CALL TO ORDER II The Rancho Cucamonga Fire Protection District held a closed session on Wednesday, June 16, 2004, in the Tapia Room of the Civic Center located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 5:30 p.m. by President William J. Alexander. Present were Boardmembers: Rex Gutierrez, Robert J. Howdyshell, Donald J. Kurth, M.D., Diane Williams and President William J. Alexander. Aisc present were: Jack Lam, City Manager; Pamela Easter, Deputy City Manager; James Markman, City Attorney; Larry Temple, Administrative Services Director; and George Rivera, Administrative Services Manager. B. ANNOUNCEMENT OF CLOSED SESSION ITEM(S) 61. LABOR NEGOTIATIONS PER GOVERNMENT CODE SECTION 54957.6 TO GIVE GEORGE RIVERA, ADMINISTRATIVE SERVICES MANAGER, PAMELA EASTER, DEPUTY CITY MANAGER, AND LARRY TEMPLE, ADMINISTRATIVE SERVICES DIRECTOR, DIRECTION IN REGARDS TO THE MEET AND CONFER PROCESS - FIRE. CONDUCT OF CLOSED SESSION Closed session began at 5:35 p.m. The closed session adjourned at 6:53 p.m. with no action taken. President William J. Alexander called the meeting to order at 7:09 p.m. Present were Boardmembers: Rex Gutierrez, Robert J. Howdyshell, Donald J. Kurth, M.D., Diane Williams and President William J. Alexander. Also present were: Jack Lam, City Manager; James Markman, City Attorney; Mike Nelson, Sr. RDA Analyst; Jim Frost, City Treasurer, Joe Kamrani, Sr. Information Systems Analyst; Sam Davis, Information Systems Specialist; Jon Gillespie, Traffic Engineer; Brad Buller, City Planner; Larry Henderson, Principal Planner; Donald Granger, Assistant Planner; Trang Huynh, Building Official; Kevin McArdle, Community Services Director; Dave Moore, Recreation Superintendent; Paula Pachon, Management Analyst III; Bill Pallotto, Recreation Supervisor; Ryan Samples, Recreation Coordinator; Deborah Clark, Library Director; Captain Pete Ortiz, Rancho Cucamonga Police Department; Peter Bryan, Fire Chief and Mike Bell, Acting Deputy Fire Chief, Rancho Cucamonga Fire Protection District; Duane Baker, Assistant to the City Manager; Kimberly Thomas, Management Analyst II; Kathy Scott, Deputy City Clerk; and Debra J. Adams, Assistant Secretary. B. ANNOUNCEMENTS/PRESENTATIONS No announcements/presentations were made. C. PUBLIC COMMUNICATIONS No communication was made from the public. D. CONSENT CALENDAR D1. Approval of Minutes: April 21,2004 (Kurth absent) May 19, 2004 (Kurth absent) D2. Approval to receive and file current Investment Schedule as of May 31,2004. D3. Approval of Mello-Roos CFD 85-1 Fund 282 Monthly Expenditure Report for May 2004, in the amount of $307,502.08. D5. Approval of Mello-Roos CFD 88-1 Fund 283 Net Monthly Expenditure Report for May 2004, in the amount of $130,604.33. D6. Approval of a Resolution updating the Fire District Representative(s) appointment to the Public Agency Self-Insurance System (PASIS) Board of Directors. RESOLUTION NO. FD 04-017 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, MAKING AN APPOINTMENT OF ITS REPRESENTATIVE(S) TO THE PUBLIC AGENCY SELF-INSURANCE SYSTEM BOARD OF DIRECTORS D7. Approval to proceed with the biennial review of the Fire District's Conflict of interest Code. MOTION: Moved by Howdyshell, seconded by Kurth to approve the recommendations in the staff reports contained within the Consent Calendar. Motion carried unanimously 5-0. II E. ADVERTISED PUBLIC HEARINGS I El. CONSIDERATION OF APPROVAL OF SECOND READING OF AN ORDINANCE CONTINUING THE ANNUAL SPECIAL TAX RATES FOR FISCAL YEAR 2004/05 IN MELLO ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 Debra J. Adams, Secretary, read the title of Ordinance No. FD 41. ORDINANCE NO. FD 41 (second reading) AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY, CALIFORNIA, AUTHORIZING THE LEVY OF THE SPECIAL TAX IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 2004/05 MOTION: Moved by Howdyshell, seconded by Williams to approve Ordinance No. FD 41.
