A. Recitals.
(i) The Rancho Cucamonga City Oouncil requested in 1989 that th~
City staff begin to research and re~x~rt periodically to this Council on the
status of residential develc~ within the Community.
(ii) At regularly sdleduled ~leet~ of May 17, 1989, Au~3ust 2,
1989, June 20, 1990 and special public workshops on August 9, 1990 and January
31, 1991, the City Oouncil reviewed City staff's analysis of the potential
future residential develogment based on current vacant uncc~m~,~tted residential
acreages and allowable unit densities and received public testimony on the
matter o
(iii) Members of the City Council toured various multi-family
complexes in the City prior to the January 31, 1991 workshop to determine the
effectiveness of existing land use and design standards in improving the
quality of the c~,munity's housing stock.
B. Resolution.
NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby find, determine and resolve as follows:
1. This Council specifically finds that all of the facts set forth
in the Recitals, Part "A", of this Resolution are true and correct.
2. Based upon su~etantial information presented to this Council at
the above-referenoed public meetings, and tours incl~ir~ written and oral
staff reports, together with public testimony, this Council hereby
specifically finds as follows:
(a) That the c~L,~unity's citizens have voiced concerns over tb~
increasing development of n~ltiple family units and decreasing numbers of
single family unit develc~ which is gradually c~ing the ccm~u%ity, s
residential character and resulting in significant increases in vehicle
traffic volumes, increased demands on City services, and over~ in local
(b) That City Council members have voiced concern over the
quality of design and level of mintenance on various multi-family projects
throu~ the City which can negatively affect the general quality of the

(c) ~nat the future level of multiple family unit development
can be expected to increase significantly based upon the amount of a~ailable
vacant urlc~ttatti~ multiple family land in the City.
(d) That such increased development of residential units can
only intensify the probl~ associated with the items of concern listed in
paragraph B.2(a) of this Resoluti~.
(e) That a decrease in the residential units anticipated at
build-out in the c~%~t~tity will help to lessen the negative effects of those
items listed in paragraph B.2(a) of this Resolution.
(f) ~nat decreasing the amount of vacant unc~mt.~tted multiple
family land by changing its use designation to single family land will result
in fewer total anticipated units.
(g) That decreasing the total build-out residential unit count
will not necessarily hinder the City's housir~ programs which allocate funds
for development and i~0rov~me~t of new and existing housing stock.
(h) That some existing residential land my be better suited
for non-residential purposes based upon existin~ General Plan policies and
generally accepted land use principals.
(i) ~hat improv~t~nts in the City's development, design, and
property maintenance standards can have a positive impact by ensuring that
future multi-family units will enhance the general quality of the housing
stock.
3. Based upon the substantial evidence presented to the Council
during the public meeting and upon specific facts set forth in paragraphs 1
and 2 above, this Council finds and concludes as follows:
(a) That this Council determines that a reduction in the
anticipated total housing unit oount will lessen the neqative effects frc~
residential growth in the c~,~3ity; and
(b) That multiple family land provides a significantly larger
amount of residential units per acre than single family land; and
(c) That a reduction in vacant multiple family acreage would
provide the most effective method to reduce the total residential unit count
at build-out; and
(d) That this Council directs the Planning C~mdssion to
develop rec~t~endations to reduce the c~t,,~nity's amount and density of vacant
multiple family land thro~ the City's formal amendment prooess for the
General Plan, Development District Map, Etiwanda Specific Plan, Foothill
Specific Plan, and the areas north of and adjacent to Baseline Road within the
Victoria Planned C~m,~nity to ensure, at the City's b~ild-cut, a 32 to 35

percent rm/ltiple family unit ratio when ccml~ared with all other housing unit
types. It is this Council's preferenoe that multi-family develc~ment be
limited to a goal of 32 percent of the total units at build-cut. As a goal,
the Council recognizes that rezoning decisions based upon generally accepted
land use planning principals may result in a ratio up to 35 percent; and
(e) That in the amendment process, the Plann/ng Oa~,~dssion will
investigate all vacant unc~Lm,~tted multiple family land for potential land use
change to less dense multiple family designations, single family designations,
and other non-residential designations which may be appropriate on a site by
site basis; and
(f) That the Planning Ommdssion shall develop rec~~tions
to upgrade the City's develo~ and design standards to ensure high quality
of future m/ltl-family projects.
(g) That the Planning C~,m,~ssion shall develop rec~m~er~mtions
to upgrade the prope~ mintenance standards to ensure the long term quality
of existing and future multi-family develoFl~ents.
(h) Tne the Planning C~,,~ssion shall develop rec~=~er~mtions
on a program for phasing multi-family develoF~ent until anticipated build-out
and thereby help lessen the negative effects of those items listed in
paragraph B.2(a) of this Resolution.
(i) ~ne the City Council determines prcm~t enactment of the
aforementioned goals and amendments to the residential development process is
essential in assuring existing and future multi-family developments prc~ote
4. The City Clerk shall certify to the adoption of this Resolution.
