A RESOLUTION OF THE CITY GOUNCIL OF THE CITY OF RANCF~

90-03A, TO REVISE AND UPDATE THE HOUSING k~.~gT IN
AOCORDANCE WITH ARTI~.F. 10.6 OF THE CALI~ ~
CODE, AND ISSL~UNCE OF A NfF~TIVE D~CIARATION, AND MAKING
FIND/]gGS IN SUPPORT THfR~OF
A. Recitals.
(i) The City of Rancho Cucamonga b~.~ filed an application for
General Plan Amendment No. 90-03A as ____~gscribed in the title of this
Resolution. Hereinafter in this Resolution, the subject General Plan
~ is referred to as "the application."
(ii) On F~-b~ry 27, and continued to March 13, and March 27, 1991,
the Planning C~Lu,,~ssion of the City of Rancho Cucamonga conducted duly noticed
public hearings on the application and rec~,mended adoption of the Revised
Housing Element and issuance of a Negative Declaration by its adoption of
Resolution No. 91-28.
(iii)' On April 17, 1991, the City Council of the City of Rancho
Cucamonga conducted duly noticed public hearing on the application.
(iv) All legal prerequisites prior to the adoption of this
Resolution have occurred.
B. Resolution.
NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby find, determine, and resolve as follows:
1. ~nis Council hereby specifically finds that all of the facts set
forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Council during
the above-referenced public hearing on April 17, 1991, including written and
oral staff re~, together with public testimony, this Council hereby
specifically finds as follows:
(a) The proposed revision and amendment of the Housing Element
will not have a significant impact on the environment as evidenced by the
conclusions and findings of the Initial Study Part II; and
(b) The proposed Housing Element Amendment is in substantial
conformanoe with the provisions of Article 10.6 of the California Gove~-~,~t
Code as evidenced by the revisions made to the document at the request of the
State Department of Housing and O~,uL~nity Development; and

(c) The proposed Housing Element is consistent with the other
elements of the General Plan as provided thrc~ the organization and
construction of the General Plan into super el~nents in which the goal,
objectives, and policies contained in these elements are interrelated and
dependent upon one another, and as a result of the recent technical update to
the General Plan adopted January 4, 1989; and
(d) The proposed ~ furthers the attainment of the
City's overall housing goal through the development and implementation of the
five-year action program and quantified objectives which promote the preserva-
tion, maintenance, and development of housing opportunities for all economic
segments of the ccnmunity.
3. Based upon the substantial evidence presented to this Council
during the above-referenced public hearings and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Council hereby finds and
concludes as follows:
(a) That the proposed Housing Element Amendment is in
conformance with the General Plan.
(b) That the proposed Housing El~nent Amendment will not have
significant impacts on the environment.
(c) That the proposed Housing Element Amendment is in
substantial compliance with the provisions of Article 10.6 of the California
Gove~..~_nt Code.
4. (a) The City Council specifically finds and determines that a
Negative Declaration for this project barn been prepared in cc~pliance with the
California Envirorm~ntal Quality Act of 1970 as amended and the guidelines
based upon the findings set forth in Sections 1, 2, and 3, that no significant
adverse environmental effects will occur.
(b) The City Council finds that the facts supportir~ the above-
specified findings are contained in the Negative Declaration, the Planning
Ommmission rec~m~.zzlation, the Staff Report and ex~ihits, and the information
Council hereby recc,,,Lends issuance of a Negative Declaration.
5. Based upon the f~ and conclusions set forth in paragraphs
1, 2, 3, and 4 above, this Council hereby resolves that pursuant to Section
65850 to 65855 of the California Gove~aL~nt Code, the City Oouncil of the City
of Rancho Cucamonga hereby recu,u, ends approval on the 17th day of April 1991
of General Plan Amendment No. 90-03A.
