CUCAMONGA -The City of Rancho Cucamonga has completed the
Draft City of Rancho Cucamonga General Plan Update The Protect
Planning Area encompasses the existing City (approximately 24,000
acres) as well as its sphere-of-influence (approximately 7,700 acres)
that is located north of the City This update includes changes in
land use designations as well as updates to the policies and
programs within the City's General Plan The proposed General
Plan includes the reduction of approximately 182 acres of residential
uses and an increase of 182 acres in non-residential uses Within
the existing City limits, non-residential acreage is reduced by 18
acres and residential acreage is increased by 18 acres Within the
sphere-of-influence, the change is a reduction of 200 acres in
residential uses, and an increase of 200 acres in non-residential
uses With the implementation of the proposed General Plan, the
following additional (i e , future) development would occur with
bwldout approximately 13,524 dwelling units, approximately
9,460,680 square feet of commercial, approximately 52,811,591
square feet of industrial, no additional public/quasi-public uses, and
approximately 231 acres of arterials/freeways The Protect/Planning
Area includes all of the land area within the boundaries of the City of

(approximately 7,700 acres) that is located north of the City. This update
includes changes in land use designations as well as updates to the policies and
programs within the City's General Plan. The proposed General Plan includes

BACKGROUND:
General Plan Task Force Action
On July 2, 2001 the General Plan Task Force reviewed these documents and unanimously
recommended they be fonwarded for consideration by the Planning Commission and City
Council.
Draft EIR
The Draft EIR is intended to serve as an informational document for public agency
deasion-makers and the general public regarding the objectives and components of the
proposed project This document addresses the potentially significant adverse environmental
impacts that may be assoaated with buildout of the proposed General Plan, as well as, identrfy
feasible mitigation measures and alternatives that may be adopted to reduce or eliminate these
impacts. This EIR is the primary reference document for the formulation and implementation of
amitigation-monitoring program for the proposed General Plan.
The intent of this EIR is to provide a Program EIR that evaluates the broad-scale impacts of the
General Plan A Program EIR is considered a °first-tier" document (California CEQA guidelines,
Section 15152). °Second-tier" documents, such as Project EIRs, Focused EIRs, or Mitigated
Negative Declarations, typically follow and evaluate the impacts of a single activity undertaken
to implement the plan.
The Draft Environmental Impact Report (EIR) for the General Plan Update was released for the
45-day review on June 22, 2001 and will end on August 6, 2001 The EIR and General Plan
Task Force staff report was forwarded to the Planning Commission and City Councl Members
on June 28, 2001. The Planning Commission is encouraged to provide any comments.
Draft General Plan Uodate
The proposed project is the update of the Rancho Cucamonga General Plan. The Planning
Area encompasses the existing City (approximately 24,000 acres), as well as its sphere-of-
influence (approximately 7,700 acres) that is located north of the City. This update includes
changes in land use designations as well as updates to the policies and programs within the
City's General Plan. No substantial changes in the existing land use designations are included
in the proposed update. The proposed General Plan includes the reduction of approximately
182 acres of residential uses and an increase of 182 acres in non-residential uses Within the
existing City limits, non-residential acreage is reduced by 18 acres and residential acreage is
increased by 18 acres. Within the sphere-of-influence, the change is a reduction of 200 acres in
residential uses, and an increase of 200 acres innon-residential uses. The change in land uses
is attributable to a number of things: new gwdance for Mixed Use areas and technical
refinements to the Plan to reflect exiting or proposed development. Wrth the implementation of
the proposed General Plan, the following additional (i e., future) development would occur with
build-out: approximately 13,524 dwelling units; approximately 9,460,680 square feet of
commeraal; approximately 52,811,591 square feet of industrial; no additional public/quasi-
public uses, and approximately 231 acres of artenals/freeways.

The singular goal and purpose of the General Plan is to present the Rancho Cucamonga Vision
(described further in Chapter II) and groe guidance to its implementation. The Plan
accomplishes this through a series of policies and implementation actions or programs related
to more speafic issues that are important. These policies, in turn, are applied to both public and
private development protects and decisions. Where the City does not have development
authority, as in the unincorporated area or regarding certain functions handled by another unit of
government, the General Plan seeks to influence the appropriate deesion making bodies so
that their deasions reinforce our City's Vision.
The General Plan is, in effect, the °Constitution° for development in the community.
Consequently, it is imperative that it be used as the basic frame of reference in making
development and conservation decisions within the planning area, whether they involve public
or private lands.
All pollees within our Plan are important or they would not be included. They are to be applied
when the following kinds of decisions are contemplated•
• Budget allocations that impact the physical development in our plamm~g area;
• Review of proposed private development protects;
• Revew of proposed public protects, including acgwsition or disposal of public lands;
• Proposals by other levels of government that would affect our community's interests;
• Position taking on proposed legislation affecting our community's interests;
• Position taking regarding regional planning actiwties affecting our community's
interests; and
• Proposed programs or actions to implement our General Plan in addition to those
described above.
Policy is expressed in this Plan in both mapped and written form. The maps depict the
geographic application of policy and express the desired pattern of development and
conservation that define our community Written policy expresses decision-making gwdance
related to what is depicted on the maps or, if the subtect is not mapped, as a gwde to certain
decision points defined by the policy. Additional diagrams and illustrations are included to
further assist in interpretation of policy and application to specific situations.
Occasionally, users of the General Plan may want additional information regarding the
background and reasoning behind policies in the Plan. Referring to the Appendices or, in some
cases, to the General Plan EIR, can satisfy these needs.
The Draft General Plan Update represents the complete elements that were previously
reviewed at separate times by staff and the General Plan Task Force. This Draft has
incorporated the changes previously requested. Future modifications will be reserved until the
end of the public hearing process.

The Draft General Plan and General Plan Task Force staff report was forwarded to the Planrnng
Commission and City Council Members on June 28, 2001. The Planning Commission is
encouraged to provide any comments.
ANALYSIS: This update of the General Plan is very thorough and because of certain technical
advances, such as the use of Geographic Information System (GIS) technology for the
preparation of maps and storage and retrieval of information, the Cdy realizes a greater benefit
than from the last update This is sigrnficent because one of the advantages we now have is the
ability to manage and maintain General Plan information much more readily than in the past. In
effect, the General Plan in its current form is a powerful resource and land management device
that will contribute to the City government's effiaency and effectiveness in making and cerying
out development deGSions
It is interesting to note that the amount of land use change reflected in this version of the Plan
relative to earlier versions is surprisingly slight. This speaks to two things: 1) previous land use
policy direction has proven to be sound, and 2) many aspects of community development now
requiring attention have more to do with sustaining the quality of development than shaping
changes in what land use patterns are desired.

at the public hearing .
RECOMMENDATION Rewew and comment as needed after public comment is considered. A

Our collaboration with the Clty on the update of your General Plan has highlighted certain attributes of
the draft document now scheduled for public hearings We would Ilke to focus on several of them that
merit special comment These observations are derived, not only from the specific work on this Plan, but
on our experience elsewhere with numerous general plan protects
We believe these attributes of your updated General Plan, taken together, place the City of Rancho
Cucamonga in the forefront of cities that are dedicated to quality community planning This is entirely
consistent with the exceptional planning heritage that characterizes Rancho Cucamonga It Is our
observation that the process we are now completing equips your City with a contemporary policy
document commensurate with the high expectations of your opinion leaders and their constituencies
VISION Most General Plans In Calrfornia have no clear vision statement to unify the plan and provide an
oversight regarding the qualities and characteristics that matter to the community Thls Plan now
expresses a vision that received considerable Input from the General Plan Technical (Staff) Advisory
Team and the General Plan Task Force Qoint Council/Commission). It was used as the basis for policy
direction In each of the policy chapters In the updated Plan.
COMPERHENSIVE SCOPE The mandated scope of general plans as provided for In the California
Government Code Is seriously in need of improvement, rf not complete overhaul You have addressed
that deficiency In two ways 1) by organizing the Plan In coherent "super-chapters" that guide
fundamental aspects of the City's development, and 2) by Incorporating the critical Ingredients of public
facilities and services, community design and economic development In our opinion, these topics
should be mandated because of their powerful influence In helping communities prosper
LAND USE FOCUS A relatively small portion of the City's land area has been recommended for land
use change In fact, selected areas for muted-use development constitute more of a re-focusing and
clarification than outright change The significance of this Is that 1) the City now has increased policy
leverage to stimulate and guide the desired kind of development in these key remaining areas of the
City, and 2) the overall Impact Is not to Increase development levels but, rather, to shrft and focus
development activity more effectively.
POLICY INTENT Three measures have been taken In the Plan to reinforce clarity of the Plan's policies.
The first Is to define the strength of policy Intent by defining action terminology and using that
terminology consistently For example, shall and should have specific meanings In terms of the policy

outcome to be expected The second measure is accompanying each policy wdh a discussion •
paragraph that helps the reader understand in more depth the context and purpose for establishing the
policy The third feature involved an extra effort to show connectivity between topical \ssues and related
General Plan policies While this added to the length of the text and may appear repetdive in some
cases, this linkage was considered useful to provide Clardy and rationale for policy dvection contained in
the Plan
INTERNAL SIMPLIFICATION As a result of technical studies, interdepartmental coordination and
thorough review, previous ambigwt\es in policy direction have been clarfied. This was particularly
valuable in the area of arterial highway intent and standards, where the intent of the previous General
Plan was subject to varied interpretations An aspect of this issue that highlights the value of an update
process such as this one \s the situation regarding the proposed improvements to the Baseline/I-15
connection The General Plan traffic analysis by RKJK Assoaates (now Urban Crossroads) helped bang
about a better and more cost effective solution to a current project that was in process for the I-15 and
Base Ltne Road Interchange In addd\on, important updates in the area of parks and recreation,
community design and public facildies/services (especially library, fire and police services) were also
accomplished
READABILITY Considerable effort was expended in making the already solid general plan even more
user friendly and readable Most general plans are wntten in a bureaucratic "voice" which, in seeking to
appear neutral, also generally comes across as being uninspired and aloof The Plan \s now wntten so
that the reader gets the impression that th\s document \s speaking on behalf of the people of the
community It \s more conversational and less intimidating Substantive content remains as complete as
with more traditional styles
TECHNICAL IMPROVEMENTS The C\ty had already made s\gnrf\cant strides in establishing its
Geographic Information System by the time this update began However, the need to complete
numerous improvements in certain features of General Plan mapping emerged as the planning process
evolved As a consequence, the City now has a set of General Plan exh\bds of considerably improved
accuracy and quality These improvements significantly enhance the utility of the General Plan They
are accompanied by statistical data that more accurately represent the Plan's intent.
SPECIALIZED STUDIES This update was accompanied and supported by specialized studies that went
well beyond the level of effort normally associated wdh general plan updates Because of their detail and
some of the issues they raised, some of these studies complicated and extended the update process.
Nevertheless, the City now has an updated Fire District Strategic Plan, a Police Services Plan, an
updated Library Master Plan (and phased implementation strategy), and a contemporary Park and
Recreation Needs Assessment Each of these contributed to refined policy content in the updated
General Plan in addition to their inherent operational management value
REVIEW THOROUGHNESS The draft materials that now constitute the updated General Plan received
thorough policy review by the General Plan Task Force, as well as screening by an eMensive
interdepartmental review coordinated by the Planning Department In our experience elsewhere, this
level of review is seldom achieved As a consequence, we believe this document is highly internally
consistent as well as being responsive to the policy and technical needs of the City
MANAGEMENT TOOL From the very beginning of the process, we had a mutual objective of making
the General Plan as useful as possible as a management tool for the City once the updated version was
adopted Most of the features described above contribute to this characteristic One that has not been
mentioned is the Implementation Action Plan, an appendix to the Plan that suggests an initial set of
actions that will begin (or continue) implementation of every policy in the Plan The intent is that this •
action matrix be updated periodically in conjunction wdh the annual budgeting cycle to sustain the City's
commdment to implementing the General Plan Incidentally, this tool would also facildate preparation of
the legally regwred (but seldom produced by most jurisdictions) Annual Implementation Report called

for in the California Government Code The key point, however, is that the General Plan is designed
specifically as an implementable policy document that will continue to serve the community well until d is
next updated.
Part of the management tool aspect of this Plan is the fact that both policy and technical updates can be
much more readily accomplished than in the past-and at considerably less cost than a mator overhaul.
This is a consequence of the technical improvements, documentation, and integration wdh the City's
computer systems that have been accomplished as part of this process
For a variety of unantiapated reasons, the update process became more labor intensNe and time
consuming than any of us anticipated A signrficant part of this relates to the unusually thorough special
studies that accompanied the Plan preparation However, d is our tudgment that the net result is a
document that will continue to serve the community well and that reflects the quality image that the City
of Rancho Cucamonga has achieved since ds incorporation
It has been our privilege to collaborate wdh the City in this demanding process We look forward to
tointly completing the public hearing process Please advise us rf there is anything else we can do to
faalitate successful completion of this update effort

A. General. The proposed budding elevations reflect the details, materials, and color palette
established by the Master Plan Design Gwdelines as well as other retail bwldmgs that have
been completed within The Commons
B Design Review Committee• The Design Review Committee (McNeil, Stewart, and Henderson)
reviewed the protect on June 19, 2001 (Exhibit "D"). The Committee recommended approval
subtect to the modifications and conditions as noted below and included m the attached
Resolution
1. A 3-foot high decorative screen wall shall be incorporated along the south and east dges
of the drive-thru lane The screen wall is necessary to properly screen the drive-thru
activity from Foothill Boulevard The wall shall include a decorative cap that is
coordinated with the budding design
2 Provide pedestrian access from the sidewalk on Foothill Boulevard to the restaurant.
The access shall be provided in the location that would resemble the shortest path from
the sidewalk that pedestrians would be likely to take, m order to avoid trails through the
landscaping
3 Vines shall be planted at the base of all trellis support columns, including the outdoor
eating area and the drive-thru lanes, m order to provide a greater degree of shade as the
vine matures onto the trellis.
4 The applicant shall coordinate with the site developer and complete all necessary
landscaping along Foothill Boulevard
5 The eaves shall extend beyond the bwldmg face on all tower elements.
6 The elevated building segments on the south and east elevations shall be made deeper
(at least doubled m size) to alleviate the "false front" appearance of these segments

DEVELOPMENT REVIEW (DRC2001-00231) - HOGLE-IRELAND. INC. -The review of detailed site
plan and building elevations for McDonald's Restaurant on 144-acres of land wnthin the previously
approved Terra Vista Commons Master Plan located on the north side of Foothill Boulevard west of
Milliken Avenue in the Mixed Use (MFC) Distnct of the Terra Vista Community Plan -
APN• 107-421-98 and 227-771-53 Related file Conditional Use Permit 99-25
Design Parameters: Conditional Use Penmt 99-25 was approved by the Commission on
January 12, 2001. This approval included the Master Plan and Design Guidelines for The
Commons at Terra Vista, a master planned commeraal center, the approval of Pad E, which has
been constructed, and the conceptual approval of Pad D as afast-food dnve-thru restaurant. The
proposed McDonald's is located on Pad D.
The Commons at Terra Vista is a mixed-use master plan concept, that will eventually include a
combination of retail, restaurants, service stations, and high-density residential development. The
residential component has only been approved as a master plan in concept at this time.
The proposed budding elevations reflect all the details, matenals and color palette, as established by
the Master Plan Design Gudelines, and the structures that have been completed within The
Commons to date. Staff has no further comments pertaining to the building elevations at this time.
Staff Comments The following comments are intended to provide an outline for Committee .

1 Construct a 3-foot decorative screen wall along south and east edges of dnve-thru lane
(similar to Texaco/A&W dnve-thru in same center)
2 Provide pedestnan access from the sidewalk on Foothill Boulevard to the restaurant.
3 Indicate the location of the "loading zone" that will be used by the tractor-trailer that provides
delivenes to the restaurant, and indicate turning radii along the Yuck route
4 Provide elevations of the enclosure wall, trellis structure (shown on page C2.1) and support
columns proposed at the outdoor dining patio.
5 Although signage is approved by separate action, you are proposing four building mounted
signs in addition to a monument sign The City's Sign Ordinance, and the Uniform Sign
Program (USP 134), will allow a maximum of three signs in any combination of wall and/or
monument
6 The landscaping required along Foothill Boulevard is more extensive than what is reflected
on the plan The protect proponent will need to field venfy the extent of required landscaping
to be shown on the plan, pnor to Planning Commission review and approval
7 Fabnc awnings shall be a solid color
Staff Recommendation: Staff recommended that the Committee review the protect, address the .
issues noted above and any other issues as identified by the Committee members, and forward to
the Planning Commission for review and approval

The Committee had the following comments pertaining to the issues identified by staff. The items
reflected in bold font shall be either revised pnor to the Planning Commission heanng and/or
incorporated as a condition of approval.
1 The Committee agreed that the applicant shall incorporate a 3-foot decorative screen
wall along the south and east edges of the drive-thru lane. The project ske sits 4 to
5-feet above Foothill Boulevard. Therefore, the screen wall is necessary to properly
screen the drive-thru activity. The retaining wall shall include a decorative cap that is
coordinated with the building design.
2. The applicant shall provide pedestrian access from the sidewalk on Foothill
Boulevard to the restaurant in the location that would resemble the shortest path from
the sidewalk that pedestrians would be likely to take.
3. The applicant illustrated the anticipated fuming movements that would likely be used by the
tractor-trailer delivery trucks, as well as the location where the truck will be directed to park
dunng delivenes in the northerly portion of the parking lot This information was acceptable
to the Committee without further revision
4 The applicant illustrated the trellis structure and support columns proposed at the outdoor
dining patio All elements of the columns and trellis support structure were compatible with
the architectural style and design of the building The Committee requested that vines be
added to the base of all columns supporting trellises, in order to provide a greater
degree of shade as the vine matures onto the trellis.
5 The information regarding signage was included as infornation only, and will be addressed
with a subsequent Sign Permit.
6 The applicant will coordinate with the site developerand complete all necessary landscaping
along Foothill Boulevard
7 The matenal sample board provided by the applicant identifies the awnings as a solid Terra
Cotta color to match the architectural style

1 Hogle-Ireland, Inc filed an application for the approval of Development Review DRC2001-
00231, as descnbed in the title of this Resolution Hereinafter in this Resolution, the subject
Development Review request is refen'ed to as "the application "
2 On the 25th day July of 2001, the Planning Commission of the City of Rancho
Cucamonga conducted a meeting on the application and concluded said meeting on that date

2 Based upon the substantial evidence presented to this Commission dunng the above-
referenced meeting on July25, 2001, including wntten and oral staff reports, this Commission hereby

a The application applies to property located on the north side of Foothill Boulevard
with a street frontage of 254 feet and lot depth of 253 feet and is presently improved with parking lot
and landscaping, as well as penmeter street improvements, and
b The property to the north and east of the subject site is an undeveloped portion of
The Commons Master Plan, the property to the south consists of undeveloped land in the Industnal
Park Distnct, and the property to the west is a completed retail pad building, and
c The proposed protect consists of the development of a McDonald's Restaurant on
Pad D of a previously approved Master Plan for The Commons at Terra Vista (Conditional Use
Permit 99-25), and
d Pad D was approved in concept on the Master Plan as a fast food restaurant v~nth a
dnve through order window, and
e The proposed protect is located within a Mixed Use Distnct of the Terra Vista
Community Plan (MFC - Finannal/RestauranUResidential) and has been designed is accordance
with the standards of the distnct, and the guidelines of the approved Master Plan

3 Based upon the substantial evidence presented to this Commission dunng the above-
referenced meeting and upon the specific findings of facts set forth in paragraphs 1 and 2 above, this
Commission hereby finds and concludes as follows
a The proposed protect is consistent with the objectives of the General Plan, and
b The proposed use is in accord with the objectives of the Development Code and the
purposes of the distnct in which the site is located, and
c The proposed use is in compliance with each of the applicable provisions of the
Terra Vista Community Plan and The Master Guidelines of The Commons at Terra Vista, and
d The proposed use, together with the conditions applicable thereto, will not be
detnmental to the public health, safety, or welfare or matenally intunous to properties or
improvements in the vicinity
4 Based upon the facts and information contained in the proposed project, togetherwdh all
wntten and oral reports included for the environmental assessment for the approval of Conditional
Use Perrmt 99-25, the protect is in substantial conformance with the approved Conditional Use
Permit and Master Plan Therefore, no additional environmental assessment was conducted with
the DevelopmenUDesign Review Conditional Use Permit 99-25 was approved in January 2000,
which included an Environmental Assessment, Mitigated Negative Declaration, and Mitigation
Monitonng Plan This application was substantially consistent with the approved Conditional Use
Permit, therefore no further environmental review was deemed necessary
5 Based upon the findings and conclusions set forth in paragraphs 1, 2, 3, and 4 above,
this Commission hereby approves the application subject to each and every condition set forth below
and in the Standard Conditions, attached hereto and incorporated herein by this reference

Staff has contacted Mrs Rabone and she does not wish to be reappointed because of conflicts with
her work schedule and the fact that she no longer ndes the trails The bicycling representative seat
has been vacant for several years on the Committee The Committee meets once a month, as
needed, usually on the second Wednesday of the month at 6 00 p m All terms are for 24 months
The City's General Plan requires that the equestrian member of the Trails Advisory Committee be a
member of the Alta Loma Riding Club
In the past, the Planning Commission has directed staff to solicit applications, and suitable
