CALL TO ORDER A special meeting of the Rancho Cucamonga City Council was held on Monday, February 27, 2006, in the Council Chambers at City Hall located at 10500 Civic Center Drive, Rancho Cucamonga, California. Mayor William J. Alexander called the meeting to order at 5:00 p.m. Present were Councilmembers: Rex Gutierrez (arrived at 5:02 p.m.); L. Dennis Michael, Sam Spagnolo, Diane Williams, and Mayor William J. Alexander. Also present were: Jack Lam, City Manager; Pamela Easter, Deputy City Manager; Kimberly Thomas, Management Analyst III; Sam Davis, Sr. Information Systems Specialist; Kathy Scott, Deputy City Clerk; and Debra J. Adams, City Clerk. * * * * * * B. PUBLIC COMMUNICATIONS 81. Kelly Healig thought there was going to be a subcommittee meeting instead of such a formal setting as this special meeting, so the public would have the opportunity to discuss issues and concerns they have regarding the animal shelter. Mayor Alexander stated this would be addressed later on. * * * * * * C. ITEM(S) OF BUSINESS C1. RANCHO CUCAMONGA ANIMAL CARE AND SERVICES PROGRAM RECOMMENDED POICIES AND PROCEDURES (TRANSITION - PHASE III) Presentation by Nathan Winograd, No Kill Solutions Pamela Easter, Deputy City Manager, stated Nathan Winograd, No Kill Solutions, would be presenting his Phase III report tonight. She stated In March they will bring back Phase IV, which will be addressing the steps and programs toward a No Kill Shelter. She stated staff is working on the construction of the Council approved shelter improvements, so there will be activity at the shelter this week. She stated they will be relocating the County staff into modular units because of the work being done inside the shelter. She stated the construction will take approximately two months, but that the shelter will remain open during this period. She stated they are trying to develop the various programs relating to the City's shelter, including donation opportunities, volunteer opportunities and many more. She stated Pet Scoop will provide updates to the community about what is going on. She stated in the Grapevine it is advertised that the City is looking for volunteers to help out at the City shelter. She stated they are in the process of hiring staff and are purchasing a lot of equipment to also be used at the shelter. They are adopting policies and procedures that will be used at the shelter, and many other programs are being worked on so the shelter will be operational the first part of May, and field services operationai for July 1 ". Special City Council Meeting Minutes February 27,2006 Page 2 Jack Lam, City Manager, ~tated there is an incredible amount of work that staff is doing to get things ready in time. Mayor Alexander stated he has concerns about the field services not opening until July 1 ,t He stated he wished this could all be done at the same time. Councilmember Gutierrez stated he understood there will be automatic front doors at the shelter and stated he is afraid that some of the animals that are brought in might get away because of this. Pamela Easter, Deputy City Manager, stated the front door is like this because of ADA requirements. She stated the kennel area will not have the automatic doors. Counciimember Michael asked about the fees to be adopted. Pamela Easter, Deputy City Manager, stated the County fees have already been adopted, but that if there are any changes that need to be made, staff will bring these back at a later date. Nathan Winograd, No Kill Solutions, gave a power point presentation, which is on file in the City Clerk's office. Councilmember Williams asked if a dog gets loose more than twice and is picked up by animal control services, what are the consequences to the owner. Nathan Winograd, No Kill Solutions, stated he felt the staff should work with the community. He stated possibly the 2"d time a citation would be given to the owner. Councilmember Williams felt the micro-chipping would be very important to help loose dogs get back to their owners. Nathan Winograd, No Kill Solutions, felt the winter months is a good time for the animal control officers to provide community education to the public. Councilmember Spagnolo felt it was a refreshing approach to animal care, and he is looking forward to it. Councilmember Gutierrez thanked Mr. Winograd for his work. He asked him if he has done any research on the declining health of an animal that is locked in a cage for lengthy periods of time. Nathan Winograd, No Kill Solutions, stated his experience has been 30 - 60 days. He added the new shelter would provide the opportunity for exercising the dogs and this should not be a problem. Mayor Alexander asked him if all of his recommended policies and procedures are "cookie cutter." Nathan Winograd, No Kill Solutions, stated no that he has created policies and procedures for Rancho Cucamonga. Councilmember Williams asked if the shelter management software would be able to be accessed at other City off-site facilities. Nathan Winograd, No Kill Solutions, stated yes. ADJOURNMENT II MOTION: Moved by Spagnolo, seconded by Gutierrez to adjourn. Motion carried unanimously 5-0.
