CALL TO ORDER II A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, December 21, 2005, in the Council Chambers of the Civic Center located at 10500 Civic Center Drive, Rancho Cucamonga, California. President William J. Alexander called the meeting to order at 7:09 p.m. Present were Boardmembers: Rex Gutierrez, L. Dennis Michael, Sam Spagnolo, Diane Williams and President William J. Alexander. Also present were: Jack Lam, City Manager; James Markman, City Attorney; James C. Frost, City Treasurer; Sid Siphomsay, Information Systems Analyst; Mike Toy, Information Systems Specialist; Joe O'Neii, City Engineer; Dan Coleman, Acting City Planner; Trang Huynh, Building Official; Kevin McArdle, Community Services Director; Dave Moore, Community Services Superintendent; Francie Palmer, Marketing Manager; Paula Pachon, Management Analyst III; Ryan Samples, Community Services Supervisor; Deborah Clark, Library Director; Captain Pete Ortiz, Rancho Cucamonga Police Department; Chief Peter Bryan, Rancho Cucamonga Fire Protection District; Kathy Scott, Deputy City Clerk; and Debra J. Approval of Check Register dated 11/09/05 through 12/13/05, for the total amount of $177,607.91. D3. Approval to receive and file current Investment Schedule as of November 30, 2005. D4. Approval to appropriate $10,000.00 for technical revisions to the engineered drawings and potential permit fees relative to the Fuel Tank Closures for Fire Stations Nos. 171, 172, 174 & 175, to be funded from Fire Reserves Fund Balance to Acct. No. 3281511-5603 ($2,500.00), Acct. No. 3281512-5603 ($2,500.00), Acct. No. 3281514-5603 ($2,500.00), Accl. No. 3281515-5603 ($2,500.00). D6. Approval to appropriate $39,930.30 to provide for soils investigation and assessment of a fuel leak found under dispensers at Station 174, to be funded from Fire Reserve Fund Balance to Acct. No. 3281514-5603, and authorize the additional award to Frey Environmental, Contract No. FD 05-006, in the amount of $39,930.30. D7. Approval of a Resolution declaring results of a Special Election in Community Facilities District No. 85-1, Annexation No. 05-11 (DPDG Fund VIII, LLC - TT17435). RESOLUTION NO. FD 05-078 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, DECLARING THE RESULTS OF A SPECIAL ELECTION IN COMMUNITY FACILITIES DISTRICT NO. 85-1, ANNEXATION NO. 05-11 D8. Approval of a Resolution declaring results of a Special Election in Community Facilities District No. 85-1, Annexation No. 05-12 (HL Homes Corporation - TT16908) RESOLUTION NO. FD 05-079 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, DECLARING THE RESULTS OF A SPECIAL ELECTION IN COMMUNITY FACILITIES DISTRICT NO. 85-1, ANNEXATION NO. 05-12 D9. Approval to adopt a boundary map showing Parcel 0208-331-30 (Dr. Mojabe) generally located on the south side of Foothill Blvd., east of Hermosa Avenue, to be annexed into CFD No. 85-1. RESOLUTION NO. FD 05-080 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF COMMUNITY FACILITIES DISTRICT NO. 85-1, ADOPTING A BOUNDARY MAP (ANNEXATION NO. 05-13) SHOWING PROPERTY TO BE ANNEXED TO COMMUNITY FACILITIES DISTRICT NO. 85-1 D10. Approval to adopt a Resolution of Intention to Annex Territory referred to as Annexation No. 05-13 (Parcel 0208-331-30) generally located on the south side of Foothill Blvd., east of Hermosa Avenue into Community Facilities District No. 85-1, specifying facilities and services provided, to set and specify the special taxes to be levied within the annexation and set a time and place for a public hearing related to the annexation. FD 05-081 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF COMMUNITY FACILITIES DISTRICT NO. 85-1, DECLARING ITS INTENTION TO AUTHORIZE THE ANNEXATION OF TERRITORY (ANNEXATION NO. 05-13) TO COMMUNITY FACILITIES DISTRICT NO. 85-1 MOTION: Moved by Williams, seconded by Michael to approve the staff recommendations in the staff reports contained within the Consent Calendar.
