I A special meeting of the Rancho Cucamonga Fire Protection District was held on Thursday, June 16, 2005, in the Council Chambers of the Civic Center located at 10500 Civic Center Drive, Rancho Cucamonga, California. President William J. Alexander called the meeting to order at 5:11 p.m. Present were Boardmembers: Rex Gutierrez, L. Dennis Michael, Diane Williams and President William J. Alexander. Aisc present were: Jack Lam, City Manager; Pamela Easter, Deputy City Manager; Linda D. Daniels, Redevelopment Director; Mike Nelson, Sr. RDA Analyst; Joe O'Neil, City Engineer; Robert Lemon, Management Analyst II; Erica Darplee, Management Analyst I; Brad Buller, City Planner; Trang Huynh, Building Official; James C. Frost, City Treasurer; Larry Temple, Administrative Services Director; Tamara Layne, Finance Officer; Helen Leeds, Sr. Accountant; Ingrid Bruce, GIS/Special Districts Manager; Kevin McArdle, Community Services Director; Dave Moore, Recreation Superintendent; Paula Pachon, Management Analyst III; Deborah Clark, Library Director; Robert Karatsu, Library Services Manager; Michelle Perera, Reference Services Coordinator; Captain Pete Ortiz, Rancho Cucamonga Police Department; Chief Peter Bryan, Rancho Cucamonga Fire Protection District; Pam Pane, Management Analyst II; Kathy Scott, Deputy City Clerk; and Debra J. APPROVAL OF A RESOLUTION TO REAFFIRM THE LEVEL OF FISCAL RESERVES FOR THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT RESOLUTION NO. FD 05-036 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARD[NO COUNTY, CALIFORNIA, REAFFIRMING THE LEVEL OF FISCAL RESERVES FOR THE RANCHO CUGAMONGA FIRE PROTECTION DISTRICT Special Fire Protection District Minutes June 16, 2005 Page 2 MOTION: Moved by Gutierrez, seconded by Michael to approve the staff recommendations in the staff reports contained within the Consent Calendar. Motion carried unanimously 4-0-1 (Spagnolo absent). D1. CONSIDERATION TO ADOPT THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT GENERAL FUND PRELIMINARY BUDGET IN THE AMOUNT OF $14,779,120 FOR FISCAL YEAR 2005/2006 AND SET FINAL APPROVAL OF FINAL BUDGET FOR July 20, 2005 A staff report was presented by Jack Lam, City Manager. President Alexander opened the meeting for public hearing. There being no response, the public hearing was closed. MOTION: Moved by Michael, seconded by Williams to approve staff's recommendation. Motion carried unanimously 4-0-1 (Spagnolo absent). D2. CONSIDERATION TO ADOPT THE FISCAL YEAR 2005/2006 GENERAL FUND ARTICLE XIII-B APPROPRIATIONS LIMIT IN THE AMOUNT OF $16,319,184 A staff report was presented by Jack Lam, City Manager. President Alexander opened the meeting for public hearing. There being no response, the public hearing was closed. RESOLUTION NO. FD 05-037 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY, CALIFORNIA, ADOPTING A GENERAL FUND APPROPRIATIONS LIMIT FOR FISCAL YEAR 2005/2006 PURSUANT TO ARTICLE XlII-B OF THE CALIFORNIA CONSTITUTION MOTION: Moved by Michael, seconded by Gutierrez to approve Resolution No. FD 05-037. Motion carried unanimously 4-0-1 (Spagnolo absent). D3. CONSIDERATION OF APPROVAL OF RESOLUTIONS ADOPTING A BUDGET IN THE AMOUNT OF $4,648,050, ESTABLISHING AN APPROPRIATIONS LIMIT IN THE AMOUNT OF $8,512,053, AND ESTABLISHING THE MAXIMUM SPECIAL TAX THAT COULD BE LEVIED IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 2005/2006 A staff report was presented by Jack Lam, City Manager. FD 05-038 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY, CALIFORNIA, APPROVING AND ADOPTING A BUDGET FOR MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 2005/2006 RESOLUTION NO. FD 05-039 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY, CALIFORNIA, ADOPTING AN APPROPRIATIONS LIMIT FOR MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 2005/2006 PURSUANT TO ARTICLE XIIIB OF THE CALIFORNIA CONSTITUTION RESOLUTION NO. FD 05-040 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY, CALIFORNIA, ESTABLISHING THE MAXIMUM SPECIAL TAX WHICH COULD BE LEVIED IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 2005/2006 MOTION: Moved by Gutierrez, seconded by Williams to approve Resolution Nos. FD 05-038, 05-039 and 05-040. Motion carried unanimously 4-0-1 (Spagnolo absent). D4. CONSIDERATION OF APPROVAL OF RESOLUTIONS ADOPTING A BUDGET IN THE AMOUNT OF $1,967,920 AND APPROVING THE APPROPRIATIONS LIMIT IN THE AMOUNT OF $1,531,421 FOR FISCAL YEAR 2005/2006 IN COMMUNITY FACILITIES DISTRICT NO. 88-1 A staff report was presented by Jack Lam, City Manager. President Alexander opened the meeting for public hearing. There being no response, the public hearing was closed. RESOLUTION NO. FD 05-041 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY, CALIFORNIA, APPROVING AND ADOPTING A BUDGET FOR COMMUNITY FACILITIES DISTRICT NO. 88-1 FOR FISCAL YEAR 2005/2006 RESOLUTION NO. FD 05-042 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY, CALIFORNIA, APPROVING APPROPRIATIONS LIMIT FOR COMMUNITY FACILITIES DISTRICT NO. 88-1 FOR FISCAL YEAR 2005/2006 MOTION: Moved by Michael, seconded by Williams to approve Resolution Nos. FD 05-041 and FD 05- 042. Motion carried unanimously 4-0-1 (Spagnolo absent).
