A. Recitals.
(i) On April 6, 1981, the City of Rancho Cucamonga approved the
enaut~_nt of the General Plan through the adoption of Resolution No. 81-40.
(ii) On August 5, 1991, the City of Rancho Cucamonga filed an
application for General Plan Amendment No. 91-03, Subarea F, as described in
the title of this Resolution. Hereinafter in this Resolution, the subject
General Plan Amendment is referred to as "the application."
(iii) On October 9, 1991, the Planning C~,~,,ission of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the application
and following the conclusion of said public hearing, adopted Resolution No.
91-155 rec~,..~ding to the City Council that the application be approved.
(iv) On November 20, 1991, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing and concluded said hearing
prior to the adoption of this Resolution.
(v) All legal prerequisites prior to the adoption of this Resolution
B. Resolution.
NOW, THEREFORE, the city Council of the City of Rancho Cucamonga does
hereby find, determine, and resolve as follows:
1. ~nis Council hereby specifically finds that all of the facts set
forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Council during
the above-referenced public hearing on November 20, 1991, including written
and oral staff reports, together with public testimony, this Council hereby
specifically finds as follows:
(a) The application applies to 18 acres of land located on the
east side of Milliken Avenue between Victoria Park Lane and Kenyon Way and is
presently undeveloped. Said property is currently designated Medium Residen-
tial (8-14 dwelling units per acre); and

(b) ~ne property to the north of the subject site, is
designated Neighborhood Cc~m~ercial and is developed with a conm~rcial shopping
center under construction; the property to the south is designated Low-Medium
Residential (4-8 dwelling units per acre) and is developed with single family
residences; the properties to the east are designated Low-Medium Residential
(4-8 dwelling units per acre) and Park and are developed with single family
residences and the park site is vacant; and the property to the west is
designated Low-Medium Residential (4-8 dwelling units per acre) and is
developed with single family residences; and
(c) ~Tuis amendment conflicts with the Ta~d Use Policies of the
General Plan and will not provide for development, within the district, in a
manner consistent with the General Plan and with related development; and
(d) ~11is amendment does not promote the goals and objectives of
the Land Use Element; and
(e) The properties located in Subarea F of the application are
not suitable for the uses permitted in the proposed district;
(f) This amendment would not have a significant impact on the
environment nor on the surroundin~ properties as evidenced by the findings and
conclusions listed in Parts I and II of the Initial Study; and
3. This Council hereby finds that the project bm.~ been reviewed and
considered in c~,~liance with the California Environmental Quality Act of 1970
and, further, this Council hereby issues a Negative Declaration.
4. Based upon the findings and conclusions set forth in paragraphs
1, 2, and 3 above, this Council hereby resolves to deny General Plan Amendment
91-03, Subarea F, a request to amend the General Plan rand Use Map frc~ Medium
Residential (8-14 dwelling units per acre) to Low-Medium Residential (4-8
dwelling units per acre) for 18 acres of land located on the east side of
Milliken Avenue between Victoria Park Lane and Kenyon Way as shown in Exhibit
"a."
5. The City Clerk shall certify to the adoption of this Resolution.
