A PRE-APPLICATION REVIEW (DRC2003-00175) -JIM KYPREOS -
A review of conceptual site and architectural plans fora 3,036 square
foot drive-thru restaurant within the Community Commeraal
designation of the Foothill Boulevard Districts, located at the
southwest corner of Foothill Boulevard and Malachite Avenue -
APN 0208-261-19

This is the time and place for the general public to address the commission Items
to be discussed here are those that do not already appear on this agenda

Rancho Cucamonga, Ca
Sirs,
The environmental settmg/existmg site conditions of the aforementioned protect are
currently a vacated lot fronting an existing shopping center at its eastern most corner
Draznage is currently to the south in the direction of the retail space and represents a
considerable slope Sidewalks with several abandoned dove aprons still exist to the North
and East along Foothill Blvd. and Malachite Ave Afire hydrant is also present
unmediately to the northwest comer of the subtect property along Foothill Blvd Fencing
for "holiday" (Cluistmas trees, pumpkins, etc.) type sales also remazns
I propose constructing a dove-thru restaurant that would develop the entire protect azea
Grading would unprove draznage with construction of facilities to properly handle run-
off The sidewalks would be re-biult and dove aprons would be removed and replaced
with sidewalk. The fire hydrant would remain In addition a public fountain/bench azea
would be constructed to the Northeast corner of the property to give the center afoot-
traffic type entrance.
Land use for the proposed protect is compatible with the current zoning The
development of a restaurant for that comer does not impact the existing shopping center
A toint pazkmg agreement exists withun the center for such use The operating hours from
6 a m thin 10 p m does not create any obtectionable noise or other conditions to deter
the protect
