SUBJECT LANDMARK ALTERATION PERMIT DRC2002-00077 - RANCHO
CUCAMONGA REDEVELOPMENT AGENCY - A request to demolish 3,600
square feet of metal sheds at the southwest side of the main winery building
within the Ellena/Regina Winery, previously designated as a local Historic
Landmark (Landmark Designation 88-04), located at 12467 Base Llne Road -
• APN 227-161-24.
BACKGROUND• On February 1, 1995, the Ellena/Regina Winery was designated a Local
Landmark by the City Council The site is owned by the Redevelopment Agency and is
currently leased to the present tenant, J Fllippe Winery, who has an approved Conditional
Use Permit for wine-making, bottling, warehousing of wine, wine sales and tasting, a
banquet room, and a wine museum, and includes anon-profit art association Because of
the tenant's business plan and the need to comply with City building code requirements, a
Historic Assessment and Artifacts Inventory of the winery was prepared by Chattel
Construction Corporation for the Redevelopment Agency. The purpose of the study was to
identify and inventory buildings, structures, and objects, which define the historic character
of the property and ascertain their significance so as to guide future development of the
property The Historic Preservation Commission reviewed and accepted the study In
November of 1997.
ANALYSIS
A Alteration Description. The proposed application is to demolish approximately 3,600
square feet of metal lean-to sheds attached to the southwest side of the main winery
building as shown in Exhibit "B " The proposed demolition is part of a larger plan for
the operation of the winery and is in concert with the future master planned
development. Inside the metal lean-to sheds are unused wine barrels, which will be
dismantled and used for various winery projects or for display in the future wine
• museum and wine tour According to the Historic Assessment and Artifacts
Inventory Study, the metal lean-to sheds were added on in the 1960s The removal
of the metal sheds will not have an adverse effect to the historic significance of the

property With the removal of the metal sheds, the southwest side of the building will
be plastered and metal siding will be added, which is architecturally compatible with
the main winery building (Exhibit "C")
B Environmental Assessment: The applicant completed Part I of the Initial Study.
Staff completed Part II of the Initial Study and determined that the proposed
demolition of the metal sheds is Categorically Exempt under California
Environmental Quality Act Guidelines Section 15301 (a)
FACTS FOR FINDING• The following Facts for Findings are made in support of the
Landmark Alteration Permit.
Finding 1: The action proposed is consistent with the purposes of Chapter
2 24 010 of the Municipal Code.
FacUs The Landmark Alteration will contnbute to the long-term economic
life of the facility by allowing the current winery user to continue
using the remaining portions of the complex.
Finding 2' The action proposed will not be detrimental to a structure or feature •
of sigrnficant aesthetic, cultural, architectural, or engineering
interest or value of a historic nature.
FacUs• The metal lean-to sheds at the west elevation have been deemed
historically insignificant The demolition of the metal lean-to sheds
will not be detrimental to the main winery building. Upon removal
of the metal lean-to sheds, the west elevation will be aesthetically
enhanced with the refinishing of the building wall, which will be
compatible to the main winery building
Finding 3. The action proposed is necessary to correct an unsafe or
dangerous condition on the property
FacUs• The demolition of the metal lean-to sheds is necessary to make the
main winery bwlding safe for a future wine museum and wine tour
Finding 4 The applicant has demonstrated that denial of the application will result in
immediate or substantial hardship.
FacUs The denial of the application will result in hardship for the current winery
user toward implementing their ultimate plan to establish a museum and
wine tour of the facility
CORRESPONDENCE• This item was advertised as a public hearing in the Inland Vallev
Daily Bulletin newspaper, the property was posted, and notices were marled to all property
owners within a 300-foot radws of the protect site.

The Main Complex consists of 11 buildings ranging from atwo-story frame residence to single-story
reinforced concrete mdustnal buddmgs, many of which contain double-height volume spaces Constructed
over at least a 52-year period, most of the buddmgs are lean-to structures, utilizing walls of an adjacent
budding for structural support Together, the complex forms an "L" with the prmiary entrance to warehouses
and cellars at the east side of 104-Warehouse and the primary entrance to the restaurant and restdence at the
south side of 101-Restaurant. The azchitectural design of the complex is basically utilitazian Typical of
mdustnal buddmgs, the architectural finishes aze bare and consist primazily of painted boazd-formed,
reinforced concrete or wood frame walls and roofs with corrugated sheet metal cladding While the buildings
have had deferred maintenance, if the period of significance ends at 1947, they lack integrity as 1960s
additions have substantially altered their appearance. If the period of significance extends through 1968, they
retain their architectural integrity These 11 buildings will contribute to the historic chazacter of the district

Cellar #2 appears to have been constructed before 1938 and possibly as early as 1916, and may have
been constrncted concurrently with 106--Cellar # 1. It is located at the northwest corner of the Main
Complex Entry to the Cellar is from a ramp in the north-south corridor of 105--Warehouse. Oriented
in the east-west direction, Cellar #2 has a gable roof supported on large wood trusses with wood boards
lard across purlms. Beneath the roof is a large open space containing redwood storage tanks The north
wall of this Cellar is formed of the south wall of the board-formed, reinforced concrete tank of adjacent
Cellar # 1. The east and west walls aze constructed of board-formed, reinforced concrete and the south
wall is constructed of concrete block masonry units A catwalk constructed of steel angles and wood is
supported by the roof trusses and runs down the center aisle with extensions to the redwood storage tanks
on the north and south skies of the Cellaz. Only one stair provides access to the catwalk.
108--Cellars #3 and #4
Cellars #3 and #4 appear to have been constructed concurrently before 1938 and after Cellars # 1 and #2.
It is located on the west side of the Main Complex Entry to the Cellar is from the north-south corridor
of 105--Warehouse. Oriented in the east-west direction, the flat roof consisting of wood boards on wood •
joists is supported by two rows of wood posts and beams running in the east-west direction dividing the
space into three bays of equal width The northern one-third of the large open space is partitioned at the
line of the post and beam roof support by application of lath and plaster on a wood frame. A narrow
wood catwalk runs along the north wall of Cellar #3 which is formed of the concrete block masonry unit
wall of Cellar #2. Cellar #4 is formed of the partition wall on the north and a concrete block masonry
unit wall with high window openings on the south Both Cellars contain redwood tanks. A portion of
the wood post and beams and redwood tanks at the east end of Cellar #4 hav een replaced with st 1
i e c umns and beams, ap arentl to allow fo a lar er um -free ace A later wood iie lean-to
addition was place at the west end of Cellar #4. The lean-to has a shed roof in the north-south direction
and both the wood frame and roof are clad in corrugated sheet metal. This lean-to does not contain any
storage tanks and its original purpose is not known.
Cellar #5 appears to have been constructed after 1938 and before 1949, possibly in 1940-1942 It is
located on the west side of the Main Complex Entry to the Cellar is from the north-south condor in
105--Warehouse. Its gable roof is oriented in the east-west direction and is supported on wood tmsses
with corrugated sheet metal cladding on purlms covering a large open area. A portion of roof cladding
on the south is missing. Four round sheet metal vents pierce the ridge. The north wall of Cellar #5 is
formed of the concrete block masonry unit wall of Cellaz #4. South, east and west walls are wood frame
with corrugated sheet metal cladding on the south and east walls. A catwalk constructed of steel angles
and wood is supported by the roof trusses. The catwalk is located at the center aisle with extensions to
the rows of redwood storage tanks on the north an uth sides of the Cellar. A wood stair leads to the •
catwalk at the southeast comer of the ter sle. Two wes are ocated in the wood frame

concrete single-story vault is located in the no east er ear #6 Access to this vault is from the
north-south comdor of 105--Warehouse.
Cellar #6, the largest Cellar, appears to have been constructed after 1938 and before 1949, possibly in
1940-1942. It is located at the southwest corner of the Main Complex. Entry to the Cellar is from the
north-south corridor of 105--Warehouse. Its gable roof is oriented in the east-west direction and is
supported on wood trusses with corrugated sheet metal cladding on spaced wood boards on purlins
covenng a large open area. Four round sheet metal vents pierce the edge The north wall of Cellaz #6 is
formed of the wood frame and corrugated sheet metal clad south wall of Cellar #5. The south, east and
west walls are constructed of board-formed, reinforced concrete. The south wall has a pedestnan
opening secured by a rolling wood frame door clad in corrugated sheet metal A wood catwalk runs on
top of the bottom chord of the roof truss in the northern third of the Cellar Access to the catwalk is by

The Loading Dock may have been constructed concurrently with Cellar #6 and appears to have been
constructed after 1938 and before 1949, possibly in 1940-1942. It is located along south side of the Main
Complex Entry to the Loading Dock is from the north-south corridor m 105--Warehouse or directly
from 105--Warehouse The shed roof oriented in the east-west direction is supported by steel pipes and
beams. An extension of the roof of the Loading Dock covers alean-to which fills the southwest comer
of the Main Complex. Access to this lean-to is by an exterior door located on the west side of the Main
Complex.

A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF THE
CITY OF RANCHO CUCAMONGA, CALIFORNIA, APPROVING LANDMARK
ALTERATION PERMIT DRC2002-00077 FOR A REQUEST TO DEMOLISH
3,600 SQUARE FEET OF METAL SHEDS FOR THE MAIN WINERY BUILDING
IN THE ELLENA/REGINA WINERY, LOCATED AT 12467 BASE LINE ROAD
AND MAKING FINDINGS IN SUPPORT THEREOF - APN 227-161-24
A. Recitals
1 The Redevelopment Agency filed an application for a Landmark Alteration Perrnit as
descnbed in the title of this Resolution Hereinafter in this Resolution, the subtect Landmark
Alteration Permit is referred to as "the application "
2 On Maroh 27, 2002, the Histonc Preservation Commission of the City of Rancho
Cucamonga conducted a duly noticed public heanng on the application
All legal prerequisites to the adoption of this Resolution have occurred

NOW, THEREFORE, it is hereby found, determined and resolved by the Histonc
Preservation Commission of the City of Rancho Cucamonga as follows
1 This Commission hereby specifically finds that all of the facts set forth in the Recitals,
Part "A," of this Resolution are true and correct
2 The application applies to approximately 14 acres of land, located on the south side of
Base Line Road, west of Victona Park Lane
3 Based upon substantial evidence presented to this Commission dunng the above-
referenced public heanng on March 27, 2002, including wntten and oral staff reports, together with
public testimony, and pursuant to Section 2 24 of the Rancho Cucamonga Muniapal Code, this
Commission hereby makes the following findings and facts
Finding 1 The action proposed is consistent with the purposes of Chapter 2 24 010

Facts The Landmark Alteration will contnbute to the long-tens economic life of

this Commission hereby resolves that pursuant to Chapter 2 24 of the Rancho Cucamonga MuniGpal
Code, that the Histonc Preservation Commission of the City of Rancho Cucamonga hereby approves
Landmark Alteration Permit DRC2002-00077
