designation affords ample opportunity
for the provision of retail commercial uses to balance the
primary office intent of the site.
4. Based upon the findings and conclusions set forth in paragraph 1,
2 and 3 above, this Councll hereby resolves that pursuant to Section
65350 to 65362 of the Californla Government Code, that the City
Councll of the City of Rancho Cucamonga hereby denies on the 21st day
of October, 1987, General Plan Amendment No. 87-04B.
