I'm requesting a chance to speak at the next planning committee meeting
scheduled for May 06. I live at 6275 Celestite ave . We moved here from the city of
I.a Veme about 18 months ago. I would first like to say that it is very obvious to
everyone in this valley that Rancho Cucamonga is one of the premier cities to hve in and
I feel very fortunate to have been able to afford a home here. The planning commission
and the city council are the ones directly responsible for this progressive outcome over
the last 20 years. I'm well aware of development codes that are put into place for
producing a beautiful community such as ours, however I'm requesting the necessary
changes to the development code that was established in the early 1980's to allow me the
option of replacing my faulty file roof with a high end composition roofing material The
current code allows homeowners that have file roofs two options for replacement; tile,
slate, or sunulated slate products. My home was buih in 1984 and our tract includes file
and wood shake roofs. Most of the wood shake roofs were found on Marble Avenue.
These owners have replaced their roofs with a high end, "dimensional" composition. This
type and quality of roofing product was not available in the early 1980's. Roofing
contractors recommend these products, as a better product than tile. These roofs are
walkable, which allows cleaning of dirt and tree debris on the roof. This is a major
contributor to file roofs eventually leaking. I have put together a comprehensive package
of information regarding the quality and beauty of composition roofs available today. I
hope you will see this product as a qualified replacement roofing material to tile. I have
started talking to my neighbors about my plans and will be obtaining signatures in
support of my roofing choices. I plan on having this list established in time for our
meeting so far everyone I have spoken to and shared this same information with supports
my choice.

e. Front vard and comer side vard. No accessory structure or addition shall ocarpy
any portion of a requred front yard or comer side yard.
B. Patio enclosures. Where required m Tables 17.08.040-8 and C, private open space shall
maintain a minimum dimension of 12 feet for ground floor units, and 5 feat for upper story units.
C. Protections into Yards.
1. Eaves, roof protections, awnings, and similar architectural features may project irno
required yards a maximum distance of 3 feet, provided such appendages are supported
only at, or behind, the building setback line.
2. Replacement chimneys, bay windows, balconies, fire escapes, exterior statrs and
landings, and similar archftecturel features may project into required yards a maximtmt
distance of 2 feet, provided such features shall be at least 3 feet from a properly line.
3. Decks, platforms, uncovered porches, and landing places which do not exceed a height
of 48 inches above grade, may project irrto any front or comer side yard a maximum
distance of 6 feet and project into any rear or interior side yard up to the property line.
D. Protections Above Height Limits. Flues, chimneys, elevators or other medumicel equipment,
television antennas, spires or belltowere, or similar arohitecturel, utility, or mechanx~l features,
may not exceed the height limits in Tables 17.08.040-8 and C more tharr 15 feet, except as
provided for in Sedbn 17.08.080-1, Mtennas.
E. Roofino Materials. All accessory structures, inducting, but not limited to, second dweliurg unds,
guest houses, carports, detached or attached gareges, and additions to main houses shall have
roofing material made of tlle, slate, or imitation thereof, but not inducting composition shingles.
Detached accessory structures with roof cover that exceeds 120 square feet in area andlor are
subject to public view from streeffi or from adjacent land uses, shall have roofing material made
of tlle, slate, or the imitation thereof, but not inducting compositltlar singles. The pitch of the roof
for additions and accessory structures shall be designed to accommodate roof materials made
of tlle, slate, or an imifaton thereof. Where the roof material for the main house consisffi of
wood or composition shingles; additions to the main house, attached or detached accessory
structures, and re-roofing can indude the same material. Detadred accessory structures wiM
roof cover such as patio covers, cabanas, etc., that do not exceed 120 square feet in area
and/or are not subject to publ~ view from streets or from adjacert land uses may use other roof
materials as approved by the Ctiy Planner..~pLhen such carcumstankxis allow the use of
compositlon shingles, it shall be of architectural dimension style to create a shadow. The
burden of proof for detached accessory structures not subject to public view is on the applicant,
which shall be submitted for City Planner review and approval. Accessory structures for
equestrian or agricultural uses such as hams for keeping of horses or storing of agricultural
equipment, may mdude other roof materials (metal) es approved by Cily Planner.
F. Equestrian Trails/Cortals All new residential development wdhin the Equestrian/Rurel area
designated by the General Plan shall require local feeder trail easemenffi for equestrian
purposes, to provide access to the rear of all lots. All non-residential development within the
Equestnan/Ruref area shall require local feeder trail easements for equestrian purposes where
it ~ determined by the Planning Comm~ssron that such trail connections are necessary to Turk
residential areas with the iral system. The unobstructed access and use of said easemenffi
shall be enforced by property owner through private deed resfictions. Coin murnty Trails and
Regional Trails shall also he provided where required by the adopted Master Plan of Treds.

q. Avoid identipl or similar elevaLon schemes plotted on adjacent lots or across the
street from one another.
r. Avoid identical color schemes plotted on adjacent lots.
s. Integrate screens for all roof-mounted equipment into the building design (i.e.,
extend parapet walls) rather than as an afterthought
t. Design roof line in conjunction with building mass for consistent composition.
u. On hillsides, design the form, mass, and profile of buildings and architectural
features so as to compliment the natural topography.
v. Use native rods for fieldstone. Other forms of stone may be manufactured
products.
w. Design chimney stacks with accent materials used on the house, such as bndc or
stone, except on interior chimneys.
x. Use roofing material made of Ule, slate, copper, or the imitation thereof, but not
inducting compos~Gon shingles, that will upgrade the charecter and the visual
qualrty of the structure.
• 3. Scale. The mass and scele of the building should be proportionate to the sde, open
spaces, street locetlons, and surrounding developments. Setbacks and overall heights
should prowde an element of openness and human scale. Multiple family product type
~ (i.e., apartment, condominium, townhouse) is discoureged immediately adjacent to lower
density single family areas. All attached projects adjacent to existing one-story single
family developments shall be one story, unless the impact of two-story structures on the
existing one-story neighborhood is fully mitigated with emphasis on privacy, wews, and
general compatibility. Buildings should emphasize horizontal as well as vertical
appearance. This could be achieved by the use of projections or recessions of stones,
balconies, windows and doors, and changes in roof levels and planes. In particular for
multiple family product type, buildings over threastodes should consider stepping bads.
4. Materials and Colors. Colors, textures, and materials shall be coordinated to achieve
total compatibility of design. The materials and colors chosen should complement the
budding character and enhance the visual quality.
5. Si nin .Every budding shall be designed wilh a precise concept for adequate signing.
Provisions foreign placement, sign scale m relationship with building, and readability shall
be considered in developing the signing concept. While providing the most effective
signing, it shall also be highly compatible with the building and site design relative to
color, material, and placement.
6. Eauioment Screeninc. Any equipment, whether on the roof, side of building, or ground,
shall be screened. The method of screening shall be architecturally compatible interms
of material, color, shape, and size. The screening design shall blend with the building
design. Where individual egwpment is provided, a conttnuous screen is desirable.

Product Comparison
Tile, Composition, Simulated Slate
Fire Rating:
Composition roofing as well as Tile roofing materials is both a class A material.
The simulated slate products vary between classes C up to class A. This depends on the
product as well as the treatment applied. The safer product for firefighters to work on in
fire conditions would be composition. Composition roofs are not as slippery when wet,
the firefighters do not create undue damage to the roof as they would by working on
fragile file roofs. The chain saws they use to ventilate the roofs aze not designed to cut
through tile.
Wind Rating:
Most manufactures of composition roofs provide a 50-yeaz or in some cases a
lifetime roofing product that is rated for winds up to 110 mph. Tile roofing brochures do
not state a wind rating. Simulated slate roofs seem to average around a 70mph rating.

Walk ability:
Tile roofs are roofs that tend to have problems when people start to walk on them
especially light weight tile. Walk ability provides the homeowner the ability to clean out
water channels that become plugged with dirt and tree debris. Placing Christmas lights on
the roof is important to some people. Removing children's toys inadvertently thrown on
the roof, such as freebies. These are all advantages that composition roofs have over file
roofs. Simulated slate roofing products are mazketed on this advantage as one of the sales
features.

Summary
I have lived at 6275 Celestite for approximately 18 months. During that time I
have had two separate occasions that my roof has had muhiple leaks. The last leak caused
damage to my laundry room's ceiling in total I have spent over $1000.00 dollars for what
is temporary relief from the problem I feel I have shown that composition roofs meet or
exceed the quality of tile. The only explanation I was given that composition-roofing
materials would not be coincided adequate replacement for file is the aesthetic quality. I
agree that in the early 1980's when the development code was written most if not all
composition roofs were less desirable and not viewed as a product for exclusive
communities. The last 20 years the composition market has improved tremendously and
h seems unrealistic that homeowners in communities such as, "Brentwood" has selected
this product, while the city of Rancho Cucamonga views this product replacement as an
inferior product detracting from home values. The homes m my neighborhood that have
replaced their roofs with composition materials have not slowed the rapid increase in
home values and are coincided one of the most desirable areas of Alta Loma. I hope you
will agree that dimensional composition roofs made today are an adequate roof
replacement for all homeowners.
