CITY COUNCIL MINUTES
SPECIAL MEETING
A CALL TO ORDER
A speaal meeting of the Rancho Cucamonga City Council was held on Monday, February 12, 2007, in
the Tri Communities Room at City Hall located at 10500 Civic Center Drive, Rancho Cucamonga,
California Mayor Donald J Kurth, M D called the meeting to order at 4 10 p m
Present were Councilmembers Rex Gutierrez (arrived at 4 18 p m ), L Dennis Michael, Sam Spagnolo,
Mayor Pro Tem Diane Williams, and Mayor Donald J Kurth, M D
Also present were Jack Lam, City Manager, Pamela Easter, Assistant City Manager, James Markman,
City Attorney, Marcia Godwin, Assistant to the City Manager, Kimberly Thomas, Management Analyst III,
Fabian Villenas, Management Analyst III, Joe Pulcinella, Animal Services Director, Rose Colum, Budget
Analyst, Helen Leeds, Sr Accountant, and Debra J Adams, City Clerk
B. PUBLIC COMM[JNICATIONS
61 Nicole Myerchin felt the public should have a full time Veterinarian and a surgery facility at the animal
shelter, which would save the City money and would be in a better position to accommodate the
community's needs She also felt there should be a student rotation with Western University
62 Kathryn Getz felt efforts should be made to make things better for the animals
63 Kelly Heilig stated she is on board with comments made by all of the volunteers She felt there
should be a surgical site and a full time Veterinarian

C. ITEM(S) OF BUSINESS
C1 ANIMAL CARE AND SERVICES -- WORK PLAN UPDATE
Jack Lam, City Manager, stated the City is ready to move forward with Phase II of the Shelter and felt it
was a good idea to meet with the Councl
A power point presentation (which is on file in the City Clerk's office) was given by Joe Pulanella, Animal
Services Director
George Weins, WLC Architects, talked about the expansion plans
Mayor Pro Tem Williams asked what surgeries we are currently doing besides spay/neuter
Joe Pulcinella, Animal Services Director, stated there are minor surgeries we can currently do in house
He stated the expansion would also allow for full X-ray capabilities
Mayor Pro Tem Williams asked how many square feet we are wanting to expand

George Weins, WLC Architects, stated about 1200 square feet
Councilmember Spagnolo asked if the addition would help with storage space of food products and things
like that
George Weins, WLC Architects, stated yes and provided additional details about the expansion
Councilmember Spagnolo wanted to make sure this addition is built to all rules, laws, etc
Joe Pulcinella, Animal Services Director, stated it will be with input from Dr Borg He stated it seems to
be the trend to bring a surgery suite into a shelter as other entities are doing He stated this will be
cheaper, more effiaent for the staff and better for the animals
Councilmember Michael asked where the money will come from to build this
Jack Lam, City Manager, stated capital reserves
Councilmember Michael stated he does not want to build a surgery center and not have anyone to work
in it
Councilmember Gutierrez stated he is in favor of a good Veterinarian He felt we should be licensing the
animals because he felt there was a goad mine in this area
Marcia Godwin, Assistant to the City Manager, stated they are working on a program for the licensing
She felt this would also be a good way to reach out to people about what the shelter has to offer
Counalmember Spagnolo felt if this facility gets built it should be shared with Western University He felt
we should highlight more animals that are up for adoption through the Council meeting
Joe Pulanella, Animal Services Director, advised of the many ways staff is publicizing the shelter,
including using the Inland Valley Daily Bulletin to highlight some of their programs
Mayor Kurth felt we should do everything we can to save the animals, but that he is concerned about the
cost because the City Counal is accountable He asked what it would cost per animal
Jack Lam, City Manager, stated staff will get this information and provide it to the Council
Councilmember Michael felt it would be a good idea to start the facility now and pay for it through
reserves
Jack Lam, City Manager, stated they would do this, but that hiring staff would come later
Mayor Kurth stated he would like to see cost protection information
Jack Lam, City Manager, stated staff would provide this to the Council
Mayor Kurth felt we need to know what it will cost now and for the future
Mayor Pro Tem Williams stated if we move forward with these capital improvements, she wanted to make
sure we have a comprehensive accounting of all expenses relating to this
Councilmember Michael stated he would like to see the cost to see if we are saving money by having a
surgery facility
Jack Lam, City Manager, stated staff would provide this information He stated this will be placed on the
next agenda to proceed and to be paid from capital reserves

D. ADJOURNMENT
MOTION Moved by Michael, seconded by Williams to adtourn Motion carried unanimously 5-0 The
meeting adtourned at 5 30 p m
