CALL TO ORDER A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, May 17, 2006, in the Council Chambers of the Civic Center located at 10500 Civic Center Drive, Rancho Cucamonga, California. President William J. Alexander called the meeting to order at 7:05 p.m. Present were Boardmembers: Rex Gutierrez, Sam Spagnolo, Diane Williams and President William J. Alexander. Absent was Boardmember: L. Dennis Michael Also present were: Jack Lam, City Manager; D. Craig Fox, Deputy City Attorney; Linda D. Daniels, Redevelopment Director; Larry Temple, Administrative Services Director; Dawn Haddon, Purchasing Manager; Manuel Pilonieta, Information Systems Manager; Joe Kamrani, Sr. Information Systems Analyst; Joe O'Neil, City Engineer; Robert Lemon, Management Analyst II; Maria Perez, Associate Engineer; Neil Plummer, Maintenance Coordinator; Dan Coleman, Acting City Planner; Nettie Nielsen, Community Services Superintendent; Francie Palmer, Marketing Manager; Paula Pachon, Management Analyst III; Chief Peter Bryan, Rancho Cucamonga Fire Protection District; Shirr'l Griffin, Office Specialist II - City Clerk's Office; and Kathryn L. Scott, Deputy City Clerk. ****** II II B. ANNOUNCEMENTS/PRESENTATIONS No announcements/presentations were made. ****** II C. PUBLIC COMMUNICATIONS II C1. John Lyons asked that information regarding the future of the Sheriff's Office be put on a future agenda. He said everybody has been taken care of-senior citizens, animal control and fire department-and now he is concerned that the Sherriff's Department will be taken care of. He felt we need to make sure we're not spending money on the wrong things, as it looks like we're going into a recession. He reminded everybody that we are an after Proposition 13 City and said the City should look closely at what we're spending and how we are spending it. He said he doesn't agree with the way we are pushing fire prevention; he would rather the engine company do the fire prevention inspections. He said he would like to see the self-inspection program continue. He said he likes the squad program and thinks we ought to be pushing for first aid, medical response and fire response. ****** Fire Protection District Minutes May 17, 2006 Page 2 D. D3. Approval to receive and file current Investment Schedule as of April 30, 2006. D4. Approval of Amended Fiscal Year 2005/06 appropriations. D5. Approval to renew the existing agreement with MuniFinancial (a Willdan Company) in the amount of $14,650.00 for contract engineering services to update the County Assessor's tax rolls for tax year 2006/07 within Community Facilities District No. 85-1. D6. Approval of amendment to the Fire District's Salary Resolution (FD 04-030) to include the new classification for Fire Marshal. D7. Approval to renew the Fire and Emergency Dispatch Services Agreement between the City of Ontario (CO 06-009) and the Rancho Cucamonga Fire Protection District for the provision of emergency dispatching and communication services. D8. Approval to adopt a boundary map showing property within SUBTT16971 (Crestwood Corporation), located on the east side of Hellman Avenue, south of 6th Street, to be annexed into CFD No. 85-1. RESOLUTION NO. FD 06-016 . A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF COMMUNITY FACILITIES DISTRICT NO. 85-1, ADOPTING A BOUNDARY MAP (ANNEXATION NO. 06-1) SHOWING PROPERTY TO BE ANNEXED TO COMMUNITY FACILITIES DISTRICT NO. 85-1 D9. Approval to adopt a Resolution of Intention to Annex Territory referred to as Annexation No. 06-1 (SUBTT16971; Crestwood Corporation), into Community Facilities District No. 85-1, specifying facilities and services provided, to set and specify the special taxes to be levied within the annexation and set a time and place for a public hearing related to the annexation. RESOLUTION NO. FD 06-017 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, ACTING AS THE LEGISLATIVE BODY OF COMMUNITY FACILITIES DISTRICT NO. 85-1, DECLARING ITS INTENTION TO AUTHORIZE THE ANNEXATION OF TERRITORY (ANNEXATION NO. 06-1) TO COMMUNITY FACILITIES DISTRICT NO. 85-1 MOTION: Moved by Williams, seconded by Spagnolo to approve the staff recommendations in the staff reports contained within the Consent Calendar. APPROVAL OF A RESOLUTION DECLARING ANNEXATION OF TERRITORY (HLM HOMES LLC - SUBTT17870 - ANNEXATION NO. 06-2) TO AN EXISTING COMMUNITY FACILITIES DISTRICT. CALLING A SPECIAL ELECTION AND AUTHORIZING SUBMITTAL OF LEVY OF SPECIAL TAXES TO THE QUALIFIED ELECTORS. Staff reports for items E1 through E4 were presented by Chief Peter Bryan, Rancho Cucamonga Fire Protection District. President Alexander opened the meeting for public hearings. There being no response, the public hearings were closed. RESOLUTION NO. FD 06-018 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, DECLARING THE ANNEXATION OF TRRITORY (ANNEXATION NO. 06-2) TO AN EXISTING COMMUNITY FACILITIES DISTRICT (CFD 85-1), CALLING A SPECIAL ELECTION AND AUTHORIZING THE SUBMITTAL OF THE LEVY OF SPECIAL TAXES TO THE QUALIFIED ELECTORS MOTION: Moved by Williams, seconded by Spagnolo to approve Resolution No. FD 06-018. Motion carried unanimously 4-0-1 (Michael absent). E2. APPROVAL TO ADOPT A RESOLUTION DECLARING ANNEXATION OF TERRITORY (APN: 0209-013-15 - SUBTT16769 - ANNEXATION NO. 06-3) TO AN EXISTING COMMUNITY FACILITIES DISTRICT. CONSIDERATION OF FIRST READING OF AN ORDINANCE CONTINUING THE ANNUAL SPECIAL TAX RATES FOR FISCAL YEAR 2006/07 IN MELLO ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 Staff report was presented by Chief Peter Bryan, Rancho Cucamonga Fire Protection District. CONSIDERATION OF A RESOLUTION CONTINUING THE ANNUAL SPECIAL TAX RATE TO BE LEVIED IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 88-1 FOR FISCAL YEAR 2006/07 Staff report was presented by Chief Peter Bryan, Rancho Cucamonga Fire Protection District. President Alexander opened the meeting for public hearing. There being no response, the public hearing was closed. RESOLUTION NO. FD 06-022 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, ESTABLISHING THE ANNUAL SPECIAL TAX FOR COMMUNITY FACILITIES DISTRICT NO. 88-1 FOR FISCAL YEAR 2006/07 MOTION: Moved by Spagnolo, seconded by Gutierrez to approve Resolution No. FD 06-022.
