A. Recitals.
(i) On April 6, 1981, the City of Rancho Cucamonga approved the
enactment of the General Plan through the adoption of Resolution No. 81-40.
(ii) On August 5, 1991, the City of Rancho Cucamonga filed an
application for General Plan Amendment No. 91-03, Subarea A, as described in
the title of this Resolution. Hereinafter in this Resolution, the subject
General Plan Amendment is referred to as "the application."
(iii) On October 9, 1991, the Planning C~,~ssion of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the application
and following the conclusion of said public hearing, adopted Resolution
No. 91-151 reo~,u~~ to the City Council that the application be approved.
iv) On November 20, 1991, the city Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing and concluded said hearing
prior to the adoption of this Resolution.
(v) All legal prerequisites prior to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby find, determine, and resolve as follows:
1. ~ Council hereby specifically finds that all of the facts set
forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Council during
the above-referenced public hearing on November 20, 1991, including written
and oral staff reports, together with public testimony, this Council hereby
specifically finds as follc~s:
(a) The application applies to 10.0 acres of land located on
the northeast corner of Base Line Road and Milliken Avenue and is presently
undeveloped. Said property is currently designated Medium-High Residential
(14-24 dwelling units per acre); and

(b) The property to the north of the subject site is designated
Medium R~sidential (8-14 dwelling units per acre) and is undeveloped; the
property to the south is designated Neighborhood C~,,~_rcial and is developed
with a c~,~_rcial shopping center under construction; the property to the east
is designated Medium Residential (8-14 dwelling units per acre) and is
developed with single family residences; and the property to the west is
designated Park and is vacant; and
(c) ~o_is amendment conflicts with the Land Use Policies of the
General Plan and will not provide for development, within the district, in a
manner consistent with the General Plan and with related development; and
(d) This amendment does not promote the goals and objectives of
the Land Use Element; and
(e) The properties located in Subarea A of the application are
not suitm_ble for the uses permitted in the proposed district; and
(f) This amendment would not have a significant impact on the
environment nor on the surro~zzLin~ properties as evidenced by the findings and
conclusions listed in Parts I and II of the Initial Study; and
3. This Council hereby finds that the project has been reviewed and
considered in compliance with the California ~vironmental Quality Act of 1970
and, further, this Council hereby issues a Negative Declaration.
4. Based upon the findings and conclusions set forth in paragraphs
1, 2, and 3 above, this Council hereby resolves to deny General Plan Amendment
91-03, Subarea A, a request to amend the General Plan Land Use Map from
Me~__ium-High Residential (14-24 dwelling units per acre) to Medium Residential
(8-14 dwelling units per acre) for 10.0 acres of land located on the northeast
corner of Base L~ne Road and Milliken Avenue as shown in Exhibit "A."
5. The City Clerk shall certify to the adoption of this Resolution.
