HomeMy WebLinkAbout536 - Ordinances ORDINANCE NO. 536 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RANCHO ~, CALIFORNIA, APPRf)VING SIGN ORDINANCE 94-01, AMENDING TITLE 14 OF IHE RANCID GEAMDNGA MUNICIPAL CODE A · Recitals (i) On June 22, and continued to July 27, 1994, the Planning C~L,~dssion of the City of Rancho CEan~nga conducted a duly noticed public hearing with respect to the above-referenced Sign Ordinance Foll~ing the conclusion of said public hearing, the Planning COmmission adopted Resolution No. 94-01, thereby reck, mending that the City Council adopt Sign Ordinance Amendment No. 94-01. (ii) On Septeuker 7, 1994, the City Coucil of the City of Rancho Cucamonga conducted a duly noticed public hearing and concluded said hearing prior to its adoption of this ordinance. (iii) All legal prerequisites prior to tb~ adoption of this B. Ordinance TD~ City Council of the City of Rancho Cucamonga does hereby ordain as follces: SECTION 1: Section 14.20.100, Subsection 2. Business identi- fication (businesses within shopping centers), is hereby ~ to read, in words ard figures, as shown in the attached Exhibit "A." SECTION 2: Section 14.16.022 is hereby added to Chapter 14.16 to read as follows: 14.16.022 Traffic hazards. All signs and sign structures shall Me subject to the following: J. SECTION 5: Section 14.04.010, Subsection A, of Chapter 14.04 is hereby amended to read as follows: 14.04.010 Declaration of n~. A. ~he city recognizes the r~ for signs as a means to advertise a~d identify businesses within the c~l~unity. The city fi~s that signing is an important design element of the physical environment. Provisions consistent with the goals and objectives of the c~l,unity are necessary to ensure that the special character and image the cu~=~unity is striving for can be attained while is striving to provide an economically s~hle and visually attractive c~unity through high ~uality sits planning, building designs, landscaping, and signing. As a planned archi~ feature, a sign can be pleasing and can harmonize with the physical character of its environment. Special event signs may be approved for a limited period of time in any zoning a~-~trict as a means of publicizing special events such as carnivals, festivals, charitable events, and Christmas tree lots, in conjunction with a Temporary Use Permit. To apply for approval of special event signs, any business or prope~ owner --,-~t m,~m~t an application with the city planning division which describes the proposed sign by means of a sketch and the display dates for review and approval. Such special event signs shall be limited to the follcwing provisions: A. No more than one special event sign shall be permitted per activity ara shall be either a wall, window, or ground sign, and use of flags, banners, and pennants. B. All special event signs shall be a maximan of fifty square feet and shall be posted below the roof or shall be no higher than eight feet in the case of a ground sign. C. Special event signs shall be limited to forty-five days per calenaa~ year. Ordinance No. 536 Page 4 SECT/ON 10 Section 14.20.041 of Chapter 14.20 is hereby amended to read as follows: 14.20.041 Temporary advertisin~ signs. A temporary advertising sign may be approved for a temporary period of time, as specified in this section, for cu~ercial and irr]ustrial uses. The signs may be used to promote the sale of new products, new tenant, new management, new hours of operation, a new service, or to prumote a special sale. Any business or property owner desiring to use a temporary advertising sign must file an application and drawing or photogra~ with the city planning division for review and approval. The use of such signs is subject to the following limitations: A. No more than one sign shall be permitted per activity or business. B. The sign shall be a temporary sign designed either as a wall sign, window sign, or ground sign. The sign can be in the form of a banner or pennant. C. Tne sign shall not exceed fifty sc~a~e feet and shall be posted below the roof. In the case of a ground sign, the height of the sign shall not exceed eight feet. D. The sign shall be limited to a display period of at least seven days. Nine such periods M1 be permitted for each cale~a~r year, not to exceed a total of 63 days per year. A max/mum of four periods my be aperoved ~msecutively to a/low a si~/le sign to be displayed for u~ to 28 days; otherwise, a m{.{~ of two weeks s~a11 be required between display periods. SECT/ON 11: Section 14.20.045 is hereby added to Chapter 14.20 to re~___d as follows: 14.20.045 Grand openinq signs. The sign can be in the form of a banner orpennant. C. The sign shall not exceed 50 square feet and shall be posted below the roof. In the case of a ground sign, the height of the sign shall not exceed 8 feet. D. The sign shall he l~m~_ea to a d~splay period not to eweel 30 days prior to opening and 60 days after open/rig, for a total dlsplay period of 90 days.
