A. CALL TO ORDER
A special meeting of the Rancho Cucamonga City Council was held on Wednesday, May 3, 2006, in the
Trl Communities Room of the Civic Center located at 10500 Civic Center Drive, Rancho Cucamonga,
California. Mayor William J. Alexander called the meeting to order at 4:05 p.m.
Present were Councilmembers: Rex Gutierrez, L. Dennis Michael, Sam Spagnolo, Diane Williams and
Mayor William J. Alexander.
Also present were: Jack Lam, City Manager; James Markman, City Attorney; Linda D. Daniels,
Redevelopment Director; Jan Reynolds, RDA Analyst; Dan Coleman, Acting City Planner; Larry
Henderson, Principal Planner; and Debra J. Adams, City Clerk

C1. DISCUSSION OF A PRESENTATION BY THE J. FILIPPI VINTAGE COMPANY OF THE
PROPOSED MASTER PLAN FOR THE PROPERTY LOCATED AT 12467 BASE L1LNE ROAD
Linda D. Daniels, Redevelopment Director, introduced Pete Pitassi and Gino Filippi who wanted to meet
with the City Council to present their master plan for the property listed above.
Pete Pitassi, architect, presented the revised master plan and revised artist live/work loft concept that was
referred to in the letter dated May 3, 2006 from Joseph Filippi Winery, which is on file in the City Clerk's
office. He stated there is one building that was supposed to be an office use, but has been changed to
restaurant use. He stated they have aiso revised one of the barrel areas to be a 4500 foot building with a
space between the two buildings. He stated there are still 30 artist live/work iofts as previously
discussed. He continued to explain the design for the live/work lofts stating they would be 1800 square
feet with 700 square feet of working space and 1100 square feet of living space. He continued providing
more details about the master plan.
Gino Filippi, owner of the property, also presented information about the project from the boards on
display. He stated they will have a chef in the winery that will share his/her recipes with the public. He
talked about the art gallery that would also be included. He felt food and art would be a very important
component of this project. He felt it would be a good neighbor to Henry's Market.
Pete Pitassi referred to page 3 of the May 3'" letter to link the winery and the restaurants. He also
mentioned the artists that have already had contact with him.
Councilmember Michael asked about the restaurants.

Pete Pitassi, architect, stated the restaurant has been taken out of the winery and they have created a •
pad with a courtyard off of it for a restaurant He added there are two other restaurants as part of the
master plan
Gino Filippi, owner, stated there is interest for a crapery with a wine and cheese bar by the owners of
Provencal from Upland
Counalmember Williams stated that is something we don't have She felt the Base Line corridor needs
some restaurants
Both Councilmembers Williams and Michael stated they like this concept better than the office concept
More discussion occurred about the danger of turning left onto Base Line from the winery
Mayor Alexander asked if this would be going to the Planning Commission He felt they should do
something with the parking area
Councilmember Michael asked about the picnic area
Pete Pitassi, architect, stated there are pedestrian areas that will lead to a picnic area
Mayor Alexander asked about Joey Filippi's antique equipment
Pete Pitassi, architect, stated it would be stored in the building
Larry Henderson, Principal Planner, talked about the procedures they would have to go through in the
Planning Department to get approval •
Pete Pitassi, architect, stated with the Council's approval, they will go back and work on the Development
Agreement, design review and then the Planning Commission processes
Larry Henderson, Principal Planner, stated they would work on a phasing plan
Linda D Daniels, Redevelopment Director, stated they would make sure in the Development Agreement
that winery and winery related activities are part of this and be successful She stated it should also be
considered that if the artisan concept does not work years from now this might be changed to affordable
housing
Councilmember Williams asked about time prolecuons
Pete Pitassi, architect, stated their goal is to get this to the Planning Department and get a phasing
schedule developed He hoped they would be through the entitlement process by late summer
D. ADJOURNMENT
MOTION Moved by Michael, seconded by Gutierrez to adjourn Motion carried unanimously 5-0 The
meeting adjourned at 4 33 p m
