CITY COUNCIL MINUTES
SPECIAL MEETING
A. CALL TO ORDER
A special meeting of the Rancho Cucamonga City Council was held on Wednesday, April 4, 2007, in the
Tri Communities Room at the Civic Center located at 11500 Civic Center Drive, Rancho Cucamonga,
California. Mayor Donald J. Kurth, M.D. called the meeting to order at 4:03 p.m.
Present were Councilmembers: L. Dennis Michael, Sam Spagnolo, Mayor Pro Tem Diane Williams
(arrived at 4:08 p.m.), and Mayor Donald J. Kurth, M.D.
Absent was Councilmember: Rex Gutierrez
Also present were: Jack Lam, City Manager; James Markman, City Attorney; Marcia Godwin, Assistant to
the City Manager; Fabian Villenas, Management Analyst III; Kimberly Thomas, Management Analyst III;
John Gillison, Deputy City Manager/Administrative Services; Manuel Pilonieta, Information Services
Manager; Shelly Munson, Information Systems Specialist; Mahdi Aluzri, Deputy City Manager/Community
Development; Kevin McArdle, Community Services Director; Dave Moore, Community Services
Superintendent; Nettie Nielsen, Community Services Superintendent; Francie Palmer, Marketing
Manager; and Debra J. Adams, City Clerk.
B. PUBLIC COMMUNICATIONS'
No communication was made from the public.
C. ITEM(S) OF BUSINESS
C1. PRESENTATION/DISCUSSION REGARDING MUNICIPAL WIRELESS NETWORKING
Jack Lam, City Manager, stated this subject was brought up at a previous Council meeting and staff felt it
would be beneficial to have a workshop to talk about this matter so the Council has a good understanding
of it.
A staff report and power point presentation (which are on file in the City Clerk's office) was given by
Manuel Pilonieta, Information Systems Manager.
Councilmember Michael felt the City should possibly be a follower in this endeavor because of the
technology still maturing.
Jack Lam, City Manager, agreed the technology was still maturing and the high cost of getting into this
right now. He stated the cities doing this now are finding you cannot do this type of project very quickly.
Councilmember Spagnolo wanted to make sure we are not getting too far behind in technology.
Manuel Pilonieta, Information Systems Manager, stated staff is staying abreast of what is going on.

Jack Lam, City Manager, felt in the next few years the City will be putting Wi-Fi in areas where the most
people can use it. He felt we could eventually expand the City's site, but that the City doesn't feel the
maturity of this product is quite there yet.
Mayor Pro Tem Williams asked if we have talked to our citizens to see where the need is.
Manuel Pilonieta, Information Systems Manager, stated we have not done this yet.
Jack Lam, City Manager, stated when the Council wants to proceed with this, staff will do that. He stated
staff wanted to give an overview of this now so the Council can see what is out there and what other cities
are doing. He did not feel we should do a survey at this time.
Mayor Pro Tem Williams felt we should move very slowly with this until we know more about it and there
have been other cities successful at this.
ACTION: Report received and filed.
A recess was taken at 4:45 p.m. The Ccuncil reconvened at 4:52 p.m. with all members present except
Councilmember Gutierrez.
C2. PROPOSED VISION OF FUTURE PROGRAMMING AT ARROW ROUTE CENTER
Jack Lam, City Manager, stated staff promised to bring this back to the Council with additional
information.
A staff report was presented by Kevin McArdle, Community Services Director, and Dave Moore,
Community Service's Superintendent.
Councilmember Spagnolo felt this was excellent and felt the community would benefit from this and that it
was the way to go. He stated his concern is that alcohol/drug programs will not be taking place when the
kids are there.
Staff stated that was correct
Councilmember Michael stated first on his mind is partnerships. He felt once this is up and running, we
will have a lot of people wanting to be included. He felt this was a great site for social services. He
stated he was in favor of moving forward with the action plan, but felt there should be a way to prioritize
who can get in to this facility.
Mayor Kurth asked what other City facilities are providing social services
Kevin McArdle, Community Services Director, stated currently if a nonprofit organization wants to provide
a service they are doing it at Central Park and are having to rent a room. He stated this facility will have
much more benefits for the nonprofit organization.
Councilmember Williams felt there should be a statement of qualifications for those that are able to use
this facility and program. She felt someone should be there that can always give a referral for an
organization when they need help.
Kevin McArdle, Community Services Director, pointed out there will not be a need to remodel at this
facility.

Jack Lam, City Manager, felt this was a good opportunity to expand services in a facility we already own
and felt this was the best use of this facility.
Mayor Pro Tem Williams asked the time frame for this.
Kevin McArdle, Community Services Director, stated the action plan will be done in the next two to three
months and put in the budget. He felt it should be rolled out the first part of next year.
MOTION: Moved by Williams, seconded by Spagnolo to move forward with the proposed vision and
direct staff to prepare and implement an action plan. Motion carried unanimously 4-0-1 (Gutierrez
absent).
D. ADJOURNMENT
The meeting adjourned at 5:24 p.m.
