CALL TO ORDER - 6:03 PM The City of Rancho Cucamonga Community Parks and Landscape Citizens' Oversight Committee held its Annual Meeting on Tuesday, May 13, 2025, at the Rancho Cucamonga City Hall, Tri- Communities Room, 10500 Civic Center Drive, Rancho Cucamonga, California. Al. Pledge of Allegiance: Committee Member Denise Garzaro led the Pledge of Allegiance. A2. Roll Call: Present Committee Members: Dave Terry, Denise Garzo, Velma Gilbert, April McAllaster, Lisa Morgan-Perales, and Pascal Pangestu. Absent Committee Member: Matthew Parmental Staff Present: Peter Castro, Deputy City Manager, Administrative Services, Jennifer Gracia, Community Services Director, Neil Plummer, Public Works Director, Daniel Akers, Deputy Director of Public Works, Lisa O'Brien, Public Works Business Manager, Jevin Kaye, Finance Director, Rick Flinchum, Finace Manager, Kelly Guerra, Special Districts Analyst, Melanie Morris, Executive Assistant, and virtually Chloe Zabrek, City Audtior. B. PUBLIC COMMUNICATIONS B1. No public communications were made. C. ITEM(S) OF DISCUSSION Cl. Election of Committee Chair and Vice -Chair Committee Member Velma Gilbert nominated Dave Terry for Chair and Committee Member Pascal Pangestu nominated Denise Garzaro for Vice -Chair. Committee Member Velma Gilbert moved to approved the nominations, Committee Member April McAllaster seconded that motion, and the item was unanimously approved by the Committee. C2. Approval of Minutes: May 9, 2024 Vice -Chair Denise Garzaro moved to approve the May 9, 2024 Minutes, and Committee Member Lisa Morgan-Perales seconded the motion, and the Minutes were unanimously approved by the Committee. C3. Review and Discussion of Annual Independent Auditors' Report City Auditor Chloe Zabrek provided information about the purpose of the letters and financial report, the role of the auditor, audit procedures, and the audit results to the Committee. The Committee Members questioned the City Auditor Zabrek, regarding the funding and the explanation of the different financial revenue categories. City COMMUNITY PARKS AND LANDSCAPE CITIZENSOVERSIGHT COMMITTEE MEETING MINUTES MAY 13, 2025 PAGE 2 Auditor Zabrek answered the questions to the Committee Members' satisfaction. Discussion endued regarding how revenues were allocated between the districts. Community Services Director Jeniffer Gracia, explained how the nonprofit sports leagues assist with the maintenance of sports programs and fields. Director Gracia also discussed user fees for public facilities and properties. Special Districts Analyst Kelly Guerra discussed the allocation of the Contribution of Other Funds among the districts. Committee Memebers made suggestions regarding additional revenue opportunities for the districts. Finance Director Jevin Kaye informed the Committee that they would request that the Council direct staff to pursue additional revenue streams for the districts during their Council meeting presentation. Committee Meember April McAllaster asked for clarification regarding LMD 2 and the Interfund Allocation line item on the audit report. Finance Manager Rick Flinchum explained the line item to the Committee. Following discussion, the Committee received and filed the item. C4. Review and Approval of Annual Written Report to the City Council Chair Dave Terry moved to modify the Recommendation section of the Staff Report to include a request for the Council to direct staff to research additional revenue sources to offset the district deficits. The motion was seconded by Committee Member Lisa Morgan- Perales and carried unammously. Chair Terry agreed to present the report to the City Council. The presentation to the City Council was tentatively scheduled for the June 18th meeting and will be confirmed at a later date. C5. Community Parks & Landscape Committee Questions and Updates Committee Members questioned the status of the Red Hill Beautification Zoom Meeting, the "non-functional watering" in LMD 2, the next steps for Central Park, the sidewalk replacement and grinding on the north side of Rancho, and whether any park and field improvemetns are scheduled. Public Works Director Neil Plumer and Deputy Director Daniel Akers answered the questions to the Committee Members' satisfaction. D. ADJOURNMENT Chair Dave Terry adjourned the meeting at 7:46 PM.
