BY EAST AVENUE - APN: 227-131-05, AND MAKING FINDINGS IN
SUPPORT THSRSDF
A. P~citals.
(i) The City of Rancho Cucamonga has filed an application for
General Plan Amendment No. 91-02B as described in the title of this Resolu-
tion. Hereinafter in this Resolution, the subject General Plan Amendment is
referred to as "the application."
(ii) On August 28, 1991, the Planning C~L~,,~ssion of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the application
and reoc~m~_nded approval for the west portion and denial for the east portion
by adoption of Resolution No. 91-65A.
(iii) On November 20, 1991, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing on application.
(iv) Ail legal prerequisites prior to the adoption of this ~solu-
tion have occurred.
B. Resolution.
NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby find, determine and resolve as follows:
1. This Council hereby specifically finds that all of the facts set
forth in the Recitals, Part A, of this Rmsolution are true and correct.
2. Based upon substantial evidenoe presented to this Council during
the above-referenced public hearing on November 20, 1991, including written
and oral staff reports, together with public testimony, this Council hereby
specifically finds as follows:

(a) Subarea 8 of the application applies to approximately 20.34
acres of land bordered on the north by the Southern Pacific Railway, on the
east by the Ontario (I-15) Freeway, on the south by existing office designated
land and the Ontario (I-15) Freeway, and on the west by existing Low Medium
Residential designated land and divided in a north-south direction by East
Avenue as ~ on Exhibit "A", and is presently underdeveloped with two
single family residences. Said properties are currently designated as Medium
Residential (8-14 dwelling unite per acre); and
(b) ~ne property to the north of the subject site is designated
Low Medium Residential and is vacant. The property to the west is designated
freeway and is developed with the Ontario (I-15) Freeway. The property to the
east is designated Low Medium Residential and is vacant. The property to the
south is designated Office and is vacant.
(c) ~%is amendment does not conflict with the Land Use Policies
of the General Plan and will provide for development, within the district, in
a manner consistent with the General Plan and with related development, but
land use incompatibilities may result on the east portion of Subarea 8 because
the east area is adjacent to significant transportation facilities; and
(d) This amendment does promote the goals and objectives of the

mental to the adjacent properties and would not have a significant impact on
the environment nor on the surrounding properties, but land use
inccm~atibilities my result for the east portion of Subarea 8.
3. Based upon the substantial evidence presented to this Council
during the above-referenced public hearing and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Council hereby finds and
concludes as follows:
(a) That the properties located in the west portion of Subarea
8 of the application are suitable for the uses permitted in the proposed
district and are compatible with existing and surrounding land use designa-
tions as evidenced by the site's being bordered on the north and west by the
same land use designatic~ and that the properties in the east portion are not
suitable for the uses permitted in the proposed district because the
triangular site is bordered on three sides by significant transportation
facilities; and
(b) That the proposed amendment would not have significant
impacts on the environment nor on the ~urrour~ing properties as evidenced by
the findings and conclusions listed in Parts I and II of the Initial Environ-
mental Study and that the proposed designation for the west portion of Subarea
8 would reduce the intensity of future residential development on the subject

(c) That the proposed amendment is in conformance with the
General Plan by promoting the retention of Etiwanda's rural atmosphere through
reduced residential densities.
4. This Council hereby finds that the project has been reviewed and
considered in o~liance with the California Environmental Quality ~t of 1970
and, further, this Council hereby authorizes the issuance of a Negative
Declaration.
5. Based upon the findings and conclusions set forth in paragraphs
1, 2, 3, and 4 above, this Council hereby resolves that on the 20th day of
November, 1991, the City Council of the city of Rancho Cucamonga approves
General Plan Amendment No. 91-02B, west portion of Subarea 8, amending the
General Plan Land Use Map fr~m Med~ium Residential (8-14 dwelling units per
acre) to Low-Medium Residential (4-8 dwelling units per acre) for approxi-
mately 10.00 acres of land and denies the land use change for the east portion
of Subarea 8, as shown on Exhibit "A."
6. The City Clerk shall certify to the adoption of this Resolution.
